The Tax Authority will soon make clear how it will calculate every business\u2019 mandatory contributions to the national healthcare system, which include a 0.25% tithe on revenues as well as a per-employee contribution. Business has been lobbying to <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/20\/government-considering-making-healthcare-tithe-on-profits-not-revenues\/\">convert the 0.25% levy<\/a> on revenues (which is not tax deductible in its current form) into a separate surtax on profits instead. With the April tax filing deadline looming, clarity will be a very welcome thing indeed.<\/p>\n<p><b>SMART POLICY #1- Egypt is targeting lower yields on local debt in the next fiscal year<\/b>, Mirette Magdy reports for <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-04-01\/now-debt-leary-egypt-tests-investors-by-eyeing-lower-yields\">Bloomberg<\/a>, writing that the government is targeting a 15.5% average yield on treasury bills and bonds against 18% in the current FY. Magdy quotes EFG Hermes\u2019 Mohamed Abu Basha as saying that investors are likely to \u201ckeep decent exposure to the Egyptian market\u201d nonetheless.<\/p>\n<p><b>SMART POLICY #2- The Red Sea governorate is banning single-use plastics. <\/b>Setting aside our genetic predisposition to sarcasm and criticism, may we suggest that the Red Sea governorate\u2019s <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/329238\/Egypt\/Politics-\/Egypts-Red-Sea-governorate-bans-singleuse-plastics.aspx\">planned ban starting in June<\/a> on plastic bags, straws, forks, cups and knives is very sound policy? Whether or not that includes bottled water, either way it will be hell to enforce, but still\u2026<\/p>\n<p><b>The global economy got some reasonable news yesterday <\/b>as US and Chinese manufacturing data suggested the world\u2019s two largest economies perked up in March, the <a href=\"https:\/\/www.wsj.com\/articles\/factory-slowdown-adds-to-gloom-over-global-economy-11554123173\">WSJ<\/a> notes. Europe\u2019s manufacturing sector, meanwhile, suffered its biggest fall in output in six years.<\/p>\n<p><b>Among the domestic events and news triggers <\/b>you can expect in the next couple of days:<\/p>\n<ul>\n<li><b>AmCham\u2019s Doorknock lobbying tour of Washington, DC, continues <\/b>until Friday. We have our first report from the road in this morning\u2019s Speed Round, below.<\/li>\n<li><b>The Markit \/ Emirates NBD purchasing managers\u2019 index for March <\/b>is expected on Thursday. The index, which surveys non-oil business activity in Egypt, fell to a 17-month low in <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/06\/egypts-non-oil-business-activity-falls-to-17-month-low-pmi\/\">last month\u2019s reading<\/a>.<\/li>\n<li><b>The CBE\u2019s net foreign reserves position <\/b>is due out sometime this week. Reserves climbed to USD 44.060 bn <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/05\/egypts-fx-reserves-reach-usd-44-060-bn-at-end-february\/\">at the end of February<\/a>.<\/li>\n<li><b>Egypt\u2019s monthly inflation figures<\/b>, from both the central bank and CAPMAS, are expected on 10 April. Annual headline inflation accelerated to 14.4% in <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/11\/inflation-back-on-the-rise-throwing-continued-easing-cycle-to-doubt\/\">February<\/a>, up from 12.7% the previous month.<\/li>\n<li><b>Renaissance Capital\u2019s annual Egypt Investors Conference in Cape Town<\/b> on 9-10 April. The issuance is intended to finance the USD 69.1 bn acquisition of a 70% stake in Saudi Basic Industries Corp (SABIC).
