The council, which includes as members Central Bank Governor Tarek Amer and the ministers of finance, planning, ICT, justice, interior, and defense, took five key decisions yesterday:<\/p>\n<ul type=\"disc\">\n<li>It will present <strong>draft legislation governing all non-cash payments and transactions<\/strong> within six months;<\/li>\n<li><strong>All state bodies are banned from making cash payments or payments using bank cheques for amounts over EGP 20,000<\/strong> to private sector entities until 1 July 2018;<\/li>\n<li>All state bodies that serve the public <strong>must develop a non-cash payment option<\/strong>;<\/li>\n<li><strong>Eliminating fees on opening mobile payment accounts<\/strong> for one year after, and cutting mobile transaction fees by half for six months;<\/li>\n<li><strong>Developing a strategy for e-governance<\/strong>, and tallying services which can be made electronic.<\/li>\n<\/ul>\n<p>Developing a mobile payments strategy as part of an overall \u201cfinancial inclusion\u201d policy by the government had been announced last year (see our <a href=\"https:\/\/enterprise.press\/stories\/2016\/12\/27\/the-new-new-deal\/\">Year in Review: The new New Deal<\/a>). The National Payments Council was formed <a href=\"https:\/\/enterprise.press\/stories\/2017\/01\/17\/supreme-investment-council-orders-the-establishment-of-national-payments-council\/\">early this year<\/a> with an eye to developing such a strategy. More recently, <a href=\"https:\/\/enterprise.press\/stories\/2017\/05\/24\/cbe-microfinance-to-push-out-egp-30-bn-in-subsidized-financing-to-as-many-as-10-mn-borrowers-within-four-years\/\">CBE Governor Amer had hinted<\/a> that a mobile payment strategy was in the works.
