Parliamentary Speaker Ali Abdel Aal is reported to have called an emergency session of the House\u2019s general assembly, where an absolute majority must approve the shuffle for it to pass, <a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1244630\">Al Masry Al Youm reports<\/a>. Quorum for the gathering will be one-third of all members.<\/p>\n<p><strong>Who\u2019s in and who\u2019s out? <\/strong>The rumor mill was in overdrive this weekend, with conflicting reports suggesting that ministries ranging from agriculture, irrigation, and health to finance and investment could be getting new bosses. A source in government <a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1244679\">tells Al Masry Al Youm<\/a> that while the initial list included changes to the Cabinet economic group, the final decision was to keep these ministers in place to maintain policy stability. Speculation elsewhere is that the tourism, youth and sports, local development, manpower, and culture ministers will be getting the boot.<\/p>\n<p><strong>Don\u2019t expect Sherif Ismail to go into retirement just yet<\/strong>, the pundits say. The PM is believed to have returned to Egypt on 21 December after having sought medical treatment in Germany, but has yet to attend a cabinet meeting. Moustafa Madbouli remains acting prime minister and has denied having been tapped to form a new government, <a href=\"http:\/\/www.almalnews.com\/Story\/360542\/16\/%D9%85%D8%AF%D8%A8%D9%88%D9%84%D9%89-%D9%8A%D9%86%D9%81%D9%89-%D9%84%D9%84%D9%85%D8%A7%D9%84-%D8%B5%D8%AF%D9%88%D8%B1-%D9%82%D8%B1%D8%A7%D8%B1-%D8%A8%D8%AA%D8%B9%D9%8A%D9%8A%D9%86%D9%87-%D8%B1%D8%A6%D9%8A%D8%B3%D9%8B%D8%A7-%D9%84%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1\">telling Al Mal<\/a> that his role as head of Cabinet remains temporary.<\/p>\n<p><strong>But don\u2019t expect him back at work soon: <\/strong>Sources told Al Masry Al Youm that Ismail will not soon be returning to work soon, as <a href=\"https:\/\/enterprise.press\/stories\/2017\/12\/27\/what-were-tracking-on-27-december-2017\/\">had previously been claimed<\/a>.<\/p>\n<p><strong>The word from on high: <\/strong><a href=\"http:\/\/www.ahram.org.eg\/News\/202525\/25\/632510\/%D8%A7%D9%84%D8%A3%D9%88%D9%84%D9%89\/%D8%AA%D8%B9%D8%AF%D9%8A%D9%84-%D9%88%D8%B2%D8%A7%D8%B1%D9%89-%D8%AC%D8%AF%D9%8A%D8%AF-%D8%A7%D9%84%D9%8A%D9%88%D9%85%D8%AC%D9%84%D8%B3%D8%A9-%D8%B7%D8%A7%D8%B1%D8%A6%D8%A9-%D9%84%D9%84%D8%A8%D8%B1%D9%84%D9%85%D8%A7%D9%86-%D9%88%D8%AA%D9%88%D9%82%D8%B9%D8%A7%D8%AA-.aspx\"><strong>State-owned Al Ahram<\/strong><\/a><strong> reports that three ministries will get new <\/strong><strong>leaders and that Ismail will not be among those replaced.<\/strong> <a href=\"http:\/\/www.shorouknews.com\/news\/view.aspx?cdate=13012018&id=ffbf2d09-4daf-4553-8054-fb9ea678cbcc\">Al Shorouk<\/a> quotes deputy House speaker Suleiman Wahdan as saying much the same thing, noting that under the constitution, replacing Ismail would effectively require the government to be dissolved and for the House to approve the new PM\u2019s agenda. MP <a href=\"http:\/\/www.youm7.com\/story\/2018\/1\/13\/%D9%85%D8%B5%D8%B7%D9%81%D9%89-%D8%A8%D9%83%D8%B1%D9%89-%D8%A7%D9%84%D8%AA%D8%B9%D8%AF%D9%8A%D9%84-%D8%A7%D9%84%D9%88%D8%B2%D8%A7%D8%B1%D9%89-%D8%A7%D9%84%D8%AC%D8%AF%D9%8A%D8%AF-%D9%84%D9%86-%D9%8A%D8%B4%D9%85%D9%84-%D8%AA%D8%BA%D9%8A%D9%8A%D8%B1-%D8%B1%D8%A6%D9%8A%D8%B3-%D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1\/3599215\">Mostafa Bakry tells Youm7<\/a> much the same thing, saying a new government this close to the presidential elections isn\u2019t desirable. Ismail has been PM since September 2015; nine ministers were swapped out in the last cabinet shuffle, which took place this past February.<\/p>\n<p><strong>The bottom line: Be ready for anything. <\/strong>While the steer from officialdom is for a limited shuffle, the domestic press is notorious for bad reporting on expected changes to cabinet lineups. Already, the talking heads on TV last night speculated that the shuffle would see anywhere from three to five new faces around the cabinet table this week. We have more in Last Night\u2019s Talk Shows, below.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-03\"><\/a> <strong>Ethiopian Prime Minister Hailemariam Desalegn arrives in Egypt today for a three-day <\/strong><strong>visit<\/strong>, during which he will meet with President Abdel Fattah El Sisi, unidentified sources <a href=\"http:\/\/www.egyptindependent.com\/ethiopia-pm-to-arrive-in-egypt-on-monday-after-one-month-delay\/\">tell Al Masry Al Youm<\/a>. The visit comes after <a href=\"https:\/\/enterprise.press\/stories\/2017\/12\/27\/world-bank-to-join-gerd-talks-as-a-neutral-fourth-party\/\">Cairo proposed including the World Bank<\/a> in tripartite negotiations over the Grand Ethiopian Renaissance Dam (GERD). Desalegn was expected to visit Egypt last month, but his trip was postponed. It remains undecided whether he will address the House of Representatives, according to the sources, despite this previously being announced as the main feature of his visit. Some expect Desalegn\u2019s visit to be a turning point in stalled negotiations between Cairo and Addis over the dam, particularly as negotiations have been ongoing to end the two countries\u2019 disagreements over the dam\u2019s impact studies, <a href=\"http:\/\/www.shorouknews.com\/news\/view.aspx?cdate=13012018&id=a5474e65-403b-4315-8877-d83f0a4fafdb\">sources tell Al Shorouk<\/a>.<\/p>\n<p><strong>Meanwhile, reports suggest Khartoum has no plan to de-escalate tension with Egypt.<\/strong> Sudan\u2019s ambassador to Egypt, Abdel-Mahmoud Abdel-Halim, reportedly said on Friday that he was recalled last week in one of a series of moves that could include \u201cwithdrawing of ambassador or expulsion of other country\u2019s ambassador or breaking off the relationship and declaring war,\u201d <a href=\"http:\/\/www.sudantribune.com\/spip.php?article64483\">Sudan Tribune reports<\/a>. Sudan\u2019s Foreign Ministry later denied Abdel-Halim made the remarks, \u2014 even though Sudan Tribune claims they were made in a brief to journalists, <a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1244787\">according to Al Masry Al Youm<\/a>.<\/p>\n<p><strong>Oil quietly topped the USD 70 barrier on Thursday for the first time in three years<\/strong>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-01-11\/oil-reaches-70-a-barrel-for-first-time-in-three-years\">Bloomberg notes<\/a>.<\/p>\n<p><strong>If anyone harbored illusions that The Donald wasn\u2019t a racist\u2026 <\/strong>The Donald woke up on Thursday and decided it wasn\u2019t enough to insult the developing world with policy alone.
