Articles 9 and 10 of the legislation, which mandate that ride-hailing companies store user data on their servers abroad for a period of 180 days and make information accessible to government agencies, appear to still be in the bill, <strong>according to a leaked copy <\/strong><a href=\"http:\/\/www.shorouknews.com\/news\/view.aspx?cdate=06052018&id=680064f7-b364-44d7-a06c-c84a335de5a7\"><strong>released by Al Shorouk<\/strong><\/a><strong>.<\/strong> MPs voted to study the two articles, which raised the most stink from Uber and Careem, and postpone the vote on them. Earlier reports had indicated that a House <a href=\"https:\/\/enterprise.press\/stories\/2018\/04\/11\/parliament-compromises-on-user-data-sharing-in-ride-hailing-apps-act\/\">subcommittee charged with reviewing the act had agreed to do away<\/a> with these clauses, which the Egyptian Council of State (Maglis El Dawla) itself had ruled were unconstitutional.<\/p>\n<p><strong>The House also postponed a vote on Article 5 of the law, which sets a cap on licensing fees for ride-hailing companies.<\/strong> Transportation Minister Hisham Arafat had requested that licensing fees for companies in the law be capped at EGP 10 mn.<\/p>\n<p><strong>A law less than ideal for ride-hailing companies:<\/strong> Based on our reading of the law, multiple provisions that came under fire from Uber and Careem remain in place. Among the most glaring:<\/p>\n<ul>\n<li>Forcing ride-hailing companies to develop a system to integrate white taxis into their fleets, something which the Council of State had deemed unconstitutional.<\/li>\n<li>Special licensing fees for drivers that are likely to be more expensive than those for taxi drivers.<\/li>\n<li>Forcing drivers to have stickers marking their association with a particular company.<\/li>\n<li>Setting a fine of between EGP 200k and EGP 5 mn for violators of the act.<\/li>\n<li>Ride-hailing companies have only six months to comply with the law.<\/li>\n<\/ul>\n<p><strong>Are tuk-tuks covered by the law?<\/strong> House Speaker Ali Abdel Aal <a href=\"https:\/\/alborsanews.com\/2018\/05\/06\/1103148\">reportedly said<\/a> that the law would not govern tuk-tuks. But the act clearly says that the law would apply to \u201cland vehicles and mass transit.\u201d While seemingly a simple discussion, this point could potentially impact numerous new services that do not use traditional passenger cars. Halan, <a href=\"https:\/\/enterprise.press\/stories\/2018\/03\/25\/halan-a-ridesharing-app-for-tuktuks-and-motorcycles-closes-in-on-usd-2-mn-fundraising-round\/\">a new ride-hailing app targeting motorcycle and tuktuk owners<\/a>, had launched in January and has already raised more than 75% of the USD 2 mn it is looking to land for its pre-series A. Uber already runs its Uber Scooter service.<\/p>\n<p><strong>Tic toc:<\/strong> The Supreme Administrative Court is scheduled to hear on Saturday, 12 May an appeal by Uber and Careem of a lower court decision that ordered the two companies to suspend operations, <a href=\"http:\/\/www.almalnews.com\/Story\/374884\/19\/%D9%86%D8%B8%D8%B1-%D8%B7%D8%B9%D9%86-%D8%A3%D9%88%D8%A8%D8%B1-%D9%88%D9%83%D8%B1%D9%8A%D9%85-%D8%B9%D9%84%D9%89-%D8%AD%D9%83%D9%85-%D9%85%D9%86%D8%B9-%D9%86%D8%B4%D8%A7%D8%B7%D9%87%D9%85%D8%A7---12-%D9%85%D8%A7%D9%8A%D9%88\">Al Mal reports<\/a>. The two companies continue to operate under a Court of Urgent Matters ruling that stayed the initial suspension.<\/p>\n<p><strong>Uber, Careem to update Google Maps\u2019 GPS?<\/strong> On a related note, the House Transport and ICT committees reportedly reached an agreement with Uber and Careem that will see the two ride-hailing companies provide Google with an updated and more detailed map of the Cairo governorate once the Ride-Hailing Apps Act is signed into law, <a href=\"http:\/\/almalnews.com\/Story\/374949\/58\/%D8%A7%D9%84%D8%A8%D8%B1%D9%84%D9%85%D8%A7%D9%86-%D9%8A%D8%AA%D9%81%D9%82-%D9%85%D8%B9-%C2%AB%D8%A3%D9%88%D8%A8%D8%B1-%D9%88%D9%83%D8%B1%D9%8A%D9%85%C2%BB-%D8%B9%D9%84%D9%89-%D8%AA%D8%AD%D8%AF%D9%8A%D8%AB-%D8%AE%D8%B1%D9%8A%D8%B7%D8%A9-%D8%B4%D9%88%D8%A7%D8%B1%D8%B9-%D8%A7%D9%84%D9%82%D8%A7%D9%87%D8%B1%D8%A9\">unidentified sources tell Al Mal<\/a>. The two companies will connect the data with Google\u2019s GPS service, which MPs say currently lack many streets\u2019 names.
