Finance Minister Amr El Garhy arrived there on Tuesday with a stacked agenda that includes meetings with IMF officials (among them IMF boss Christine Lagarde), sit-downs with ratings agencies and international banks, as well as meetings on the G20\u2019s African initiative.<\/p>\n<p>Also in DC is <strong>Egyptian Financial Supervisory Authority boss Mohamed Omran<\/strong>, who met yesterday with officials from international banks and funding institutions, <a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1203428\">Al Masry Al Youm reports<\/a>. His agenda included talks with <strong>European Bank for Reconstruction and Development<\/strong> to discuss ways to develop short-term debt instruments in the Egyptian capital market; a meeting with the <strong>German Technical Cooperation Agency<\/strong> to discuss an SME funding agreement signed during President Abdel Fattah El Sisi\u2019s visit to Germany earlier this year; a <strong>meeting with the IFC<\/strong> to discuss technical support for the launch of green bonds in Egypt; and a meeting with the <strong>African Development Bank<\/strong> to discuss economic legislative reforms and the third and last USD 500 mn tranche of its USD 1.5 bn loan to Egypt, which will be disbursed in January 2018.<\/p>\n<p><strong>Central Bank Governor Tarek Amer gave a speech<\/strong> about economic reforms at the Institute of International Finance, <a href=\"http:\/\/www.youm7.com\/story\/2017\/10\/11\/%D8%B7%D8%A7%D8%B1%D9%82-%D8%B9%D8%A7%D9%85%D8%B1-%D9%8A%D9%84%D9%82%D9%89-%D9%83%D9%84%D9%85%D8%A9-%D8%AD%D9%88%D9%84-%D9%81%D8%B1%D8%B5-%D9%88%D8%AA%D8%AD%D8%AF%D9%8A%D8%A7%D8%AA-%D8%A7%D9%84%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%89-%D8%A3%D9%85%D8%A7%D9%85\/3452709\">according to Youm7<\/a>, and EGX boss <strong>Mohamed Farid <\/strong>is also in Washington for the get-together.<\/p>\n<p><strong>Moushira Khattab placed third again yesterday in the third round of balloting for <\/strong><strong>UNESCO\u2019s top job<\/strong>, earning a total of 13 votes, <a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1203652\">Al Masry Al Youm reports<\/a>. France\u2019s Audrey Azoulay caught up with former Qatari culture minister Hamad bin Abdulaziz Al Kawari, with each of them earning 18 votes. The secret ballot will continue for the rest of this week, and Khattab\u2019s campaign manager Mohamed El Oraby said the Egyptian candidate is expected to reel in 17 votes during tomorrow\u2019s round, <a href=\"http:\/\/gate.ahram.org.eg\/News\/1595899.aspx\">Ahram Gate reports<\/a>. According to Oraby, Qatar reached the \u201cmaximum\u201d number of votes it will be able to earn, hinting that Egypt\u2019s aggressive diplomatic efforts will bear some fruit. <a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1203594\">AMAY says<\/a> that UNESCO announced Vietnam\u2019s candidate has withdrawn, but that\u2019s yet to be confirmed by any other outlet.<\/p>\n<p><strong>Back home, the House wants to do its part to help Khattab:<\/strong> House Human Rights Committee Chairman Alaa Abed issued a statement calling for the prosecution of NGOs and civil society members that opposed Khattab\u2019s candidacy, <a href=\"http:\/\/www.egyptindependent.com\/parliament-committee-calls-trial-local-rights-groups-rejecting-egypt-unseco-nominee\/\">AMAY reports<\/a>. The MP suggested that naysayers should be charged with \u201cbeing unpatriotic\u201d and \u201cadopting stances similar to \u2026 Human Rights Watch\u201d \u2014 clear infractions of the criminal code, if ever there was one. The human rights set had spoken out against Khattab\u2019s candidacy to draw attention to the nation\u2019s rights record.<\/p>\n<p><strong>The source of Smiley Face\u2019s superpowers is up for debate today: <\/strong>The House Economics Committee will<strong> continue today to debate amendments to the Consumer Protection Act<\/strong>, which the Ismail Cabinet had <a href=\"https:\/\/enterprise.press\/stories\/2017\/06\/18\/cabinet-approves-minor-amendments-to-consumer-protection-act-nile-traffic-bill-and-others-during-weekly-meeting\/\">signed off on in June<\/a>.
