Must Egypt and Russia sign aviation security agreement before restoring flights?<\/strong> An aviation security agreement between Russia and Egypt has been prepared, and Moscow expects Cairo to sign it, Russian Deputy Prime Minister Arkady Dvorkovich told TASS<\/a>. \"Initially, we said that there should be a security agreement,\" he said. \"It has been prepared. I believe that Egypt is ready to sign it, otherwise the discussion would not have resumed,\" Dvorkovich added. The agreement could be another attempt by the Russians to sneak in preferential and special security protocols for their citizens (including their own security terminal), a sticking point which had hindered talks to get Russian flights back on. It is unclear whether these procedures will be included in the agreement.
