An Egyptian delegation led by Cairo\u2019s ambassador to Israel, Hazem Khairat, is in Gaza to help mediate the transition. Egypt\u2019s chief spy Khaled Fawzy, who was instrumental to the negotiations, is also expected to visit both <a href=\"https:\/\/www.timesofisrael.com\/as-palestinian-authority-moves-into-gaza-egypt-intel-generals-visit-enclave\/\">Ramallah and Gaza next week<\/a>. Mediation may be the order of the day, since Palestinian President Mahmoud Abbas has set conditions for a full reconciliation that would see Hamas lay down its arms and \u201cdismantle its military wing.\u201d This comes as we learn that <strong>Hamas has reportedly accepted an Egyptian plan for a multi-stage prisoner exchange with Tel Aviv<\/strong>, <a href=\"https:\/\/www.timesofisrael.com\/hamas-says-it-okayed-new-egyptian-proposal-for-prisoner-swap-with-israel\/\">according to The Times of Israel<\/a>.<\/p>\n<p><strong>Egypt\u2019s position towards Hamas remains \u201cquite delicate,\u201d <\/strong><a href=\"https:\/\/english.alarabiya.net\/en\/features\/2017\/10\/01\/ANALYSIS-Amid-push-for-Palestinian-unity-are-Egypt-and-Hamas-friends-or-foes-.html\">Sonia Farid cautions in a piece for Alarabiya<\/a>. Hamas is seeking Egypt\u2019s mediation in its reconciliation efforts with Fatah, even though a 2014 court ruling has banned all Hamas activities and ordered the closure of all the group\u2019s offices in Egypt.
