The two countries have been in talks over the dam for several years, and finally <a href=\"https:\/\/enterprise.press\/stories\/2018\/06\/11\/have-egypt-and-ethiopia-finally-reached-middle-ground-on-gerd\/\">reached a breakthrough in June<\/a>. Egypt and Ethiopia agreed at the time to an arrangement through which Ethiopia would amend the timeline for the filling of the dam in exchange for economic cooperation.<\/p>\n<p><strong>Why you should care: <\/strong>One of the underplayed successes of the Sisi administration has been the creation and implementation of a multipolar foreign policy \u2014 a role on the world stage that goes well beyond reminding people that \u201cwe made peace with Israel a generation ago.\u201d That drive has seen Egypt do everything from deepen ties to Europe and Asia to diversify the list of countries from whom we acquire defense systems. Successful re-engagement with Africa, if it helps resolve the GERD issue before it becomes a crisis, could yet prove one of the key outcomes.<\/p>\n<p><strong>Vietnamese President Tran Dai Quang is expected to sign a number of memorandums of understanding with with President Abdel Fattah El Sisi in Cairo today<\/strong> in fields including trade, industry, and investment, <a href=\"https:\/\/www.youm7.com\/story\/2018\/8\/26\/%D8%A8%D8%B3%D8%A7%D9%85-%D8%B1%D8%A7%D8%B6%D9%89-%D9%84%D9%80-%D8%A7%D9%84%D9%8A%D9%88%D9%85-%D8%A7%D9%84%D8%B3%D8%A7%D8%A8%D8%B9-%D8%AA%D9%88%D9%82%D9%8A%D8%B9-%D9%85%D8%B0%D9%83%D8%B1%D8%A7%D8%AA-%D8%AA%D9%81%D8%A7%D9%87%D9%85-%D8%A8%D9%8A%D9%86-%D9%85%D8%B5%D8%B1\/3925761\">Ittihadiya spokesperson Bassem Rady tells Youm7<\/a>. Quang is also scheduled to meet with Prime Minister Mostafa Madbouly and Parliament speaker Ali Abdel Aal. Well, it seems it\u2019s getting traction. <\/strong>America\u2019s bid to get back into the development finance institution game with a successor to the Washington\u2019s <a href=\"https:\/\/www.opic.gov\/\">Overseas Private Investment Corporation<\/a>, which we first picked up from the <a href=\"https:\/\/www.ft.com\/content\/66ca8112-9aed-11e8-9702-5946bae86e6d\">Financial Times<\/a>, is now getting ink in the New York Times thanks to an op-ed by Devex\u2019s Adva Saldinger. \u201cA bill making its way through Congress would create a new, better funded and more powerful agency that would effectively replace OPIC,\u201d Saldinger writes. The move is \u201cperhaps the most significant shift in American development policy\u201d since 2003. \u201c<strong>The new agency has a powerful champion in OPIC\u2019s chief executive<\/strong>, Ray Washburne, who has close ties to the White House. A Texas-based restaurant and real estate investor, he was vice chairman of the Trump Victory Committee and head of the transition\u2019s commerce team.
