Egypt had reached a staff-level agreement with the IMF over the tranche <a href=\"https:\/\/enterprise.press\/stories\/2019\/05\/19\/egypt-imf-reach-staff-level-agreement-to-unlock-final-tranche-of-usd-12-bn-facility\/\">in May<\/a>, and the tranche has been pending the board\u2019s approval since then.<\/p>\n<p><b>Lots of tub-tubs for our reform program from the fund:<\/b> \u201cEgypt has successfully completed the three-year arrangement,\u201d IMF First Deputy Managing Director David Lipton said, adding that the economy has seen marked improvements since 2016, \u201csupported by the authorities\u2019 strong ownership of their reform program.\u201d The program successfully corrected \u201clarge external and domestic imbalances,\u201d growth and employment picked up, and public debt is on \u201ca clearly declining trajectory,\u201d Lipton said.<\/p>\n<p><b>We also earned a pat on the back for achieving a 2% primary budget surplus and slashing fuel subsidies<\/b>, \u201cwhich are regressive, will encourage energy efficiency, help protect the budget from unexpected changes in oil prices, and free up fiscal space for social spending,\u201d Lipton pointed out.<\/p>\n<p><b>Don\u2019t expect lower interest rates anytime soon: <\/b>\u201cMonetary policy remains anchored by the medium-term objective of bringing inflation to single digits. Core inflation appears to be well contained, but the central bank should remain cautious until disinflation is firmly entrenched. Exchange rate flexibility remains essential to improve resilience to shocks and preserve competitiveness,\u201d Lipton said.<\/p>\n<p><b>Looking ahead:<\/b> The IMF sees the economic outlook as supportive for further structural reforms that would promote inclusive private-sector led growth. \u201cDeepening and broadening of effective reforms is critical to underpin the positive outlook for growth and unemployment.\u201d<\/p>\n<p><b>The money will be in the bank this week<\/b>, CBE Governor Tarek Amer <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-07-24\/egypt-says-imf-approves-last-installment-of-12-billion-loan\">told Bloomberg<\/a> yesterday, referring to either today or tomorrow. CBE board member Fakhry El Fekky <a href=\"https:\/\/www.alborsaanews.com\/2019\/07\/24\/1228288\">also said<\/a> the government is expecting to receive the tranche \u201cwithin two days\u201d of the board\u2019s approval. Egypt will repay the loan over several installments, with the first due late 2021, El Fekky reminds us.<\/p>\n<p><b>Reminder: This may not be the end of the road for our relationship with the fund.<\/b> The government is probing a potential non-financial post-program IMF agreement that it hopes to have in place by October, Finance Minister Mohamed Maait told Bloomberg <a href=\"https:\/\/enterprise.press\/stories\/2019\/06\/26\/egypt-hopes-to-reach-a-non-loan-program-agreement-with-imf-before-october\/\">last month<\/a>. The institution\u2019s assistant communications director Camilla Andersen, however, said at a press briefing <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/01\/imf-says-no-talks-with-egypt-over-new-program\/\">a few days later<\/a> that the IMF will not open talks until the government finishes the current program.
