The report describes the ecosystem as \u201cvibrant, imaginative, and expanding,\u201d yet one that\u2019s \u201cconstrained by structural bottlenecks, macroeconomic volatility, and fragmented governance.\u201d It urges policymakers to translate the country\u2019s entrepreneurial momentum into tangible outcomes by building what it calls \u201ca durable engine for national growth.\u201d<\/p>\n

Fragmented framework weighs on founders:<\/strong> The local startup landscape remains \u201cundermined by institutional overlap and regulatory fragmentation, with no single authority empowered to lead national startup strategy,\u201d the report reads. The absence of unified data \u201cstifles investor visibility and evidence-based policymaking.\u201d The report proposes creating a National Startup Observatory \u201cto collect, harmonize, and publish real-time ecosystem data,\u201d equipped with AI-based analytics and open-data standards to \u201cshift Egypt's innovation policymaking from anecdotal to evidence-based.\u201d It also calls for a National Intellectual Property and Innovation Commercialization Law, as \u201cfewer than 2% of registered patents are licensed for market use,\u201d and urges the establishment of \u201cTechnology Transfer Offices (TTOs) across all public universities.\u201d<\/p>\n

Public procurement, exits, and taxation:<\/strong> Public tenders remain \u201cstructurally inaccessible to startups due to legacy criteria like past performance and financial guarantees.\u201d Entlaq\u2019s roadmap includes \u201ca \u2018Startup Fast Track\u2019 across national programs such as Hayah Karima and Digital Egypt\u201d that would \u201creserve 5-10% of contracts for eligible startups.\u201d At the same time, Egypt\u2019s 19 mn freelancers and gig workers \u201cremain largely informal due to tax ambiguity and lack of micro-enterprise tools.\u201d A ministerial decree under the Income Tax Law could introduce \u201csimplified flat tax bands (5-10%)\u201d and \u201cformalize over 100k freelancers within a year.\u201d<\/p>\n

Legal reforms for the medium term:<\/strong> To move beyond patchwork regulations, the report calls for a dedicated Startup Law \u201cmodeled on Tunisia\u2019s Startup Act and Senegal\u2019s Law No. 2020-01\u201d that would \u201cinstitutionalize a clear legal identity for startups.\u201d The report says this would \u201ccould formalize over 15k ventures, boost pre-seed investments by up to 60%, and elevate Egypt's startup survival rate to over 35%.\u201d The mid-term agenda also includes \u201cdigital sandboxes for regulatory experimentation\u201d across \u201chealthtech, edtech, and agritech,\u201d and startup units in every governorate to provide \u201cone-stop access to registration, advisory, co-working spaces, procurement pilots, and local data mapping.\u201d<\/p>\n
