The internationally brokered <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.theguardian.com\/world\/2023\/apr\/18\/humanitarian-aid-impossible-as-fighting-in-sudan-traps-millions\" style=\"\">truce<\/a><\/span><span style=\"font-weight:400;\"> was intended to open access to humanitarian aid and to give civilians caught in the crossfire safe passage out of areas where fighting has centered. At least 270 people have been killed in the clashes so far which pit the regular Sudanese Armed Forces (SAF) against the Rapid Support Forces (RSF) paramilitary group led by Mohamed Hamdan Dagalo. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">What\u2019s behind the fighting? A breakdown in talks between the SAF and the RSF on the future of Dagalo\u2019s forces.<\/span><span> Dagalo, Abdel Fattah Al Burhan, and several political parties inked an initial <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.france24.com\/en\/africa\/20221205-sudan-s-military-civilian-factions-sign-framework-deal-aimed-at-ending-crisis\" style=\"\">framework agreement<\/a><\/span><span> \u2014 backed by international parties \u2014 late last year that was supposed to see all sides work together to ease tensions and reestablish a civilian-led government. This should have paved the way for the next stage in talks, which would see the integration of the RSF into the Sudanese army.  Disagreements over the timeline of this integration is believed to have been the catalyst for the divisions between the two, according to <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/english.alarabiya.net\/News\/middle-east\/2023\/04\/13\/Sudan-s-army-warns-of-RSF-mobilization-redeployment-in-Khartoum-and-other-cities\" style=\"\">Alarabiya<\/a><\/span><span style=\"font-weight:400;\">. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Then there\u2019s the question of who the RSF would take their orders from in the interim.<\/span><span style=\"font-weight:400;\"> SAF negotiators insisted that the RSF be under the direct control of army chief Burhan while RSF negotiators requested that they be placed under the command of the head of the upcoming civilian government. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Background:<\/span><span> Tensions between the SAF and the RSF have always been bubbling close to the surface following the <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/edition\/pm\/48d9346a-7bf3-4134-9437-4be4b35709bf\" style=\"\">2021 coup<\/a><\/span><span> that ousted former Prime Minister Hamdok\u2019s civilian-led government. The pair stopped seeing eye-to-eye after domestic and international pressures left the move increasingly isolated. In the past few months, Dagalo has distanced himself from the coup which he admitted was a <\/span><span style=\"\"><a href=\"https:\/\/www.bbc.com\/news\/world-africa-65284948?at_link_id=7B4935AA-DD2F-11ED-AAB7-55267F934D9D&at_bbc_team=editorial&at_link_type=web_link&at_campaign_type=owned&at_ptr_name=twitter&at_format=link&at_link_origin=BBCWorld\" style=\"\">\u201c<\/a><\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.bbc.com\/news\/world-africa-65284948?at_link_id=7B4935AA-DD2F-11ED-AAB7-55267F934D9D&at_bbc_team=editorial&at_link_type=web_link&at_campaign_type=owned&at_ptr_name=twitter&at_format=link&at_link_origin=BBCWorld\" style=\"\">mistake<\/a><\/span><span style=\"\"><a href=\"https:\/\/www.bbc.com\/news\/world-africa-65284948?at_link_id=7B4935AA-DD2F-11ED-AAB7-55267F934D9D&at_bbc_team=editorial&at_link_type=web_link&at_campaign_type=owned&at_ptr_name=twitter&at_format=link&at_link_origin=BBCWorld\" style=\"\">\u201d<\/a><\/span><span style=\"font-weight:400;\">and has supported an international drive to take the SAF out of politics and reestablish credible civilian rule. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">But there were earlier signs of tension: <\/span><span style=\"font-weight:400;\">The ousted Al-Bashir regime formed the RSF out of government-aligned tribal fighters from Darfur in 2013 and their ranks soon got preferential treatment in terms of incentives. Nevertheless, past differences have always been resolved behind closed doors. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">The blame game over who shot first: <\/span><span>Although it is not immediately clear how the first engagements occurred, Dagalo said that his soldiers were forced to defend themselves after SAF troops attempted to encircle them (<\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.youtube.com\/watch?v=26LtaFuQkDU\" style=\"\">watch, runtime: 1:47<\/a><\/span><span>), while SAF said last Thursday that the RSF had begun to mobilize its troops to Khartoum, in contravention of the law (<\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.facebook.com\/watch\/?v=1193855281286457\" style=\"\">watch, runtime: 2:29<\/a><\/span><span>). SAF <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.facebook.com\/sudanese.armed.forces\/posts\/pfbid02LnAoUw1NGQYCmzxPWRjFmY1iaRVJvQS7aSoTKafi17g5EJEoZeuiPWJ37nww3dbCl\" style=\"\">maintained<\/a><\/span><span> that it did not start the fighting, and <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.facebook.com\/sudanese.armed.forces\/posts\/pfbid0taWbkosS138MvCPDJXu7w3zTo6fKWLj7YrkAoSY63c8DLz5BGwL1Ahsumc5A2rLvl\" style=\"\">Burhan said<\/a><\/span><span style=\"font-weight:400;\"> RSF forces attacked his home.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Fighting quickly spread across Sudan but Khartoum has taken the brunt:<\/span><span> Battles for control of the SAF General Command HQ, Khartoum International Airport, and the national radio and television headquarters devolved into a push and shove with no clear winner. All flights into and outside of Sudan have been suspended and flight tracking website <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.flightradar24.com\/15.86,31.89\/4\" style=\"\">Flightradar24<\/a><\/span><span> continues to show empty skies over the country. Several civilian and military aircraft were destroyed at Khartoum International Airport, according to satellite images shown by the <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.bbc.com\/news\/live\/world-africa-65285254\" style=\"\">BBC<\/a><\/span><span>. Hospitals are also overwhelmed with people injured from the fighting and are <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.theguardian.com\/world\/2023\/apr\/17\/sudan-death-toll-nears-100-as-fighting-rages-and-hospitals-run-short-of-supplies\" style=\"\">running out of crucial supplies<\/a><\/span><span style=\"font-weight:400;\">. Khartoum residents are also having trouble accessing basic necessities such as food and water. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Reactions from the rest of the world:<\/span><span> International leaders were frustrated by the brief tenure of the ceasefire, with UN Secretary General <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.bbc.com\/news\/world-africa-65317693\" style=\"\">Ant\u00f3nio Guterres<\/a><\/span><span> and UN Relief Chief <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/twitter.com\/UNReliefChief\/status\/1648357999570825216\" style=\"\">Martin Griffiths<\/a><\/span><span> among those condemning the fighting. On the sidelines of a G7 summit in Japan, US Secretary of State Antony Blinken <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.ft.com\/content\/8ef67b47-0477-4e44-bb98-75bd5e1a803e\" style=\"\">denounced<\/a><\/span><span style=\"font-weight:400;\"> the \u201creckless\u201d targeting of an American diplomatic convoy and underlined the necessity for an immediate ceasefire and a return to talks aimed at establishing a civilian government. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">\u2026And Egypt: <\/span><span>Our Foreign Ministry called for an immediate stop to hostilities, in an official <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.facebook.com\/MFAEgypt\/posts\/pfbid034k2Ufb2hufSyW4G7oSMpcBvhHjVcGUyZFWWay6rE3ShS1BUEaTPfEoxpqLyktAvBl\" style=\"\">statement<\/a><\/span><span>. The statement also called for both sides to enter into dialogue. Egyptian soldiers in the northern Sudanese town of Merowe were also caught up in the fighting. The RSF has pledged to <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.reuters.com\/world\/africa\/sudans-paramilitary-force-shares-video-they-claim-shows-surrendered-egyptian-2023-04-15\/\" style=\"\">cooperate with Egypt<\/a><\/span><span> on their safe return, saying <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.facebook.com\/www.rsf.gov.sd\/posts\/pfbid02JjTYNdcM8TXK7QSKqhT9yRXHfX5Uf7NM6ixoQfF6RiS1cJBULzFrX78cRuH2ddxfl\" style=\"\">earlier today<\/a><\/span><span> that the soldiers have been moved to Khartoum and will be handed over to Egypt. El Sisi stressed in a televised statement (<\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.youtube.com\/watch?v=LfS0qBwvtuo\" style=\"\">watch, runtime: 4:40<\/a><\/span><span style=\"font-weight:400;\">) that the soldiers were there as a part of a joint training mission with their Sudanese counterparts and not to bolster the positions of either side. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Why should we care?<\/span><span> Egypt and Sudan have a long history of intertwined political and economic relationships and Sudan has long been a political ally for Cairo and is seen by Egyptian policymakers as providing \u201cstrategic depth\u201d for Egypt in Africa.
