Farid El Deeb, Mubarak\u2019s lawyer since his ouster, tells <a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1101829\">Al Masry Al Youm<\/a> that the former president should be going home \u201cin a day or two.\u201d <a href=\"http:\/\/www.youm7.com\/story\/2017\/3\/13\/%D9%85%D8%A8%D8%A7%D8%B1%D9%83-%D9%8A%D8%B9%D9%88%D8%AF-%D9%84%D9%80-%D9%81%D9%8A%D9%84%D8%A7-%D9%87%D9%84%D9%8A%D9%88%D8%A8%D9%88%D9%84%D9%8A%D8%B3-%D8%A8%D9%85%D8%B5%D8%B1-%D8%A7%D9%84%D8%AC%D8%AF%D9%8A%D8%AF%D8%A9-%D8%A8%D8%B9%D8%AF-%D8%BA%D9%8A%D8%A7%D8%A8-6\/3142146\">Youm7<\/a> carries the warning for Heliopolites. This after an <a href=\"http:\/\/www.reuters.com\/article\/us-usa-russia-libya-exclusive-idUSKBN16K2RY\">exclusive from Reuters<\/a> that reads as if penned for a D.C audience suggests \u201cRussia appears to have deployed special forces to an airbase in western Egypt [about 100 km from] the border with Libya in recent days.\u201d Reuters suggests <strong>the drone-packing Russkies are supporting troops of Gen. Khalifa Haftar<\/strong>, the military commander of the internationally-recognized Libyan government and an ally of Egypt. The spokesman for the Egyptian Armed Forces denied there are Russian troops on our soil.<\/p>\n<p><strong>Yes, folks: The heavy lifting is on the policy front.<\/strong> Just see our Speed Round section this morning, which reads like nothing so much as a legislative diary. As we\u2019ve said before, the \u201cgutsy\u201d work on reforms is largely done: The float of the EGP, a commitment to cutting subsidies, etc. It\u2019s now a game of inches in the form of bureaucratic and legislative reforms.<\/p>\n<p>Elsewhere in the region: Saudi Arabia\u2019s <strong>Olayan Financing is debating whether to tap public<\/strong><strong>markets<\/strong>, with <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-03-13\/saudi-arabia-s-billionaire-olayan-family-plans-local-asset-sales\">Bloomberg reporting<\/a> that the high-profile investor in Egypt could offer on the Tadawul shares of more than one operating company \u2014 or even flip multiple assets into a holdco it would then IPO. Also: <strong>Foreign investors are loving Kuwait this morning. <\/strong>The country has already attracted more than USD 20 bn in orders for its debut USD 8 bn international bond, the <a href=\"https:\/\/www.ft.com\/content\/019cd3bc-6f44-3168-bb40-8f3c9173a6e0\">Financial Times<\/a> tells us (see also coverage in the <a href=\"https:\/\/www.wsj.com\/articles\/kuwait-launches-8-billion-bond-sale-1489436361\">WSJ<\/a> and <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-03-13\/kuwait-sets-initial-price-guidance-for-debut-international-bond\">Bloomberg<\/a>) and<\/p>\n<p><strong>US interest rate hike looms tomorrow, EM shrug \u2014 for now: <\/strong>Global business news for the next 48 hours will be dominated by the US Federal Reserve, whose Federal Open Markets Committee kicks-off a two-day meeting today. Analysts expect we\u2019ll hear tomorrow afternoon (EDT) from Fed boss Janet Yellen about the first of (possibly) multiple quarter-point rate hikes this year. That news would once have been enough to send emerging market investors into a tizzy, but the <a href=\"https:\/\/www.ft.com\/content\/b5e48cda-07d6-11e7-97d1-5e720a26771b\">Financial Times<\/a> (paywall) this morning suggests <strong>EM investors have become less wary given the risk-reward equation has shifted rather strongly in favour of EM<\/strong>, which it notes the International Institute of Finance (IIF) sees as having grown an annualized 6.8% in February (and 6.4% in January) against an expected 2% for developed markets. \u201cIf confirmed, the IIF forecast would appear to show that the emerging world has broken out of the downward trend that has been in place since the global financial crisis,\u201d the paper notes.<\/p>\n<p>The<strong> punditocracy is kicking into overdrive with hot-takes on the Fed<\/strong>. There are fears that <a href=\"http:\/\/www.cbc.ca\/news\/business\/yellen-poloz-interest-rates-1.4017106\">Yellen won\u2019t keep raising rates<\/a>, the notion that <a href=\"http:\/\/www.cnbc.com\/2017\/03\/13\/three-fed-rate-hikes-in-2017-may-not-be-enough-commentary.html\">three rate hikes may not be enough<\/a>, and fears that a <a href=\"http:\/\/www.usatoday.com\/story\/money\/2017\/03\/13\/trump-clouds-picture-fed-considers-interest-rate-hikes\/99034434\/\">Trump presidency is \u201cclouding\u201d<\/a> the issue.<\/p>\n<p>Also: <strong>A looming blizzard has <\/strong><a href=\"http:\/\/edition.cnn.com\/2017\/03\/13\/politics\/donald-trump-angela-merkel\/\"><strong>postponed Trump-Merkel day<\/strong><\/a> to Friday and <strong>oil<\/strong> has now posted its <a href=\"http:\/\/www.reuters.com\/article\/us-global-oil-idUSKBN16K028\">biggest week-on-week drop<\/a> in four months.
