The meetings, which run through tomorrow, are hosted by the central bank and the ministries of investment and finance and will be chaired by ministers Sahar Nasr and Mohamed Maait. A number of high-ranking IMF and World Bank officials are expected to be in attendance, as are representatives of African finance institutions. Nasr assumed the chairmanship of the World Bank\u2019s 2018 African Caucus <a href=\"https:\/\/enterprise.press\/stories\/2017\/10\/15\/govt-makes-the-case-for-more-investment-in-egypt-at-imf-wb-fall-meetings\/\">last year<\/a>.<\/p>\n<p><strong>Foreign Minister Sameh Shoukry is meeting his Italian counterpart Enzo Moavero Milanesi in Cairo today <\/strong>for \u201cpolitical consultations,\u201d a ministry source <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/309041\/Egypt\/Politics-\/Egypts-FM-Shoukry-to-hold-political-consultations-.aspx\">tells Ahram Online<\/a>. Milanesi\u2019s visit to Egypt is set to last three days, during which he will also meet President Abdel Fattah El Sisi.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>Is Cleopatra Hospitals about to get a new owner? <\/strong>Abraaj veteran Ahmed Badreldin is leading a group of staff from the embattled private equity firm in a bid to spin off its USD 375 mn North Africa fund, according to <a href=\"https:\/\/www.wsj.com\/articles\/abraajs-north-africa-fund-wants-to-split-from-parent-1533314494\">the Wall Street Journal<\/a>, citing a document seen by its reporters. The proposal to the Dubai-based firm\u2019s liquidators asks that they consider an \u201camicable separation\u201d of the fund from the rest of the firm. \u201cThe fund\u2019s roster of investors would remain in place and an advisory firm would be appointed to supervise the new setup as a \u2018guardian,\u2019\u201d the Journal writes. The bid comes as both hedge fund York Capital Management and the investment firm Abu Dhabi Financial Group are reportedly bidding for Abraaj\u2019s fund-management unit. Limited partners in Abraaj\u2019s North Africa fund include \u201cthe European Investment Bank and a unit of the World Bank Group,\u201d the newspaper says. EGX-listed Cleopatra Hospitals is one of the North African fund\u2019s most high-profile holdings.<\/p>\n<p><strong>Egypt and Kazakhstan are better options than Turkey for emerging market investors<\/strong>, in no small part because Ankara could be on the brink of a \u201cspiral,\u201d <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-08-02\/nordea-is-shorting-turkey-about-to-spiral-out-of-control\">Nordea Asset Management tells Bloomberg<\/a>. With the TRY dropping about 25% against the USD this year and bond yields hitting a new record, Turkey makes for a \u201cprime example of an erosion of governance.\u201d<\/p>\n<p><strong>Turkey\u2019s most recent implosion?<\/strong> The US imposed sanctions on Turkey\u2019s justice and interior ministers last Wednesday in an attempt to get Turkey to turn over an American pastor accused of backing a coup attempt against President Recep Tayyip Erdogan two years ago, <a href=\"https:\/\/www.reuters.com\/article\/us-turkey-security-usa-sanctions\/u-s-sanctions-turkish-officials-over-pastors-detention-idUSKBN1KM5S9\">Reuters reports<\/a>. Turkey apparently responded in kind, freezing any assets of the US justice and interior departments in Turkey. Now in a desperate plea, Erdogan is urging foreign currency holders to turn their cash into liras to stymie the slide in the currency, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-08-04\/turkey-on-trump-blacklist-as-sanctions-spell-trouble-for-economy\">according to Bloomberg<\/a>.<\/p>\n<p><strong>Meanwhile: After giving NATO allies slaps across the cheek the Trump administration is pushing Arab countries to create a NATO of their own.<\/strong> <a href=\"https:\/\/www.bloomberg.com\/view\/articles\/2018-08-02\/an-arab-nato-here-s-a-better-idea-for-trump\">Bloomberg\u2019s editorial board<\/a>, however, sees nothing good coming from the push to create a collective defense pact. Instead, they encourage the Trump administration to simply work on resolving current disputes between Arab states, including the Qatar smackdown.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>WHAT? The public sector gets to work only four days a week? <\/strong>Prime Minister Mostafa Madbouly has reportedly authorized the Central Authority For Organization & Administration (CAOA) to begin studying the possibility of shortening the work week for state bureaucrats to four days, according to documents <a href=\"https:\/\/www.elwatannews.com\/news\/details\/3571244\">obtained by El Watan<\/a>. The order established a committee headed by the CAOA chief Saleh Abdel Rahman and will include representatives of the Planning Ministry and academics and researchers to study the proposal. The stated purpose of the move was to cut costs and reduce congestion and traffic around government agencies. Madbouly\u2019s proposal does not include a wage cut, so any savings would come from cutting operations.<\/p>\n<p><strong>Part of public sector reform drive:<\/strong> President Abdel Fattah El Sisi ordered the Finance Ministry <a href=\"https:\/\/enterprise.press\/stories\/2018\/07\/08\/egypt-achieves-egp-4-bn-budget-surplus-for-first-time-in-15-years\/\">last month<\/a> to begin reassessing public sector wages as part of the government\u2019s administrative reform drive. Cutting government spending is a crucial policy platform of the Finance Ministry going forward, <a href=\"https:\/\/enterprise.press\/stories\/2018\/07\/29\/finmin-announces-fy2017-18-budget-results\/\">said Finance Minister Mohamed Maait<\/a>.<\/p>\n<p><strong>Food for thought #1:<\/strong> Wouldn\u2019t it also make sense to speed along the retirement of public servants to cut our unreasonably high population of bureaucrats?<\/p>\n<p><strong>Food for thought #2: <\/strong>As radical as it may be, four day work week could be something worth considering \u2014 for the private sector. New Zealand firm Perpetual Guardian, which implemented a four day work week (with pay maintained at a five-day work week), is claiming spectacular results.
