The minister said that having a formal agreement with the IMF would be beneficial for investor sentiment and would provide \u201csome sort of comfort\u201d on Egypt\u2019s economy. Maait said <a href=\"https:\/\/enterprise.press\/stories\/2019\/06\/26\/egypt-hopes-to-reach-a-non-loan-program-agreement-with-imf-before-october\/\">back in June<\/a> that the government was hoping to close in on an agreement by October, but an IMF official <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/01\/imf-says-no-talks-with-egypt-over-new-program\/\">said in July<\/a> that any discussions on future engagement were contingent on the completion of Egypt\u2019s current program of economic reforms.<\/p>\n<p><b>Egypt\u2019s priority remains staying the course of reform:<\/b> IMF program or not, Maait stressed that the government is committed to pushing ahead with reforms and continuing to see the Egyptian economy \u201cmoving in the best way.\u201d CBE Governor Tarek Amer said much the same at a presser on Thursday, telling reporters that Egypt is mainly looking to cooperate with the fund if it can provide further assistance with structural reforms, according to <a href=\"https:\/\/ara.reuters.com\/article\/businessNews\/idARAKBN1WI21G\">Reuters\u2019 Arabic service<\/a>.<\/p>\n<p><b>The government is focusing on spurring private sector investments to create jobs outside the bloated public sector<\/b>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-10-03\/the-numbers-are-better-and-people-can-t-feel-it-egypt-s-dilemma\">Maait also told Bloomberg<\/a>. He said he hopes to see the private sector account for 70% of Egypt\u2019s GDP within 5-7 years, and that he would consider offering more incentives to meet this target. The minister stressed that creating jobs is a better antidote to the negative impact of reforms than working to shore up social safety nets.<\/p>\n<p><b>What the IMF has to say:<\/b> The IMF believes that Egypt has room for improvement when it comes to governance, incorporating women and the youth in its labor force, and curbing the government\u2019s role in the economy, Egypt mission chief Subir Lall told Reuters. Lall did not confirm or deny whether the fund is officially engaged in talks with Egypt over a post-loan program.<\/p>\n<p class=\"web-image\"><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-10-03\/the-biggest-question-for-egypt-s-economy-isn-t-going-away-chart\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2019\/10\/2762.png?ssl=1\"><\/a><\/p>\n<p><b>Bloomberg, meanwhile, sees declining FDI as Egypt\u2019s biggest economic challenge.<\/b> \u201cFor all the money pouring into Egyptian bonds, it\u2019s the trickle of longer-lasting commitments that\u2019s keeping the economy vulnerable and feeding the discontent that spilled into last month\u2019s protests against the government,\u201d <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-10-03\/the-biggest-question-for-egypt-s-economy-isn-t-going-away-chart\">Paul Wallace writes<\/a>.
