We can only imagine that our ISP\u2019s <a href=\"https:\/\/www.youtube.com\/watch?v=At5Va3o21uc\">Customer Service Baboon<\/a> is genuinely pleased with him \/ herself.<\/p>\n<p><strong>You may now breathe.<\/strong> Market chatter earlier this week about the slump in the EGX sapping appetite among retail investors for IPOs appears to have been overblown: The retail component of consumer and structured finance player Sarwa Capital\u2019s IPO was just over 30x oversubscribed at the close of the offer period yesterday, <a href=\"https:\/\/ent.news\/2018\/10\/1127.pdf\">the company said in a statement (pdf)<\/a>. Sarwa\u2019s shares start trading on 15 October. <a href=\"https:\/\/ara.reuters.com\/article\/businessNews\/idARAKCN1MK1NW\">Reuters also has the story<\/a>.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-02\"><\/a> ** #2 <strong><rant>Egypt is about to lose once-in-a-generation opportunity. <\/strong>Car makers are turning North Africa into a global hub for the automotive industry, exporting parts and manufacturing cars that are sold across the region, in Africa and into Europe, <a href=\"https:\/\/www.wsj.com\/articles\/car-makers-turning-north-africa-into-auto-hub-1538323200?mod=djem_Frontiers\">the Wall Street Journal reports<\/a>. The problem? <strong>By \u201cNorth Africa\u201d the Journal means Morocco and Algeria<\/strong>, because legislative foot-dragging means Egypt has no auto manufacturing industry to speak of. (Sorry, superfans: The 128 may be eternal, but the zombie car company known El Nasr does <i>not <\/i>count as manufacturing.)<\/p>\n<p><strong>Bns in investment have poured in to build the \u201cworld\u2019s newest car-manufacturing cluster,\u201d <\/strong>with Volkswagen, Renault, Peugeot, Hyundai and Toyota joining the party.<\/p>\n<p><strong>Why? The size of the opportunity. <\/strong>\u201cThe Middle East and Africa are expected to have 90 million vehicles on the road by 2040, up from 59 million today, according to OPEC forecasts.\u201d<\/p>\n<p><strong>Egypt\u2019s share of all of this investment? <\/strong>Zero.<\/p>\n<p><strong>The facts speak for themselves:<\/strong><\/p>\n<ul>\n<li><strong>Morocco will soon make more cars every year than Italy<\/strong> and has overtaken South Africa as Africa\u2019s manufacturing hub thanks to pro-manufacturing policies enacted Morocco;<\/li>\n<li><strong>Moroccan part manufacturers are major suppliers to the European factories<\/strong> of global car companies such as Ford;<\/li>\n<li><strong>Volkswagen<\/strong> is building an assembly plant in Relizane, Algeria, that\u2019s making the Caddy delivery van and Polo compact \u2014 and has also opened factories in Kenya and Rwanda, with plans to build assembly facilities in Nigeria and Ghana;<\/li>\n<li><strong>SEAT<\/strong> is producing its Ibiza and Arona models in Algeria, and Skoda is doing its Octavia sedan;<\/li>\n<li><strong>Renault<\/strong> has built two assembly plants in Morocco over the past five years that produce more than 200k cars a year;<\/li>\n<li>A new <strong>Peugeot<\/strong> plant in Morocco will come online later this year;<\/li>\n<\/ul>\n<p><strong>How did this happen?<\/strong> Governments took the lead. \u201cLocal governments eager to attract foreign investment\u2026are adopting business-friendly policies such as relaxing currency controls, creating free-trade zones and providing financial incentives. Some are also building or expanding roads, rail links and deep sea ports,\u201d the Journal writes.<\/p>\n<p><strong>We had a measure on the drawing board that could have attracted global investment <\/strong>\u2014 the so-called Automotive Directive that would have given tax and other incentives to assemblers of global brands if they went further up the value chain into manufacturing. Doing so would have given them a measure of protection against European Union imports on which customs duties will fall to zero at the start of 2019, and Trade Minister Amr Nassar has made clear that <a href=\"https:\/\/enterprise.press\/stories\/2018\/09\/23\/tariffs-on-eu-cars-will-still-fall-to-zero-next-year-says-nassar\/\">Egypt will not seek a delay in the customs cut<\/a>. <strong>That initiative is stalled, and no one seems to understand why. <\/strong>We\u2019ve spoken with industry and government insiders about the topic for more than a year now. The auto directive, which we reported this summer <a href=\"https:\/\/enterprise.press\/stories\/2018\/07\/31\/trade-minister-denies-automotive-directive-is-being-scrapped\/\">could be watered down<\/a>, was <a href=\"https:\/\/enterprise.press\/stories\/2018\/08\/13\/govt-to-have-automotive-directive-ready-by-the-fall\/\">due before the House of Representatives<\/a> at the legislative session that began this month. As of this week, none of our sources know where the automotive directive stands<\/p>\n<p><strong>Our inaction may not be Angela Merkel\u2019s fault. <\/strong>We had <a href=\"https:\/\/enterprise.press\/stories\/2018\/07\/30\/govt-plans-to-scrap-automotive-directive-and-will-replace-it-with-special-zones\/\">previously reported<\/a> that opposition to the automotive directive from EU partners including Germany may have been part of the reason the bill \u2014 which is as unpopular with importers as it is popular with assemblers \u2014 has been stalled. Not so, says one of our sources with first-hand knowledge of the matter. The source claims a draft has been shopped around to various constituencies in the EU and has not run into serious opposition. <\/rant><\/p>\n<p><strong>It could be a tough day for the EGX, and the Emerging Markets Zombie Apocalypse isn\u2019t at fault (for once). <\/strong>A sell-off in US markets yesterday spread this morning to Asia, auguring poorly for European and regional markets when they open later today. Tokyo, Shanghai and Hong Kong were all down 2% or more at dispatch time this morning after the \u201cdeepest one-day selloff\u201d in Wall Street stocks in eight months left some analysts musing about a potential correction. \u201cWith <strong>traders spooked by rising U.S. Treasury yields and fears of a deepening U.S.-China trade conflict<\/strong>, the benchmark S&P 500 index on Wednesday dropped 3.29%, its worst one-day decline since February, bringing its loss to almost 5.0% since closing at a record high on Sept 20,\u201d <a href=\"https:\/\/www.reuters.com\/article\/us-usa-stocks-correction-analysis\/rattled-wall-street-stock-investors-fret-about-a-correction-idUSKCN1MK2YD\">Reuters<\/a> reported.<\/p>\n<p><strong>Correction vs. bear market: <\/strong>A 10% dip from a high is generally seen as a correction; 20% down and you\u2019re in bear territory. <a href=\"https:\/\/www.cnbc.com\/2018\/10\/11\/asia-markets-wall-street-sell-off-the-fed-currencies-in-focus.html\">CNBC<\/a> and <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-10-10\/asia-braces-for-losses-after-u-s-stocks-plunge-markets-wrap?srnd=premium-middle-east\">Bloomberg<\/a> have the story, which was the lead piece on the <a href=\"https:\/\/www.ft.com\/content\/aac5addc-cc9e-11e8-b276-b9069bde0956\">Financial Times<\/a>\u2019 web edition at dispatch time.<\/p>\n<p><strong>Factoid of the morning: Nearly USD 2 bn. <\/strong>That\u2019s the value of outflows on Tuesday from BlackRock\u2019s flagship debt ETF, a record one-day withdrawal for \u201cthe biggest exchange-traded bond fund\u2026after the global fixed-income market saw more than USD 900 bn evaporate in last week\u2019s Treasury-led bond rout, the <a href=\"https:\/\/www.ft.com\/content\/2b78e12c-cca6-11e8-9fe5-24ad351828ab\">FT reports<\/a>.<\/p>\n<p><strong>In miscellany to see you into the weekend: <\/strong><\/p>\n<p><strong>Reid Hoffman just made us want to puke. <\/strong>The LinkedIn founder\u2019s advice on how to build a business: \u201cIf your start-up's running smoothly, you're not growing fast enough.
