We have chapter and verse in this morning\u2019s Speed Round, below.<\/p>\n<p><strong>GERD talks resume in Cairo today:<\/strong> Irrigation ministers from Egypt, Ethiopia, and Sudan will meet today for the second round of technical talks on the Grand Ethiopian Renaissance Dam (GERD). The first meeting in a new round of US- and World Bank-sponsored talks seems to have produced results, with <a href=\"https:\/\/enterprise.press\/stories\/2019\/11\/18\/are-egypt-ethiopia-sudan-finally-seeing-eye-to-eye-on-gerd-6480\/\">Sudanese<\/a> and <a href=\"https:\/\/enterprise.press\/stories\/2019\/11\/24\/egypt-and-sudan-agree-to-ethiopias-proposed-gerd-timetable-6867\/\">Ethiopian media<\/a> reporting last month that the sides agreed on a loose timetable for filling the dam\u2019s reservoir. Two further meetings will be held in Washington on 9 December and 13 January.<\/p>\n<p><strong>The three-day <\/strong><strong><a href=\"https:\/\/www.afdb.org\/en\/news-and-events\/events\/2019-african-economic-conference-sharm-el-sheikh-foster-jobs-entrepreneurship-and-capacity-development-african-youths-2019-african-economic-conference-sharm-el-sheikh-foster-jobs-entrepreneurship-and-capacity-development-african\">African Economic Conference<\/a><\/strong><strong> gets underway in Sharm El Sheikh <\/strong><strong>today.<\/strong> Organized by the African Development Bank, the UN Economic Commission for Africa, and the UN Development Programme, the event will bring together more than 500 African youth leaders, business representatives, policymakers, and media professionals to discuss jobs and entrepreneurship in Africa.<\/p>\n<p><strong>New incentives package for industry on the way? <\/strong>The government and the Central Bank of Egypt (CBE) are planning to announce soon details of \u201can initiative to support the manufacturing sector,\u201d <a href=\"https:\/\/bit.ly\/2DCIlZC\">Cabinet said in a statement<\/a> following a meeting between CBE Governor Tarek Amer, Prime Minister Moustafa Madbouly, Trade Minister Amr Nassar, and SMEs Development Authority head Nevine Gamea. ETFs, which offer a low-cost way of investing in multiple assets, have become increasingly popular since the global financial crisis, regularly making up a third of the trading on the US stock market.<\/p>\n<p><strong>This has regulators worried:<\/strong> A recent Goldman Sachs report found that ETF trades are helping drive market volatility, while some economists think that passive flows are interrupting the market\u2019s price discovery mechanism. This has regulators questioning whether a large scale sell-off by ETFs could exacerbate market corrections and cause larger losses for investors.<\/p>\n<p><strong>And it could get really, really bad when that sell-off comes: <\/strong>JPMorgan estimated late last year that as much as <a href=\"https:\/\/www.zerohedge.com\/news\/2018-10-24\/jpmorgan-warns\">USD 7.4 tn in assets \u201ccould be subject to forced selling by passive funds during the next downturn.\u201d<\/a> Deutsche Bank said at the same time that it saw an <a href=\"https:\/\/markets.businessinsider.com\/news\/stocks\/stock-market-risks-2019-deutsche-bank-2018-12-1027830481\">algo-led selloff as the biggest risk of 2019<\/a>. As it is, the <a href=\"https:\/\/www.wsj.com\/articles\/behind-the-market-swoon-the-herdlike-behavior-of-computerized-trading-11545785641\">Wall Street Journal<\/a> estimates that <strong>roughly 85% of all trading is on autopilot \u2014 controlled by machines<\/strong>, models or passive investing approaches.<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>Can finance save the world from climate change? <\/strong>Bank of England Governor Mark Carney is going to give it a shot as the Canadian, set to leave the bank at the end of January 2020, becomes the UN\u2019s special envoy on \u201cclimate action and climate finance\u201d in the new year. Carney has been talking about the risk of climate change to finance since 2015, the <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-mark-carney-to-become-special-un-envoy-on-climate-action-and-finance\/\">Globe and Mail<\/a> reports. With stalling trade agreements, popular unrest in Latin America dragging currencies, and slowing growth in India, <a href=\"https:\/\/www.reuters.com\/article\/us-china-economy-pmi-factory-official\/chinas-factory-activity-unexpectedly-returns-to-growth-in-november-idUSKBN1Y401F\">positive manufacturing figures from China<\/a> just aren\u2019t enough to help emerging markets rebound from a less-than-stellar November.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Investors still can\u2019t come to terms with women board members:<\/strong> Companies with women board members and strong diversity policies are more likely to see a drop in market value, suggesting anti-women sentiment among investors, new research has found.
