Madbouly had been expected to present his program to legislators yesterday, but reportedly wants his ministers (sworn in only on 14 June) to have more time. <strong>The big unveil could come on 30 June<\/strong>, according to House spokesman Salah Hasaballah.<\/p>\n<p><strong>The House will vote today on the government\u2019s EGP 70 bn overdraft request<\/strong> for the FY2017-18 state budget, <a href=\"https:\/\/www.youm7.com\/story\/2018\/6\/23\/%D9%86%D9%86%D8%B4%D8%B1-%D8%A7%D9%84%D8%AA%D9%82%D8%B1%D9%8A%D8%B1-%D8%A7%D9%84%D8%A8%D8%B1%D9%84%D9%85%D8%A7%D9%86%D9%89-%D8%A8%D8%B4%D8%A3%D9%86-%D9%85%D8%B4%D8%B1%D9%88%D8%B9-%D9%82%D8%A7%D9%86%D9%88%D9%86-%D8%A8%D9%81%D8%AA%D8%AD-%D8%A7%D8%B9%D8%AA%D9%85%D8%A7%D8%AF-%D8%A7%D8%B6%D8%A7%D9%81%D9%89-%D9%84%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9\/3845184\">according to Youm7<\/a>. The overdraft, in large part to cover higher-than-planned spending on fuel, was originally scheduled to come up for a vote yesterday.<\/p>\n<p><strong>The Tenders and Auctions Act had also been expected to go up for a vote <\/strong>during a plenary session yesterday, but we\u2019ve seen no confirmation the vote took place. The bill aims to streamline the tender process and set quotas for domestic components and SME contractors in state tenders.<\/p>\n<p>The House will vote today on a presidential decree to <strong>extend the state of emergency for an additional three months <\/strong>retroactive to 1am CLT yesterday, <a href=\"https:\/\/www.youm7.com\/story\/2018\/6\/23\/%D8%A7%D9%84%D8%A8%D8%B1%D9%84%D9%85%D8%A7%D9%86-%D9%8A%D9%86%D8%A7%D9%82%D8%B4-%D9%82%D8%B1%D8%A7%D8%B1-%D9%85%D8%AF-%D8%AD%D8%A7%D9%84%D8%A9-%D8%A7%D9%84%D8%B7%D9%88%D8%A7%D8%B1%D9%89%D8%A1-%D8%AE%D9%84%D8%A7%D9%84-%D8%A7%D9%84%D8%AC%D9%84%D8%B3%D8%A9-%D8%A7%D9%84%D8%B9%D8%A7%D9%85%D8%A9-%D8%BA%D8%AF%D8%A7%D9%8B\/3844972\">according to Youm7<\/a>. The state of emergency has been renewed every three months since April 2017.<\/p>\n<p><strong>Egypt, Greece and Cyprus are holding joint, multi-day military exercises <\/strong>starting today in a span of the Mediterranean between Crete and Egypt, Greece\u2019s <a href=\"http:\/\/www.ekathimerini.com\/229984\/article\/ekathimerini\/news\/greece-egypt-and-cyprus-to-hold-joint-exercise-south-of-crete\">Ekathimerini reports<\/a>.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-03\"><\/a> <strong>Abraaj\u2019s key funds are now owned by Colony Capital, an outfit with strong ties to both the ruling elite in the GCC and the Trump administration. <\/strong>Colony acquired on Thursday four funds from the Dubai-based private equity firm, including its North Africa, Sub-Saharan Africa, Turkey and Latin America funds, <a href=\"https:\/\/www.ft.com\/content\/844d68ce-7565-11e8-aa31-31da4279a601\">reportedly paying about USD 250 mn<\/a> and agreeing to oversee Abraaj\u2019s other funds until they can be disposed of. A rival bid from Cerberus Capital Management had offered USD 125 mn for Abraaj\u2019s asset management business, but not Abraaj\u2019s underlying stakes in those funds. An unidentified suspect threw a grenade at Ethiopian Prime Minister Abiy Ahmed \u201cminutes after addressing tens of thousands of supporters at a rally in Addis Ababa.\u201d The attack came just days after Ahmed said he was starting peace talks with Eritrea for the first time since 1998. Zimbabwean President Emmerson Mnangagwa survived an explosion at an election rally. The Egyptian Foreign Ministry issued statements strongly condemning both assassination attempts (<a href=\"https:\/\/www.facebook.com\/MFAEgypt\/posts\/2072491459489456\">here<\/a> and <a href=\"https:\/\/www.facebook.com\/MFAEgypt\/posts\/2072137752858160\">here<\/a>).<\/p>\n<p><strong>It\u2019s a big day for Saudi Arabia <\/strong>as women get the legal right to drive <a href=\"https:\/\/www.reuters.com\/article\/us-saudi-women-driving-preview\/saudi-women-gear-up-for-new-freedom-as-driving-ban-ends-idUSKBN1JJ0C2?il=0\">for the first time<\/a>. It\u2019s front-page news just about everywhere this morning, with some including the <a href=\"https:\/\/www.wsj.com\/articles\/saudi-women-take-the-wheel-as-driving-ban-lifted-1529795635\">Wall Street Journal<\/a> and the <a href=\"https:\/\/www.nytimes.com\/2018\/06\/23\/world\/middleeast\/saudi-arabia-women-driving-ban.html\">New York Times<\/a> carrying multiple pieces. Both the <a href=\"https:\/\/www.wsj.com\/articles\/saudi-women-drivers-face-one-last-roadblock-saudi-men-1529573402\">WSJ<\/a> and <a href=\"https:\/\/www.nytimes.com\/2018\/06\/22\/world\/middleeast\/saudi-arabia-women-driving.html\">NYT<\/a> zero in on the notion that men (on the road and through the guardianship system in KSA) will face pressure to change.<\/p>\n<p>Speaking of KSA: <strong>Saudi Arabia has won an upgrade to MSCI emerging markets status as of mid-2019<\/strong>, <a href=\"https:\/\/www.reuters.com\/article\/us-funds-msci\/argentina-saudi-arabia-to-be-part-of-msci-emerging-markets-index-idUSKBN1JG3AN\">according to Reuters<\/a>.The kingdom, whose stock market has recently outperformed others in the GCC, should have a c. 2.6% weighting in the index once the deed is done. Hopes are for \u201ccurrent privatization efforts,\u201d which include the initial public offering of state energy company Aramco, to continue expanding the scope of available growth opportunities in the market and increase its weight on the index, said MSCI MD and Global Head of Equity Solutions Sebastien Lieblich. Analysts <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-06-21\/now-that-saudi-arabia-won-em-inclusion-what-do-investors-think\">interviewed by Bloomberg<\/a> seemed to agree.<\/p>\n<p><strong>Tadawul will be working to make sure capital inflows in the coming months \u201cwill not adversely affect the market,\u201d <\/strong><a href=\"https:\/\/www.reuters.com\/article\/msci-saudi\/saudi-bourse-will-be-ready-for-capital-inflows-after-msci-em-inclusion-idUSL8N1TN07K\">Reuters also says<\/a>. The news of Saudi\u2019s inclusion on the MSCI could generate as much as USD 45 bn in new capital inflows, much of which could be from \u201cpassive\u201d investors, rather than \u201cactive\u201d ones, who are likely to be less impacted by market fluctuations (i.e. less likely to flee at the first sign of turbulence).<\/p>\n<p><strong>It\u2019s also a big day for Turkey <\/strong>as opinion polls reportedly show that <a href=\"https:\/\/www.reuters.com\/article\/us-turkey-election\/turks-vote-for-president-parliament-in-crucial-test-for-erdogan-idUSKBN1JJ16V\">today\u2019s elections<\/a> for the presidency and the parliament are both too close to call after 16 years of rule by Erdogan and his Justice and Development (AKP) party. At stake: Another five years in power, threatened by an \u201cunusual show of unity from four opposition parties and their voters as well as the energetic and combative performance of Muharrem Ince, a former physics teacher who is a presidential candidate for the secularist CHP,\u201d the <a href=\"https:\/\/www.ft.com\/content\/b732688e-75f1-11e8-a8c4-408cfba4327c\">Financial Times<\/a> suggests. The <a href=\"https:\/\/www.nytimes.com\/2018\/06\/21\/world\/europe\/turkey-election-ergodan-canal-megaprojects.html\">New York Times<\/a>\u2019 Carlotta Gall looks at \u201csigns the public is weary of Mr. Erdogan\u2019s building mania\u201d and focus on megaprojects. The fashion house made the move to end persistent rumors that it was <a href=\"https:\/\/www.nytimes.com\/2018\/06\/21\/business\/chanel-earnings-luxury-annual-report.html\">so small it needed to merge<\/a> with a larger outfit. Its USD 9.6 bn in 2017 revenues make it larger than Gucci and about the same size as Louis Vuitton.
