{"id":632620,"date":"2018-02-15T04:04:30","date_gmt":"2018-02-15T04:04:30","guid":{"rendered":"https:\/\/enterpriseam.com\/egypt\/2018\/02\/15\/what-were-tracking-on-15-february-2017\/"},"modified":"2018-02-15T04:04:30","modified_gmt":"2018-02-15T04:04:30","slug":"what-were-tracking-on-15-february-2017","status":"publish","type":"post","link":"https:\/\/enterpriseam.com\/egypt\/2018\/02\/15\/what-were-tracking-on-15-february-2017\/","title":{"rendered":"What we\u2019re tracking on 15 February 2017"},"content":{"rendered":"<p><a class=\"content-anchor\" id=\"tldr-story-02\"><\/a> <strong>Egypt is getting ready to tap the market again: <\/strong>The Finance Ministry will begin approaching investment banks in a few days for a planned sale of EUR-denominated bonds after successfully raising USD 4 bn in eurobonds, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-02-14\/with-4-billion-bond-sale-done-egypt-prepares-euro-note-offer\">Finance Minister Amr El Garhy told Bloomberg<\/a>. \u201cThe sale will \u2018ideally\u2019 take place in April, and Egypt will be seeking European banks to manage the issuance, the minister said in a phone interview.\u201d Egypt\u2019s USD 4 bn eurobond issuance was 3x oversubscribed, <a href=\"https:\/\/enterprise.press\/stories\/2018\/02\/14\/what-were-tracking-on-14-february-2018\/\">the Finance Ministry said yesterday<\/a>. El Garhy told Bloomberg Egypt \u201ccould\u2019ve secured cheaper pricing since our risk position has improved since the last time we tapped the market, but the rise in yields on U.S. Treasuries has affected us.\u201d The successful issuance is \u201cthe latest sign that investors\u2019 appetite for relatively risky sovereign paper has been undimmed by the recent market turmoil,\u201d Kate Allen writes for <a href=\"https:\/\/www.ft.com\/content\/ec2446b2-1169-11e8-8cb6-b9ccc4c4dbbb\">The Financial Times<\/a>.<\/p>\n<p><strong>The eurobond issuances may be playing a role in expanding private sector credit: <\/strong>Private sector lending in Egypt, which has traditionally been stifled and crowded out by government borrowing from local banks, looks set to pick us the government turns to the international debt market and pushes forward with reforms, according to a research <a href=\"https:\/\/research.cdn.capitaleconomics.com\/a63035\/egypt-private-sector-credit-to-support-pick-up-in-growth.pdf\">note from Capital Economics (pdf)<\/a>. Outside of select large borrowers, the private sector has always found it difficult to access credit from local banks. While private sector credit has been nominally rising at a rate of 11% y-o-y, real credit growth has been negative for much of the past 10 years. \u201cThe banking sector\u2019s claims on the government have increased more than ten-fold in nominal terms and, as a share of total assets, they have risen from 20% to more than 45%.\u201d Furthermore, banks have not had to meet liquidity restrictions on holding government debt, which have a risk rating of zero.<\/p>\n<p><strong>Liquidity will be increasingly available to the private sector<\/strong>, says Capital Economics, as the government turns to eurobond issuances, coupled with the fiscal tightening.<\/p>\n<p><strong>\u201cA pick-up in lending to the private sector will be further supported by a loosening of monetary policy,<\/strong>\u201d which could begin as early as this week, they added. The firms sees interest rate cuts of 550 bps this year and a further 200 bps in 2019, a pace it believes may be more aggressive than the central bank has in mind.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-03\"><\/a> <strong>And so, all eyes turn to the Monetary Policy Committee meeting today to see if the CBE will start cutting interest rates. <\/strong>Based on annual inflation figures, <a href=\"https:\/\/enterprise.press\/stories\/2018\/02\/11\/inflation-drops-to-17-1-in-january\/\">which have fallen to 17.1%<\/a> in January, analysts, including those <a href=\"https:\/\/enterprise.press\/wp-content\/uploads\/2018\/02\/Egypt-MPC-Watch_-Environment-Supports-Cut_-Not-Necessarily-Imminent-or-Significa.pdf\">from Pharos Holding<\/a>, <a href=\"http:\/\/research.arqaamcapital.com\/getreportbysecuritytoken?token=f193e509-63f6-445a-9a03-b3c53cdda701\">Arqaam<\/a> and <a href=\"https:\/\/enterprise.press\/wp-content\/uploads\/2018\/02\/HC.pdf\">HC Securities<\/a>, are suggesting that a rate cut is likely, but that it will be relatively muted as the CBE takes a cautious approach. CBE Governor Tarek Amer <a href=\"https:\/\/enterprise.press\/stories\/2018\/02\/07\/cbe-to-start-loosening-monetary-policy-soon-amer\/\">had said that the CBE will begin monetary easing \u201csoon,\u201d<\/a> once the bank is sure it has a handle on inflation.<\/p>\n<p><strong>In global markets, US annual headline inflation for January rose to 2.1%<\/strong> for a second month running, exceeding the consensus forecast of 1.9%, <a href=\"https:\/\/www.ft.com\/content\/6800e2e6-116e-11e8-8cb6-b9ccc4c4dbbb\">the FT reports (paywall)<\/a>. Core consumer price inflation, which excludes energy and food, stayed steady at 1.8%, defying forecasts it would slip to 1.7%. The announcement is reigniting investor nervousness that the robust economy is stoking price pressures that could force the US Federal Reserve to raise interest rates more aggressively, the salmon-colored paper says.<\/p>\n<p><strong>It is not yet clear, with inflation moving past forecasts, whether emerging markets will continue to hold the line<\/strong> in the face of turbulent global markets.
