The US will reinstate on 5 November sanctions targeting transactions by foreign financial institutions with the Central Bank of Iran, <u><a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/statement-president-reimposition-united-states-sanctions-respect-iran\/\">according to a White House Statement<\/a><\/u>. The US re-imposed on Monday sanctions on the Iranian rial.<\/p>\n<p><strong>The big news out of the region, though, remains the tiff between Saudi Arabia and Canada<\/strong>, where the <u><a href=\"https:\/\/www.ft.com\/content\/b33505ba-9aff-11e8-9702-5946bae86e6d\">Financial Times<\/a><\/u> broke the news yesterday that Riyadh has \u201cinstructed [its] overseas asset managers to <strong>dispose of [its] Canadian equities, bonds and cash holdings \u2018no matter the cost<\/strong>.\u2019\u201d <u><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-08-08\/saudi-arabia-investment-freeze-doesn-t-amount-to-much-in-canada\">Bloomberg<\/a><\/u> does a good job of tracking down what those holdings may be, and the <u><a href=\"https:\/\/www.wsj.com\/articles\/saudi-arabia-orders-its-fund-managers-to-dump-canadian-assets-in-diplomatic-feud-1533753039?mod=hp_lead_pos8\">Wall Street Journal<\/a><\/u> underscores how limited investment ties are between\u2026 the two erstwhile allies by saying the selloff is worth \u201chundreds of mns.\u201d Canada\u2019s <u><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-canadian-businesses-largely-unfazed-by-saudi-investment-dump\/\">Globe and Mail<\/a><\/u>, though, quotes the Royal Bank of Canada as estimating Saudi\u2019s central bank holds about USD 10 bn in Canadian stocks, bonds and other instruments, or less than 1% of foreign holdings of Canadian securities.<\/p>\n<p><strong>So as of now, KSA has:<\/strong><\/p>\n<ul>\n<li>Recalled its envoy to Ottawa and PNG\u2019ed the Canadian ambassador to Riyadh;<\/li>\n<li>Promised to pull more than 10k scholarship students out of Canada and to recall some 800 physicians doing internships, residencies and fellowships in the Great White North; <\/li>\n<li>Frozen new trade and investment, including informing brokers it will buy no Canadian wheat or other commodities;<\/li>\n<li>Suspended flights to Canada from Saudi;<\/li>\n<li>Made clear there will be no mediation until there\u2019s an apology of some form.<\/li>\n<\/ul>\n<p><strong>Business is taking stock: <\/strong>Some <u><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-canadian-businesses-largely-unfazed-by-saudi-investment-dump\/\">big Canadian businesses say they\u2019re unfazed<\/a><\/u>, and Canada\u2019s most influential newspaper (generally a mild-mannered outlet) is running with an editorial declaring that \u201c<u><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/editorials\/article-globe-editorial-no-justin-trudeau-shouldnt-go-grovelling-to-saudi\/\">Justin Trudeau shouldn\u2019t go grovelling to Saudi Arabia<\/a><\/u>.\u201d Omar Allam, a diplomat turned consultant to companies doing business in the GCC, makes the case for <u><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-three-suggestions-for-preventing-the-canada-saudi-dispute-from-getting\/\">why Canadian businesses should care about KSA<\/a><\/u> \u2014 and offers three ideas on how to prevent the dispute from turning into \u201ca visa standoff and full-blown trade war.\u201d<\/p>\n<p><strong>Don\u2019t expect it to end anytime soon: <\/strong>KSA Foreign Minister Adel Al-Jubeir has declared that there\u2019s nothing to mediate until Canada apologizes for interfering in Saudi affairs. Canadian Prime Minister Justin Trudeau made it clear yesterday that <u><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-trudeau-vows-to-continue-standing-up-for-human-rights-amid-escalating\/\">he\u2019s not backing down<\/a><\/u>. (That said, Trudeau offered something of an olive branch, telling reporters yesterday that Saudi \u201cis a country that has great significance in the world, that is making progress in the area of human rights.\u201d)<\/p>\n<p><strong>All of this over a couple of tweets? <\/strong>There\u2019s a missing link here \u2014 and nothing has leaked out of Riyadh yet that would make it clear.<\/p>\n<p><strong>Need funding for, say, an infrastructure project with commercial and developmental cred? Meet \u201cOPIC on steroids.\u201d <\/strong>America is looking to get back into the development finance institution (DFI) game, ratcheting-up its approach to \u201ccommercial diplomacy\u201d by taking over \u201cthe current US government development finance institution, the <u><a href=\"https:\/\/www.opic.gov\">Overseas Private Investment Corporation<\/a><\/u> (Opic), as well as several USAID credit facilities and the agency that provides financing for feasibility studies in emerging markets,\u201d the <u><a href=\"https:\/\/www.ft.com\/content\/66ca8112-9aed-11e8-9702-5946bae86e6d\">Financial Times notes<\/a><\/u> in an op-ed carried by its Beyond Brics blog. OPIC has previously backed or proposed backing <u><a href=\"https:\/\/www.businesswire.com\/news\/home\/20111109006570\/en\/OPIC-Board-Approves-150-Million-Investment-Egypt\">Qalaa Holdings (back in 2011)<\/a><\/u>, oil and gas player <u><a href=\"https:\/\/www.opic.gov\/opic-action\/featured-projects\/middle-east-north-africa\/apache-corp-developing-oil-and-gas-egypt-help-opic-political-risk-insuran\">Apache<\/a><\/u>, <u><a href=\"https:\/\/www.opic.gov\/sites\/default\/files\/files\/9000032263.pdf\">CIB<\/a><\/u>, Carbon Holdings\u2019 <u><a href=\"https:\/\/www.opic.gov\/sites\/default\/files\/files\/tahrir-public-info-summary.pdf\">Tahrir Petrochemicals Corporation<\/a><\/u> and <u><a href=\"https:\/\/www.opic.gov\/sites\/default\/files\/SME%20loan%20guaranty%20facility%20in%20Egypt%20and%20Jordan.pdf\">microfinance players<\/a><\/u>, among others.<\/p>\n<p>Other international news worth a skim this morning, time permitting:<\/p>\n<ul>\n<li>The FT\u2019s John Authers <u><a href=\"https:\/\/www.ft.com\/content\/d1ff3576-9b11-11e8-ab77-f854c65a4465\">argues<\/a><\/u> there is \u201c<strong>value in emerging markets<\/strong> after an unwelcomed decoupling\u201d as EM shares look well-priced relative to US equities. <\/li>\n<li><strong>China is looking to slap additional tariffs<\/strong> of as much as 25% on some USD 16 bn worth of imports from the United States including fuel, steel, automobiles and medical equipment, <u><a href=\"https:\/\/www.reuters.com\/article\/us-usa-trade-china-tariffs\/china-to-slap-additional-tariffs-on-16-billion-of-u-s-goods-idUSKBN1KT1IW\">Reuters reports<\/a><\/u>.<\/li>\n<li><strong>The US securities regulator is probing whether Elon Musk was telling the truth or trolling critics <\/strong>with his suggestion he could take Tesla private at USD 420 a share, according to the <u><a href=\"https:\/\/www.wsj.com\/articles\/sec-has-made-inquiries-to-tesla-over-elon-musks-taking-private-tweet-1533757570\">Wall Street Journal<\/a><\/u>. The offer, if made real, would be a 20% premium to Tesla\u2019s share price at the time of the tweet. 4\/20 is also shorthand for 20 April, an international day for cannabis-related protests and events, as the dweebs of Tweeter pointed out. <\/li>\n<\/ul>\n<p><strong>PSA- Chinese gov\u2019t recalls rabies vaccines in China and abroad, including Egypt:<\/strong> Chinese authorities have issued a recall for defective rabies vaccines produced by Changchun Changsheng Bio-tech Company after a <u><a href=\"http:\/\/english.gov.cn\/news\/top_news\/2018\/08\/07\/content_281476252645918.htm\">an investigation<\/a><\/u> found the company guilty of violating regulatory standards since 2014, <u><a href=\"http:\/\/english.gov.cn\/news\/top_news\/2018\/08\/09\/content_281476254749022.htm\">according to the State Council\u2019s website<\/a><\/u>. Overseas sales made up 2.3% of Changsheng\u2019s revenue in 2017, with its vaccines being sold in Egypt, India, Cambodia, and Belarus, according to financial records <u><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-08-08\/china-says-company-in-vaccine-scandal-violated-rules-since-2014\">obtained by Bloomberg<\/a><\/u>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Do you need the weekend as much as we do?
