Finance Minister Ahmed Kouchouk <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e77b3616-8ca5-41b0-b0a7-8b2aa20b81ab\/finmin-expects%253cmark%253e-imf-%253c%2Fmark%253ereviews-to-wrap-up-this-fall,-unlocking-usd-2.5-bn-disbursement\" style=\"\" rel=\"noopener\">said<\/a> that the combined review could be concluded in September or October, unlocking a USD 2.5 bn tranche. Any amount beyond the cap incurs an additional 4% interest payment to the CBE. The move has pushed the government to accept higher yields when it comes to local debt instruments. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>SOUND SMART- <\/strong>The unified treasury account \u2014 AKA treasury single account \u2014 is a tool that consolidates all government funds and transactions. It is a tool pushed by the IMF for effective money management in governments \u2014 \u201cin countries with fragmented government banking arrangements, the establishment of a TSA should receive priority in the public financial management reform agenda.\u201d You can read more about the tool on the <a target=\"_blank\" href=\"https:\/\/www.imf.org\/en\/Publications\/WP\/Issues\/2016\/12\/31\/Treasury-Single-Account-Concept-Design-and-Implementation-Issues-23927\" style=\"\" rel=\"noopener\">Fund\u2019s website<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#2- What about privatization? <\/strong>Sluggish progress on privatization has long been criticized by the fund. To that end, officials plan to make significant moves on that front, our source said, adding that the resumption of the privatization program is contingent on a package of IPO incentives currently brewing. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What incentives? <\/strong>The Madbouly government is <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/be57edfd-6316-47cc-bca2-f9d45fab1d14\/gov%25e2%2580%2599t-prepares-ipo-tax-breaks-ahead-of-next-phase-of-privatization\" style=\"\" rel=\"noopener\">looking into offering fresh incentives<\/a> for large-scale IPOs on the EGX in a bid to boost activity on the market, with a full tax exemption on IPO proceeds as a main priority. The package was previously said to be finalized by the end of August.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>ICYMI- <\/strong>The privatization program is being reworked to <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e948947b-7c21-44fd-81b0-3f317a20e153\/state%253cmark%253e-privatization%253c%2Fmark%253e-push-to-focus-more-on-egx-offerings-instead-of-direct-strategic-investor-sales-going-forwards\" style=\"\" rel=\"noopener\">focus on minority stake sales via the<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e948947b-7c21-44fd-81b0-3f317a20e153\/state%253cmark%253e-privatization%253c%2Fmark%253e-push-to-focus-more-on-egx-offerings-instead-of-direct-strategic-investor-sales-going-forwards\" style=\"\" rel=\"noopener\">EGX<\/a>, with the government preparing to list 10-40% stakes in several state-owned companies. Strategic sales will remain part of the plan, but on a smaller scale and limited to select industries. The state has also cut its privatization target for the fiscal year, now aiming to raise around USD 3 bn by June, down from a previous goal of <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0f87b4df-eb8a-4c3a-b810-ecf0435e82ba\" style=\"\" rel=\"noopener\">USD 5\u20136 bn<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>We\u2019ll have more details soon: <\/strong>Kouchouk will hold a joint presser alongside officials from the Financial Regulatory Authority and the Egyptian Exchange in the coming days to unveil the details of a new package of incentives, the minister said earlier this week. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#3- Securing FX: <\/strong>Recent efforts have also focused on attracting more investments, our source said, adding that the primary goals are securing steady FX inflows and increasing employment rates. Egypt recorded its highest-ever monthly USD inflows in July, reaching USD 8.5 bn, Prime Minister Moustafa Madbouly <a target=\"_blank\" href=\"https:\/\/www.facebook.com\/photo.php?fbid=1322755553228195&id=100064812882317&set=a.144073987763030\" style=\"\" rel=\"noopener\">said<\/a> last week.
