We have chapter and verse on all three stories in this morning\u2019s Speed Round, below.<\/p>\n<p><b>Expect traffic around downtown Cairo to be especially bad on Tuesday.<\/b> That\u2019s when our elected representatives pile back into the House of Representatives to reconvene for the final legislative session of the current parliament. <b>Our round-up of key legislation heading into the next session will be published in tomorrow\u2019s issue. <\/b><\/p>\n<p>(That\u2019s right, folks: <b>We\u2019re heading back to the polls by the end of 2020 for regularly-scheduled parliamentary elections<\/b>, at which time we\u2019ll elect <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/342443\/Egypt\/Politics-\/Egypt-parliamentary-elections-to-be-held-at-the-en.aspx\">not just MPs to the House, but also a new Senate<\/a>, which was reconstituted under the new constitution.)<\/p>\n<p><b>Key indicators on which to keep an eye as we head into October:<\/b><\/p>\n<ul>\n<li><b>PMI:<\/b> The purchasing managers\u2019 index for Egypt, the UAE, and Saudi Arabia will be released on <a href=\"https:\/\/www.markiteconomics.com\/Public\/Release\/ReleaseDates?language=en\"><b>Thursday, 3 October at 6:15 CLT<\/b><\/a>. <\/li>\n<li><b>Foreign reserves:<\/b> The Central Bank of Egypt is due to release Egypt\u2019s net foreign reserves figures for August this week or next.<\/li>\n<li><b>Monthly inflation figures for September<\/b> are due at the end of next week. Inflation cooled for the second consecutive month in <a href=\"https:\/\/enterprise.press\/stories\/2019\/09\/11\/egypts-headline-inflation-falls-to-six-and-a-half-year-lows-in-august\/\">August to 7.5%<\/a>, marking the lowest reading in six and a half years. <\/li>\n<\/ul>\n<p><b>Among the conferences taking place in the coming days:<\/b><\/p>\n<ul>\n<li><b>The launch of the Mediterranean Business Angels Network<\/b> is taking place at the three-day <a href=\"https:\/\/press.us9.list-manage.com\/track\/click?u=3f7bc576715ca1a70edef2788&id=6f1cf99c74&e=b1f7fa86d8\">Techne Summit 2019<\/a>, which kicked off yesterday at Bibliotheca Alexandrina.<\/li>\n<li>Beltone will hold its <a href=\"http:\/\/enterprise.press\/wp-content\/uploads\/2019\/09\/Beltone-Access-Conference_-Press-Release.pdf\"><b>Beltone Access<\/b> conference<\/a> in Dubai this week. <\/li>\n<\/ul>\n<hr class=\"grey-line\">\n<p><b>El Erian, Soros fund\u2019s CIO named Barclays board members:<\/b> Market sage Mohamed El Erian has been tapped to join Barclays\u2019 board as non-executive director, alongside Soros Fund Management\u2019s Chief Investment Officer Dawn Fitzpatrick, <a href=\"https:\/\/www.wsj.com\/articles\/barclays-adds-prominent-investment-executives-to-board-11569497255\">the Wall Street Journal reported<\/a>. El Erian, who is currently Allianz\u2019s chief economic advisor, will join the board on 1 January, 2020, while Fitzpatrick joined as of last Wednesday.<\/p>\n<p class=\"web-image\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2019\/9\/2000.jpg?ssl=1\"><\/p>\n<p><b>An IPO flop here, a failure to launch there shows it\u2019s time to reevaluate tech startup valuations.<\/b> The recent spurt of underwhelming tech IPOs hitting Wall Street have poured cold water on some of Silicon Valley\u2019s rising tech stars, creating expectations that valuations will be reassessed, <a href=\"https:\/\/www.ft.com\/content\/43b51672-e148-11e9-9743-db5a370481bc\">says the Financial Times<\/a>. Investors are increasingly questioning the valuations of these companies after the much-hyped Uber, Lyft, and Peloton all saw their shares take a nosedive after debuting on the market.<\/p>\n<p><b>Goldman\u2019s consumer finance arm is burning cash.<\/b> Goldman Sachs\u2019 entry into the consumer finance market is proving to be an expensive, but not massively successful, venture. <a href=\"https:\/\/www.wsj.com\/articles\/goldman-sachs-tries-banking-for-the-masses-its-been-a-struggle-11569643252?mod=hp_lead_pos5\">The Wall Street Journal<\/a> reports that the bank \u2014 dubbed \u2018Marcus\u2019 \u2014 has lost USD 1.3 bn since its launch, having spent heavily on buying startups and cloud-storage space, hiring, and building call centers. It has also seen loans go bad at a higher rate than rival organizations, not helped by the fact that it didn\u2019t hire a collections team at launch.<\/p>\n<p><b>Saudi launches visa-on-arrival: <\/b>Canadians, Americans, most EU nationals as well as Japanese and Koreans are among those who can now get into Saudi Arabia as tourists with an e-visa or a visa-on-arrival. <a href=\"https:\/\/visa.visitsaudi.com\">Get all the details<\/a> on the kingdom\u2019s newly launched tourism and visa website.<\/p>\n<hr class=\"grey-line\">\n<p><b>The Trump Administration is considering plans to stop Chinese companies listing on US exchanges<\/b> in the latest escalation of its trade war with China, the <a href=\"https:\/\/www.ft.com\/content\/a263d2c6-e13e-11e9-9743-db5a370481bc\">Financial Times reports<\/a>. Some 156 Chinese companies, with a total market cap of USD 1.2 tn, were listed on the biggest US exchanges as of February. Nasdaq responded to the idea with a sharply-worded statement stressing the importance of non-discriminatory and fair access to all companies eligible for listing.<\/p>\n<p><b>The US intends to send 200 troops and a whole lot of equipment to Saudi Arabia <\/b>to boost military defenses after <a href=\"https:\/\/enterprise.press\/stories\/2019\/09\/15\/what-were-tracking-on-15-september-2019\/\">the recent attack on Saudi Aramco\u2019s facilities<\/a>, the <a href=\"https:\/\/www.ft.com\/content\/003fd2aa-e0a9-11e9-9743-db5a370481bc\">Financial Times reports<\/a>.
