The ministry will increase by 28% its spending on social safety programs and has raised allocations to food subsidies by 20% and fuel subsidies by 24% in its draft FY 2023-2024 budget, which was approved by ministers at the weekly cabinet meeting yesterday.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">According to our math:<\/span><span> This will raise social spending to around <\/span><span>EGP 455 bn<\/span><span>, while <\/span><span style=\"\">EGP 108 bn<\/span><span style=\"\"> will be spent on food subsidies and <\/span><span style=\"\">EGP 35.9 bn<\/span><span style=\"\"> on fuel. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">This comes as no surprise: <\/span><span>The government recently announced <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0a7faf9a-8fe1-46d4-9cfa-402e3403902f\" style=\"\">a EGP 150 bn program<\/a><\/span><span style=\"font-weight:400;\">of fresh social support, wage increases, and pension hikes in response to inflation, which reached fresh five-year highs last month.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700;\">ANOTHER GDP DOWNGRADE-<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">The Finance Ministry trimmed its economic growth forecast for the second time this <\/span><span style=\"font-weight:700\">month<\/span><span> \u2014 it\u2019s now <\/span><span>targeting 4.1% growth in FY 2023-2024. Ministry forecasts out last week <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fa078628-011b-4bca-8bd8-fd3aa0ed7d39\" style=\"\">penciled in 5.0% growth<\/a><\/span><span style=\"\"> for the coming fiscal year, down from <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.press\/stories\/2022\/12\/26\/our-first-look-at-the-fy2023-2024-budget-92144\/\" style=\"\">5.5%<\/a><\/span><span style=\"font-weight:400;\"> previously.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Budget targets unchanged: <\/span><span style=\"\">The ministry expects to deliver a 2.5% primary surplus and a budget deficit of 6.4%, targets that are unchanged from last week. <\/span><span>The draft budget sees revenues increasing 31% to EGP 2 tn and spending increasing 30.5% to EGP 2.8 tn. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">REMEMBER- <\/span><span>This fiscal year we could be looking at a growth of somewhere between 4.4%-5%. The Planning Ministry had revised downwards our economic growth expectation for FY 2022-2023 to <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d75bfe34-54bc-4992-948a-f9c59284b879\" style=\"\">around 5%<\/a><\/span><span> down from the 5.5% the Finance Ministry anticipated in <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/69470760-13ca-4936-83f2-59c11fea41f7\" style=\"\">the draft budget<\/a><\/span><span style=\"font-weight:400;\">. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Inflation to finally slow down: <\/span><span>The draft budget is expecting inflation rates to sit at an estimated 16%, half of what it currently is. Inflation jumped to a five-year high last month with a <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/43c9a65b-6ab3-459d-b3b2-f9114f0fb374\" style=\"\">31.9% y-o-y<\/a><\/span><span> increase on the back of soaring food prices and the depreciation of the EGP. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">What\u2019s next: <\/span><span style=\"font-weight:400;\">The budget will be passed to the House for discussion ahead of a final vote that has to take place before the start of the next fiscal year on 1
