The bill replaces a previous draft submitted on 28 April and introduces key changes to the transitional period, rent hikes, and tenant support mechanisms, according to a document seen by EnterpriseAM.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">(<strong>Tap or click the headline above to read this story with all of the links <\/strong>to our background as well as external sources.)<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>All contracts to b<\/strong><strong>e liberalized after a transition period \u2014 which will last longer than <\/strong><strong>expected:<\/strong> Under the latest iteration of the bill, tenants of units currently subject to the old rent law will have to vacate their homes at the end of a <strong>transition period of seven years for residential units and five years for non-residential units<\/strong> leased by individuals \u2014 two years longer than the <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f32bcfb7-a8cf-4ce3-a8f0-19feabd313bc\/cabinet-greenlights-formation-of-health-tourism-council,-customs-clearance-committee\" style=\"\" rel=\"noopener\">five years<\/a> mentioned by Prime Minister Moustafa Madbouly in April. After that, all contracts will fall under the Civil Code, meaning landlords and tenants would negotiate terms freely.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Rents will rise beyond initial estimates<\/strong><strong>:<\/strong> The final draft outlines specific multipliers and minimum monthly rents for units rented out under the Old Rent Law based on the property's location and use. Here\u2019s the breakdown:<\/p>\n<ul>\n<li><strong>Units in prime residential areas <\/strong>will see their rent increase 20x its current value, reaching a minimum of EGP 1k\/month;<\/li>\n<li><strong>Units in middle-income residential areas <\/strong>will see their rent go up to 10x, reaching a minimum of EGP 400\/month;<\/li>\n<li><strong>Units in economic residential areas <\/strong>will see their rent rise 10x, reaching a minimum of EGP 250\/month;<\/li>\n<li><strong>For non-residential units rented out to individuals<\/strong>, rents will increase 5x across the board;<\/li>\n<li><strong>Annual increases:<\/strong> Rent will go up 15% every year during the transitional period.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>This framework is significantly more granular<\/strong> than the <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7bfc675c-6223-4925-9c8e-0c8fec70435b\/criminal-law-reforms-and%253cmark%253e-rent%253c%2Fmark%253e-law-amendments-were-front-and-center-on-the-talkshows\" style=\"\" rel=\"noopener\">proposal<\/a> the House was mulling over for the past few weeks, which suggested a flat minimum of EGP 1k for city units and EGP 500 for rural units.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>How this will work:<\/strong> A committee will be formed in each governorate to classify properties into three categories \u2014 prime, middle-income, and economic \u2014 based on factors like location, building condition, infrastructure, transport, and local services. The committees will set appropriate rent for each category and must complete their work within three months of the law\u2019s implementation.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Immediate e<\/strong><strong>viction allowed under<\/strong><strong> specific conditions:<\/strong> The law introduces new conditions that allow landlords to evict tenants before the end of the transitional period in cases where a tenant leaves the property unoccupied for over a year without justification, or if they own another suitable unit that serves the same purpose \u2014 whether residential or commercial.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The state will offer<\/strong><strong> alternative housing \u2014 and old rent tenants get first dibs:<\/strong> Tenants can apply for state housing \u2014 for rent or ownership \u2014 if they agree to vacate their current unit upon allocation. Priority will be given to vulnerable groups. The law also gives old rent tenants priority access to any government housing projects announced during the transition period, provided they commit to handing over their old unit.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What\u2019s next?<\/strong> The new bill was referred to a joint committee between the housing, local administration, and constitutional affairs committees.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>ALSO- <\/strong><strong>The presidency has given its final sign-off <\/strong><strong>on the Property ID Act to assign a unique ID <\/strong><strong>to every property in Egypt<\/strong> as part of a centralized, secure geospatial database, according to the Official Gazette. In addition to being on a national online database, the property ID must be displayed on the buildings via scannable plaques issued by the state. <\/p>\n<p
