We expect a slow ramp-up on the legislative front this week, with talk of laws on NGOs, drones and other miscellany taking up time. There\u2019s still plenty of business-relevant legislation in the pipeline, including the proposed <strong>Bankruptcy Act<\/strong>, which is hasn\u2019t made it out of the Legislative Committee for the Economic Committee to consider \u2014 and the draft of which <a href=\"https:\/\/enterprise.press\/stories\/2017\/11\/05\/further-amendments-to-the-bankruptcy-act-signals-delays-in-passing-the-law\/\">may yet be amended<\/a> at the Ismail government\u2019s request. A quick recap of what\u2019s to come:<\/p>\n<ul type=\"disc\">\n<li><strong>The Universal Healthcare Act:<\/strong> The state\u2019s most significant piece of social legislation this year would see health insurance expand to cover breadwinners and their families in all governorates by 2032.<\/li>\n<li><strong>The Social Welfare Act:<\/strong> The bill would see the Social Solidarity Ministry establish a new pension fund and set its own investment strategy. The law will also index annual pension increases to inflation and set a minimum pension rate. <\/li>\n<li><strong>The Local Administration Act:<\/strong> This bill would set up and organize local councils and elections and is part of the government\u2019s plan to decentralize local administration.<\/li>\n<\/ul>\n<ul type=\"disc\">\n<li><strong>The Labor Unions Act: <\/strong>Labor unions say it\u2019s too restrictive. Members of the House Manpower Committee have said think it gives unions too much power. <\/li>\n<li><strong>Higher ed:<\/strong> The Ismail government is reportedly looking to enact legislation that would make it easier for foreign universities to open branch campuses in Egypt. Provisions would include fast-tracking both licenses and the \u201cmobility\u201d of staff, <a href=\"https:\/\/www.timeshighereducation.com\/news\/egypt-seeks-attract-international-branch-campuses\">according to Times Higher Education<\/a>. <\/li>\n<\/ul>\n<p>Do you follow capital markets? Pay attention to proposed <strong>amendments to the Central<\/strong><strong>Bank and Banking Act that are being closely watch by investors<\/strong> to see whether it imposes a special \u201cindustry development\u201d tax on bank profits.<\/p>\n<p><strong>Also up for discussion: <\/strong>Tweaks to the companies, capital markets, leasing and factoring, auctions and tenders acts, a bill that would form an Egyptian space agency (<a href=\"https:\/\/enterprise.press\/stories\/2017\/09\/28\/cabinet-roundup-5\/\">approved by cabinet<\/a> in September), and a bill designed to enhance protection for intellectual property.<\/p>\n<p><strong>Will the Automotive Directive finally see the light of day?<\/strong> The House Industry Committee will restart its debate of the long-awaited Automotive Directive on Wednesday after having amended the bill for a third time, committee head Ahmed Samir said, <a href=\"http:\/\/www.almalnews.com\/Story\/351997\/19\/%D8%A7%D9%84%D9%86%D9%88%D8%A7%D8%A8-%D9%8A%D8%B9%D9%88%D8%AF-%D9%84%D9%85%D9%86%D8%A7%D9%82%D8%B4%D8%A9-%D8%A7%D8%B3%D8%AA%D8%B1%D8%A7%D8%AA%D9%8A%D8%AC%D9%8A%D8%A9-%D8%B5%D9%86%D8%A7%D8%B9%D8%A9-%D8%A7%D9%84%D8%B3%D9%8A%D8%A7%D8%B1%D8%A7%D8%AA---%D8%A8%D8%B9%D8%AF-%D8%BA%D8%AF%D8%A7\">Al Mal reports<\/a>.
