El Sisi will take the oath of office in early 2024 for a six-year term that will see him lead the country through 2030. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Here\u2019s the rundown <\/strong>of the results, <a target=\"_blank\" href=\"https:\/\/ent.news\/2023\/12\/1252.pdf\" style=\"\" rel=\"noopener\">per the NEA (pdf)<\/a>:<\/p>\n<ul>\n<li><strong>El Sisi <\/strong>received 39.7 mn of the votes cast;<\/li>\n<li><strong>Hazem Omar <\/strong>(Republican People's Party) \u2014 4.5% and nearly 2 mn votes;<\/li>\n<li><strong>Farid Zahran <\/strong>(Egyptian Social Democratic Party) \u2014 4% and 1.8 mn votes;<\/li>\n<li><strong>Abdel Sanad Yamama<\/strong> (Al Wafd Party) \u2014 1.9% and 822k votes.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Who voted? <\/strong>Over 44.8 mn people cast ballots, putting<strong> the official turnout rate at 66.8%<\/strong>\u2014 well over the 41.05% rate we saw at the <a target=\"_blank\" href=\"https:\/\/enterprise.press\/stories\/2018\/04\/03\/el-sisi-wins-second-term-in-office-with-97-08-of-the-vote\/\" style=\"\" rel=\"noopener\">2018 election<\/a> that handed El Sisi his second term. Some 98.9% of all ballots cast were valid.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Victory lap: The president acknowledged the challenges facing Egypt \u201con all fronts,\u201d<\/strong> and reaffirmed Egypt\u2019s condemnation of the \u201cinhumane war\u201d on Gaza. El Sisi also renewed his vows to \u201ccontinue building the new republic\u201d and offered thanks to both voters and his rivals at the polls, according to an <a target=\"_blank\" href=\"https:\/\/tinyurl.com\/2xh59jfw\" style=\"\" rel=\"noopener\">Ittihadiya readout<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Pundits have been suggesting for months that the president would okay a float <\/strong>of the EGP after the election, though few have suggested a timeline. Among the questions that stand out this morning:<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#1- Will we see a cabinet shuffle?<\/strong> Talk show hosts asked over the weekend when El Sisi would shuffle his cabinet, with well-connected MP and host <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0a48ac77-0c93-4364-bc1f-c6abf5bea2ed\" style=\"\" rel=\"noopener\">Mostafa Bakry saying<\/a> he had information \u2014 which he didn\u2019t share \u2014 that there could be a shuffle before the president\u2019s inauguration in April. Neither Bakry nor the usually voluble Amr Adib have suggested how sweeping the shuffle would be. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Prime Minister Moustafa Madbouly <\/strong><strong><a target=\"_blank\" href=\"https:\/\/enterprise.press\/stories\/2018\/06\/19\/madbouly-government-sworn-in-we-have-new-finance-and-trade-ministers\/\" style=\"\" rel=\"noopener\">formed his government<\/a><\/strong><strong> in the summer of 2018<\/strong>, but had served as interim PM from November 2017 after Sherif Ismail stepped down for health reasons.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#2- Will the central bank raise rates on Thursday as a prelude to doing away with what <\/strong><strong>has <\/strong><strong>become a peg <\/strong>for the EGP at 30.95 to the greenback? <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/03f435f2-4022-4bfc-933a-8d47b02a1802\" style=\"\" rel=\"noopener\">Our poll of analysts<\/a> this week said no, with just two out of nine thinking the Monetary Policy Committee will go for a hike. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The Central Bank of Egypt may choose to coordinate policy with members of cabinet<\/strong>, but doesn\u2019t report to the Council of Ministers. CBE Governor Hassan Abdalla reports to the central bank\u2019s board and serves at the pleasure of the president. Abdalla was appointed <a target=\"_blank\" href=\"https:\/\/www.enterprise.news\/news\/story\/fa8acfb9-bc85-4fd8-9c30-b13077d2c68d\" style=\"\" rel=\"noopener\">earlier this fall<\/a> to another one-year term. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#3- When will we move to a floating currency regime \u2014 and will it be a float or \u201cmanaged <\/strong><strong>devaluation,\u201d <\/strong>potentially with a series of re-peggings, as some pundits have suggested. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A float would allow market forces to transparently set the value for the currency.<\/strong> The most likely scenario for a float would see the CBE kick things off with an interbank auction of USD to \u201cdiscover\u201d a market-clearing price. The dealing rooms at major banks would then effectively guide us all on the value of the EGP. A float is more likely in the event that Abdalla has lined up a war chest of USD to fight an \u201covershoot.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A re-pegging could be a \u201chard\u201d peg <\/strong>or one that allows the EGP to rise or fall within a defined band \u2014 and there could be more than one re-pegging over time as authorities test the water in search of a market-clearing rate. This is more likely if we don\u2019t have a war chest and the goal is to set a price that brings USD back into the formal financial system (there\u2019s been plenty of cash stuffed under mattresses since early 2022). <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A realistic peg could also convince asset holders and would-be buyers to start <\/strong><strong>transacting<\/strong> \u2014 particularly foreign investors who have interest in the \u201cEgypt story\u201d but who have not committed capital here in the expectation that they would take a haircut when a float or devaluation happens. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#4- Do we have firepower to fight an overshoot?<\/strong> Conventional wisdom is that in a true float, a war chest would allow the central bank to make more FX available (if necessary) and in doing so bring the USD down from the stratosphere if it overshoots a \u201cfair\u201d market-clearing rate. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Officials have made no announcement <\/strong>about a build-up of FX, though we\u2019re talking with the International Monetary Fund about a 2-4x expansion of our latest USD 3 bn program and the European Union may be readying a USD 10 bn assistance and investment program. It remains unclear whether our Gulf allies will provide deposits or grants. <strong>The state asset sale program is showing signs of multi-bn USD momentum<\/strong>, but that\u2019s a longer-term game. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#5- Will we see Kristalina Georgieva in town soon? <\/strong>Clarity on a third term in office for President Abdel Fattah El Sisi gives the president a clear mandate to conclude an agreement \u2014 and should leave the IMF feeling more confident that it\u2019s safe to move ahead.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#6- Will a float or managed devaluation turbocharge inflation? <\/strong>Not if it\u2019s to something in the EGP 40-45 range (the range <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0a48ac77-0c93-4364-bc1f-c6abf5bea2ed\" style=\"\" rel=\"noopener\">some research houses<\/a> have put on the table). And probably not if it\u2019s closer to the EGP 48-52 range at which the greenback is changing hands in the (illiquid, opaque) parallel market. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Most goods (and very few professional services) are already selling at rates that have <\/strong><strong>\u201cpriced in\u201d the USD at about 50<\/strong> \u2014 there should be no significant flare-up if wholesalers and retailers don\u2019t go overboard. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Um, Enterprise? What\u2019s a \u201cmarket-clearing rate\u201d? <\/strong>It\u2019s an exchange rate \u2014 whether established by the CBE or the market \u2014 that establishes a value for the EGP at which supply and demand reach equilibrium. In other words: everyone who wants to buy or sell the EGP at that price can do so. A market-clearing rate is one that prompts FX held outside the banking system to flow into accounts, investors to invest, and asset holders to feel confident that they\u2019re selling at a price that\u2019s good for them. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">GLOBAL REAX<\/p>\n<p
