Lagarde said the region\u2019s SMEs have attracted only 7% of bank lending, despite representing some 96% of registered companies.<\/p>\n<p><b>Arab governments must come up with incentives for companies to go legit<\/b>, including lower tax rates for certain segments of small businesses, <a href=\"https:\/\/www.zawya.com\/mena\/en\/economy\/story\/Playing_fair_IMF_chief_warns_Arab_finance_officials_gathering_that_corruption_in_tax_systems_can_undermine_fiscal_policy_analyst_says_taxes_in_the_Arab_region_have_other_problems-ZAWYA20190211051814\/\">says<\/a> EFG Hermes\u2019 Mohamed Abu Basha. Egypt has already passed laws on the SME sector and is looking to introduce incentives such as a proposed <a href=\"https:\/\/enterprise.press\/stories\/2018\/11\/05\/egypt-smes-to-pay-1-vat-under-proposed-smes-act-finmin-has-new-definition-of-small-business\/\">1% VAT for SMEs<\/a>, which could be an effective way to begin to widen the tax base.
