Twenty-five people were killed by a device that security officials initially said was planted in a pew near the front of St George's Coptic Church in Tanta. Officials have since suggested the attack was carried out by a suicide bomber. The Tanta blast was followed by an explosion outside St Mark's Coptic Church in Alexandria that came as security forces denied an apparent suicide bomber entry to the church compound. Pope Tawadros, who was in Alexandria to lead Palm Sunday mass, was unhurt, state media says.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-02\"><\/a> In an <a href=\"https:\/\/www.youtube.com\/watch?v=RrY30Ohv_yM&feature=youtu.be\">address to the nation<\/a> last night (runtime 7:53), <strong>President Abdel Fattah El Sisi declared a <\/strong><strong>three-month nationwide state of emergency<\/strong>. El Sisi also announced the establishment of a Supreme Anti-Terrorism Council that will be granted \u201cthe necessary powers and jurisdiction\u201d over levers the president said could help in the fight against terror, including the media and religious discourse. The Council will also look at new powers for police and intelligence investigators as well as how to fast-track terror cases through the court system. The president called on state security officers to expedite their investigation into the massacres and bring the perpetrators to justice. The president extended his condolences and those of the nation to the victims\u2019 families and demanded that the international community hold countries that fund and support terrorism accountable. The measures the president announced in his speech were approved at a meeting of his National Defense Council (<a href=\"https:\/\/enterprise.press\/wp-content\/uploads\/2017\/04\/Ittihadiya-statement-national-security-council-Tanta-and-Alexandria-bombings.pdf\">Ittihadiya readout on the meeting here<\/a> in English, pdf)<\/p>\n<p><strong>The blasts were timed to create maximum casualties<\/strong>, taking place on Palm Sunday, the first day of Easter week, when church attendance soars. Most government offices and many companies recognize Palm Sunday as a day off for Christians.<\/p>\n<p><strong>Among the deceased was the head of Shibin El Kom court Samuel George<\/strong>, who died in Tanta, according to state television, <a href=\"http:\/\/www.egyptindependent.com\/news\/high-ranking-judge-killed-tanta-church-explosion-state-tv\">Al Masry Al Youm<\/a> reports. As of dispatch time, one of the youngest victims <a href=\"http:\/\/www.youm7.com\/story\/2017\/4\/9\/%D9%86%D9%86%D8%B4%D8%B1-%D8%A3%D8%B3%D9%85%D8%A7%D8%A1-16-%D8%B4%D9%87%D9%8A%D8%AF%D8%A7-%D9%8875-%D9%85%D8%B5%D8%A7%D8%A8%D8%A7-%D9%81%D9%89-%D8%AA%D9%81%D8%AC%D9%8A%D8%B1-%D9%83%D9%86%D9%8A%D8%B3%D8%A9-%D9%85%D8%A7%D8%B1%D8%AC%D8%B1%D8%AC%D8%B3\/3182889\">noted by the press<\/a> was 23 year-old Bishoy Iskander; earlier reports had suggested that many of the dead were young children, but there has since been no confirmation. <strong>Seven members of the police force<\/strong> were killed in an attack, including Emad El Rakaybi who reportedly stopped the suicide bomber from entering the St. Mark\u2019s Church. Yesterday\u2019s bombings come <a href=\"https:\/\/enterprise.press\/stories\/2017\/04\/02\/16-people-wounded-in-a-blast-in-tanta\/\">one week after a terrorist attack<\/a> targeting a police training center in Tanta killed one member of the police force and injured 16 others.<\/p>\n<p><strong>Early results of investigations by the police and intelligence services point to both<\/strong><strong>bombings being suicide attacks.<\/strong> Prosecutor General Nabil Sadek said yesterday that he is waiting for the results of forensic tests before confirming the perpetrators\u2019 identities and the explosive materials used, <a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1115640\">Al Masry Al Youm reports<\/a>.<\/p>\n<p><strong>The <\/strong><a href=\"https:\/\/www.facebook.com\/EgyArmySpox\/posts\/1035539469910368\"><strong>Armed Forces have dispatched special units<\/strong><\/a> <strong>across the country to assist the police<\/strong><strong> in <\/strong><strong>protecting churches, key infrastructure<\/strong> and other possible targets of further attacks. Interior Minister Magdy Abdel Ghaffar replaced Gharbiya security director Gen. Hossam Khalifa with Gen. Tarek Hassouna, according to <a href=\"https:\/\/enterprise.press\/wp-content\/uploads\/2017\/04\/Interior-Ministry-Church-Bombing.pdf\">an emailed ministry statement<\/a>.<\/p>\n<p><strong>The ministry also denied that <\/strong><a href=\"https:\/\/enterprise.press\/wp-content\/uploads\/2017\/04\/Interior-Ministry-False-News.pdf\"><strong>other churches had been bombed across the country<\/strong><\/a> and called on the media to rely on official statements to avoid causing further panic. <strong>Reports of bombs being defused at a Sufi mosque are so-far unconfirmed.<\/strong> The Interior Ministry statement followed unconfirmed reports from outlets including Extra News alleging that security forces found and defused at least one explosive device at the Sufi Sidi Abdel Rehim Mosque in Tanta (<a href=\"https:\/\/www.youtube.com\/watch?v=0chcO-sNOo8\">watch<\/a>, runtime 2:31).<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <strong>Videos of the attacks, most from CCTV footage, are playing on loop in the domestic and <\/strong><strong>international media<\/strong>, with the most prominent being that of the attacker being barred from entry to St Mark's cathedral by a member of the police service before detonating the bomb (<a href=\"https:\/\/www.youtube.com\/watch?v=a2HCUTYJcMg\">watch<\/a>, runtime: 3:39). The House general assembly voted to call in Interior Minister Magdy Abdel Ghaffar and Justice Minister Mohamed Hossam Abdel Rehim today for updates on the security situation and the government\u2019s plan to combat terrorism, according to <a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1115665\">Al Masry Al Youm<\/a>. The decision followed a very heated debate in the House in which a number of MPs vented their anger at Abdel Ghaffar and Prime Minister Sherif Ismail, calling for an inquiry, <a href=\"http:\/\/gate.ahram.org.eg\/News\/1431936.aspx\">Ahram Gate reports<\/a>.<\/p>\n<p>In the wake of the attacks, <strong>MPs are clamoring to vote on amendments to the criminal code <\/strong><strong>that they say would speed up criminal trials for terror suspects<\/strong>, with some <a href=\"http:\/\/www.almalnews.com\/Pages\/StoryDetails.aspx?ID=329586\">calling for wider use of military trials<\/a> in terror cases. The House of Representatives\u2019 Legislative Committee will discuss amendments to the Criminal Procedures Act during its session today and hopes to finalize them by Tuesday ahead of a plenary session vote by next week, MP Mohamed El Aqqad said on Sunday, <a href=\"http:\/\/gate.ahram.org.eg\/News\/1432155.aspx\">according to Ahram Gate<\/a>. The amendments, designed expedite the prosecution of terror cases, have been on the table since an attack on a Coptic cathedral in Cairo killed around 30 people last December. The House of Representatives has also filed a request to the Justice Ministry on Sunday demanding that more Egyptian courts be assigned terrorism cases to speed up criminal proceedings, a statement picked up by <a href=\"http:\/\/gate.ahram.org.eg\/News\/1432252.aspx\">the newspaper adds<\/a>.<\/p>\n<p><strong>OFFICIAL REACTION: Prime Minister Sherif Ismail<\/strong> said terrorism targets Muslims and Christians alike, <a href=\"http:\/\/www.cabinet.gov.eg\/Arabic\/MediaCenter\/CabinetNews\/Pages\/Condemnation1.aspx\">according to a Cabinet statement<\/a>. <strong>Foreign Ministry<\/strong> spokesman Ahmed Abu Zeid <a href=\"https:\/\/twitter.com\/MfaEgypt\/status\/850996805504565249\">described the bombings in a tweet<\/a> as \u201canother obnoxious but failed attempt against all Egyptians,\u201d and <a href=\"https:\/\/twitter.com\/MfaEgypt\/status\/851002517584568320\">launched the hashtag \u201c#united_on_PalmSunday\u201d<\/a> to call for unity against terrorism. Industry players fear the attacks will hobble the nascent recovery, and JWT\u2019s advertising arm confirmed it will suspend Egypt\u2019s national tourism promotion campaign on international television channels for the time being.<\/p>\n<p><strong>INTERNATIONAL REAX: Pope Francis I<\/strong>, who celebrated Palm Sunday Mass at the Vatican and is expected in Egypt on 28 April, was one of the first global leaders to condemn the attacks, <a href=\"http:\/\/af.reuters.com\/article\/egyptNews\/idAFL8N1HH06H?sp=true\">Reuters<\/a> reports. He said \u201cI pray for the dead and the victims. May the Lord convert the hearts of people who sow terror, violence and death and even the hearts of those who produce and traffic in weapons.\u201d<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-04\"><\/a> <strong>US President Donald Trump also expressed his support and condolences. <\/strong>\u201cSo sad to hear of the terrorist attack in Egypt. <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/851092500056072198\">U.S. strongly condemns<\/a>. I have great confidence that President Al Sisi will handle [the] situation properly,\u201d he <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/851092618754891781\">said on Twitter<\/a>. The tweets followed a <a href=\"https:\/\/www.state.gov\/r\/pa\/prs\/ps\/2017\/04\/269634.htm\">statement from the US State Department<\/a> reaffirming that \u201cThe United States will continue to support Egypt\u2019s security and stability in its efforts to defeat terrorism.\u201d President Trump called President El Sisi in person to reiterate his support, according to a <a href=\"https:\/\/www.facebook.com\/Egy.Pres.Spokesman\/photos\/a.153526355166753.1073741828.153405978512124\/180708299115225\/?type=3\">statement<\/a> from Ittihadiya.
