The money would be invested across 12 projects in Egypt as follows:<\/p>\n<ul>\n<li><b>USD 5 bn<\/b> earmarked for Egypt\u2019s transport infrastructure;<\/li>\n<li><b>USD 1.5 bn<\/b> to support Egypt emergence as a regional gas hub;<\/li>\n<li><b>USD 2 bn<\/b> for development projects in Sinai (USD 500 mn each for power generation, water infrastructure, transport infrastructure and tourism projects);<\/li>\n<li><b>USD 500 mn<\/b> to expand the Suez Canal Zone;<\/li>\n<li>An extra <b>USD 125 mn<\/b> will go to the US Overseas Private Investment Corporation (OPIC) program, which finances the growth of Egyptian SMEs;<\/li>\n<li><b>USD 30 mn<\/b> will be used to upgrade the Egypt-Gaza power supply to 100 MW across two stages over three years;<\/li>\n<li><b>USD 12 mn<\/b> will be allocated to refurbish existing Egyptian lines connected to Gaza;<\/li>\n<li>A commitment to explore ways to increase trade between Egypt\u2019s Qualified Industrial Zones (QIZs), and Israel and Palestine.<\/li>\n<\/ul>\n<p><b>What\u2019s the quid pro quo for Egypt?<\/b> In an <a href=\"https:\/\/www.reuters.com\/article\/us-israel-palestinians-plan-exclusive\/exclusive-white-houses-kushner-unveils-economic-portion-of-middle-east-peace-plan-idUSKCN1TN0ES\">interview with Reuters<\/a>, White House advisor Jared Kushner referred to the economic plan as the \u201cless controversial\u201d part of the Trump Administration\u2019s peace plan, raising eyebrows over what kind of political solution Kushner and Co. are intending to pursue. Trump\u2019s Middle East envoy, Jason Greenblatt, <a href=\"https:\/\/enterprise.press\/stories\/2019\/04\/21\/white-house-denies-it-wants-egypt-to-cede-part-of-sinai-to-palestine-3\/\">has repeatedly denied<\/a> reports that Egypt will be asked to <a href=\"https:\/\/enterprise.press\/stories\/2019\/06\/03\/is-the-donald-about-to-ask-egypt-to-give-up-part-of-sinai-to-the-palestinians-under-his-mideast-peace-plan\/\">surrender a chunk<\/a> of the Sinai to create a sort of Greater Gaza area that stretches over the Rafah border to El Arish.<\/p>\n<p><b>How the rest of the USD 50 bn will be allocated:<\/b> The West Bank and Gaza will receive almost USD 28 bn, most of it earmarked for investment in transportation infrastructure, the power grid, water infrastructure, education, housing and agriculture. USD 5 bn will be spent on a transportation link connecting the West Bank and Gaza, and a further USD 1 bn has been earmarked to develop the Palestinian tourism sector. The rest of the fund will be divided between Jordan (which would receive USD 7.4 bn) and Lebanon (USD 6.3 bn).<\/p>\n<p><b>The cash would be administered by a new investment fund <\/b>under an \u201cestablished multilateral development bank,\u201d according to <a href=\"https:\/\/ent.news\/2019\/6\/366.pdf\">a second document (pdf)<\/a>.<\/p>\n<p><b>Where\u2019s the USD 50 bn coming from?<\/b> According to the documents, USD 13.4 bn will be funded by grants and USD 25.7 bn will come from subsidized loans. Private capital, meanwhile, will stump up the remaining USD 11.6 bn.<\/p>\n<p><b>There are serious doubts over whether the target figure is achievable.<\/b> Reuters writes that there are \u201cstrong doubts\u201d about whether governments will be willing to donate to the fund as long as a political solution remains out of sight. Foreign investors too are unlikely to see Palestine as an attractive investment destination given the poor security situation and the military occupation in the West Bank, which restricts the movement of people, goods and services.<\/p>\n<p><b>Dream on, say the Palestinians:<\/b> Hanan Ashrawi, a key figure in the Palestinian negotiating team over the past three decades, <a href=\"https:\/\/www.reuters.com\/article\/us-israel-palestinians-plan-reaction\/palestinians-reject-kushner-economy-first-approach-to-mideast-peace-idUSKCN1TN0KS\">dismissed the plan<\/a> as mere \u201cintentions\u201d and \u201cabstract promises,\u201d arguing that only a negotiated political settlement will bring the conflict to an end. Hamas unsurprisingly rejected the proposal, saying \u201cPalestine isn\u2019t for sale.\u201d Palestinian businesses meanwhile have also come out in support of boycotting the Bahrain workshop, <a href=\"https:\/\/www.cnbc.com\/2019\/06\/20\/reuters-america-in-rebuff-to-trump-palestinian-businesses-call-for-freedom-not-cash.html?&qsearchterm=Egypt\">CNBC reports<\/a>.<\/p>\n<p><b>Egypt is definitely attending the Bahrain workshop:<\/b> A delegation headed by a vice finance minister will travel to Manama on 25-26 June to attend the event, according to a Foreign Ministry statement <a href=\"https:\/\/af.reuters.com\/article\/egyptNews\/idAFL8N23T0L8\">picked up by Reuters<\/a>.
