The Administrative Court <a href=\"https:\/\/enterprise.press\/stories\/2019\/01\/27\/beltone-en-route-to-lose-appeal-against-egypts-fra\/\">received on Saturday a report<\/a> from the Board of State Commissioners recommending it reject Beltone\u2019s appeal against a suspension handed to the investment bank\u2019s IPO unit by the FRA.<\/p>\n<p><b>FRA sets its own terms for settlement: <\/b>Beltone will first have to reach a settlement with subscribers to the Sarwa Capital IPO last fall who had filed a complaint with the regulator. Then it can re-file its settlement request with the FRA, <a href=\"https:\/\/www.almalnews.com\/Story\/408580\/11\/%D9%85%D8%B5%D8%A7%D8%AF%D8%B1--%D8%AA%D8%B5%D8%A7%D9%84%D8%AD-%C2%AB%D8%A8%D9%84%D8%AA%D9%88%D9%86%C2%BB-%D9%85%D8%B9-%C2%AB%D8%A7%D9%84%D8%B1%D9%82%D8%A7%D8%A8%D8%A9-%D8%A7%D9%84%D9%85%D8%A7%D9%84%D9%8A%D8%A9%C2%BB-%D9%85%D8%B4%D8%B1%D9%88%D8%B7-%D8%A8%D8%AA%D8%B9%D9%88%D9%8A\">sources told Al Mal<\/a>, where a committee would review the case before recommending to the regulator\u2019s board whether to accept a settlement agreement.<\/p>\n<p><b>Background:<\/b> The FRA suspended <a href=\"https:\/\/enterprise.press\/stories\/2018\/11\/04\/fra-suspends-beltones-investment-banking-arm-for-six-months\/\">late last year<\/a> Beltone\u2019s investment banking IPO unit for six months over alleged \u201c<a href=\"https:\/\/enterprise.press\/stories\/2018\/11\/14\/heres-what-egypts-market-regulator-claims-beltone-investment-banking-did-wrong\/\">irregularities<\/a>\u201d in its management of Sarwa Capital\u2019s IPO, which saw the structured- and consumer-finance player\u2019s shares nosedive by 11% on their EGX debut. The authority also ordered Beltone\u2019s brokerage arm to raise its insurance cover to EGP 50 mn and maintain it at that level for a year. The company <a href=\"https:\/\/enterprise.press\/stories\/2018\/11\/07\/beltone-says-no-irregularities-in-sarwa-prospectus\/\">denied the allegations<\/a> and has pursued <a href=\"https:\/\/enterprise.press\/stories\/2018\/12\/02\/beltone-goes-on-offensive-against-ib-divisions-suspension-says-it-is-bad-news-for-ecm-and-ma-activity-market-wide\/\">legal action<\/a> against the FRA\u2019s decisions.
