Over the past several months, several Arab leaders \u2014 including Egyptian President Abdel Fattah El Sisi, Saudi Arabia\u2019s King Salman, and the crown prince of Abu Dhabi \u2014 have chosen to visit Moscow more frequently than or instead of Washington. \u201cUnder the personal direction of [Russian President Vladimir] Putin, Russia is stepping into the vacuum left by the disengagement of the Obama administration and the unpredictability of the Trump one to challenge the United States\u2019 dominant role in the region.\u201d<\/p>\n

Part of the appeal is Moscow\u2019s policy of non-interference:<\/b> Putin is \u201cmaking inroads with U.S. partners Saudi Arabia, Egypt and even Jordan, based on those countries\u2019 perception that Putin\u2019s authoritarian regime can act decisively in support of its friends while avoiding American-style meddling in their domestic politics,\u201d says Bloomberg\u2019s Hal Brands<\/a>. The latest example?
