The Tracking Index for the Global Economic Recovery (Tiger), comprised of a number of indicators that measure economic activity, investor confidence and financial markets, suggests that while a recession is still not certain, advanced and developing economies are simultaneously stagnating with no apparent light at the end of the tunnel. \u201cPersistent trade tensions, political instability, geopolitical risks and concerns about the limited efficacy of monetary stimulus continue to erode business and consumer sentiment holding back investment and productivity growth,\u201d economist and senior fellow at Brookings Eswar Prasad writes.<\/p>\n<p><b>It\u2019s not all bad:<\/b> Employment figures are continuing to hold up, even in Germany where an industrial slump looks likely to <a href=\"https:\/\/www.reuters.com\/article\/us-germany-economy-industrialoutput\/german-recession-looms-as-industrial-orders-drop-more-than-expected-idUSKBN1WM0E6\">push the economy into recession<\/a>. And the <a href=\"https:\/\/www.ft.com\/content\/2256d01d-cbb6-3bb5-8422-8e7113bdcae0\">10% surge<\/a> in oil prices that followed <a href=\"https:\/\/enterprise.press\/stories\/2019\/09\/16\/what-were-tracking-on-16-september-2019\/\">last month\u2019s attack<\/a> on Saudi Aramco proved to be short lived, with Brent and US prices quickly returning to their previous levels.<\/p>\n<p class=\"web-image\"><a href=\"https:\/\/www.ft.com\/content\/7e412720-ec3a-11e9-85f4-d00e5018f061\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2019\/10\/2306.jpg?ssl=1\"><\/a><\/p>\n<p><b>That said, the world is in need of a plan.<\/b> Hoisting the global economy out of this rut requires that policymakers take action to coordinate new fiscal and monetary stimulus programs.
