Hence we are phasing with the suppliers and so we have to thank the suppliers very, very, very much for their understanding,\u201d El Moselhy said.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">How it usually works: <\/span><span style=\"\">State-owned banks, on behalf of GASC, open 180-day L\/Cs, where the <\/span><span style=\"font-weight:400;\">supplier receives payment when they make the shipment. The state then has 180 days to pay the bank. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">This hasn\u2019t been the case: <\/span><span style=\"\">Banks are currently lagging behind and need to open L\/Cs for as <\/span><span style=\"font-weight:400;\">many as 11 wheat cargoes, traders told Reuters. \u201cIt was never this late. But the country was never in this situation before. This is brand new for Egypt,\u201d one trader said. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Shipments are carrying on as usual: <\/span><span style=\"\">Despite the payment delays affecting shipments datin<\/span><span style=\"font-weight:400;\">g back to December, suppliers are continuing to participate in GASC tenders and making their shipments on time. \u201cIt's not normal but they know it's GASC and it's the government \u2026 They don't doubt they will be paid,\u201d one unpaid supplier said.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">But not for long: <\/span><span style=\"\">Delayed payments will eventually catch up with the GASC. \u201cIf we have two <\/span><span style=\"font-weight:400;\">L\/Cs unopened, we don't offer the third one \u2026 There was a lot of pressure to unload even though there was no L\/C, and it was a huge amount so I had to go to our CEO and get approval,\u201d another trader told the newswire.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">We already have a lot of aid: <\/span><span style=\"\">The World Bank last year <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/641511ec-c42a-4cf5-a975-49161d01b1f4\" style=\"\">extended a USD 500 mn loan<\/a><\/span><span style=\"\"> to <\/span><span>improve Egypt\u2019s food security, part of which is helping to pay for wheat imports. The International Islamic Trade Finance also <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7e889954-da3e-49ae-bfb6-380033628f1a\" style=\"\">doubled its financing agreement<\/a><\/span><span style=\"font-weight:400;\"> with the country to USD 6 bn to help the state meet its payments for imported wheat and oil.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">The FX crunch isn\u2019t just impacting wheat:<\/span><span style=\"\"> The amount of money owed to international oil and <\/span><span>gas companies has <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c1ad3b20-1799-47ed-83f8-c4caed4cd35c\" style=\"\">more than tripled<\/a><\/span><span style=\"font-weight:400;\"> to USD 3 bn since mid-2020 due to the shortage.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Ashmawy denies the news: <\/span><span style=\"\">\u201cEgypt has never been late honoring financial obligations, for all <\/span><span>external obligations, not just wheat purchases,\u201d Assistant Supply Minister Ibrahim Ashmawy told El Hekakya\u2019s Amr Adib last night (<\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.facebook.com\/watch\/?v=3623899527896482\" style=\"\">watch, runtime: 10:22<\/a><\/span><span style=\"font-weight:400;\">). \u201cWe have more than one way to secure the needed funding for wheat purchases,\u201d he said, adding that it\u2019s possible that GASC has negotiated more flexible payment plans with one of its suppliers.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Our wheat reserves are looking much healthier: <\/span><span style=\"\">The government currently has enough wheat in reserve to <\/span><span>cover <\/span><span>six <\/span><span>months, Ashmawy said. This is up from just <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/017ba7cf-a464-4565-a7d1-6ee25275a18e\" style=\"\">2.3 months<\/a><\/span><span> at the beginning of April before the start of the local harvest.
