The quota system, which is set to <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/2656054\" style=\"\">expire on<\/a><\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/2656054\" style=\"\">23 July<\/a><\/span><span>,<\/span><span> aims to buoy cement prices as producers weather a decline in demand and a prolonged supply glut. The news was first picked up by <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.alborsaanews.com\/2023\/07\/10\/1688022\" style=\"\">Al Borsa<\/a><\/span><span style=\"font-weight:400;\">.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Refresher:<\/span><span style=\"\"> The ECA in July 2021 introduced a one-year quota system at the request of local <\/span><span>companies t<\/span><span style=\"\">o <\/span><span style=\"\">put an end to a chronic supply glut that had left many in the industry on the brink of <\/span><span style=\"\">collapse.<\/span><span> The system mandated supply cuts of <\/span><span>over 10%<\/span><span> for the industry, and was <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/2656054\" style=\"\">extended<\/a><\/span><span>for another year in <\/span><span>July <\/span><span>2022 in response to a <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/45b08953-91ff-4997-92ca-50361134c7f2\" style=\"\">new wave of requests<\/a><\/span><span style=\"font-weight:400;\">.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">There\u2019s a steep decline in demand:<\/span><span style=\"\"> Local demand for cement dropped around 9% y-o-y in 1H <\/span><span>2023<\/span><span style=\"font-weight:400;\">, Arabian Cement CEO Sergio Alcantarilla and Lafarge Egypt Commercial, Marketing and Logistics Director Ahmed Abdo told Enterprise. \u201cWe would have to go back to 2008 to see lower cement demand,\u201d Alcantarilla said, adding that even 2020 \u2014 which saw the worst of the covid-19 pandemic \u2014 didn\u2019t see such low levels of demand. Meanwhile, cement prices, measured in USD per ton, \u201care still 40% below the prices of November 2016, just before the first big devaluation of the EGP,\u201d he said.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Who\u2019s lobbying for the extension?<\/span><span style=\"\"> \u201cAt least a vast majority of cement factories have asked <\/span><span style=\"font-weight:400;\">for another extension of the quota system,\u201d Alcantarilla told us.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">The ask: <\/span><span style=\"\">Lafarge Egypt has requested the ECA to extend the quota system for two more years, <\/span><span style=\"font-weight:400;\">Abdo told us. Arabian Cement, meanwhile, has asked for a one-year extension, in addition to a reduction in its allotted quota of more than 10% but less than 20%.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">A crucial lifeline:<\/span><span style=\"\"> If the quota system doesn\u2019t get an extension, factories would be forced to halt <\/span><span>operations as they did in 2021, Alcantarilla said, adding that only some would be able to continue operations albeit with hefty losses.
