Bringing in the private sector for partnerships \u201ccould increase governance and could improve performance, he said (<\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.youtube.com\/watch?v=ArDjeugyMLs\" style=\"\">watch, runtime: 3:02<\/a><\/span><span style=\"font-weight:400;\">).<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">REFRESHER-<\/span><span style=\"\"> El Sisi\u2019s remarks came one day after Prime Minister Moustafa Madbouly <\/span><span>unveiled the government\u2019s <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.press\/stories\/2023\/02\/09\/rebooted-privatization-program-to-see-stakes-in-32-companies-sold-to-strategics-public-investors-96067\/\" style=\"\">plan to sell stakes in 32 state-owned companies<\/a><\/span><span style=\"font-weight:400;\"> through sales to strategic investors and offerings on the EGX over the next 13 months. The plan expects to run from the current quarter through to the end of 1Q 2024, with at least 25% of the share sales \u2014 or eight transactions, for those of you keeping track at home \u2014 within the first six months. The line-up of companies include banks and financial services firms, oil and petrochemicals companies, real estate players, ports, a tech firm, and several state assets.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Two of these are owned by the military\u2019s National Service Projects Organization (NSPO): <\/span><span>Bottled drinks firm Safi and fuel retailer Wataniya were among the list released last week though the government hasn\u2019t disclosed whether they will be sold to strategic or public investors or how much of the companies will be on offer. The two firms <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.press\/stories\/2023\/01\/15\/five-state-military-owned-companies-added-to-pre-ipo-fund-93514\/\" style=\"\">were placed<\/a><\/span><span style=\"font-weight:400;\"> into the Sovereign Fund of Egypt\u2019s pre-IPO fund last month.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Military-owned firms are not exempt from taxes + utility costs:<\/span><span style=\"\"> All military-owned firms are <\/span><span>subject to oversight from the Central Auditing Organization, as well as the military\u2019s own regulatory bodies, NSPO head Maj. Gen. Walid Aboul Magd said at the inauguration (<\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.youtube.com\/watch?v=0Ga1k9QEK9U\" style=\"\">watch, runtime: 1:59<\/a><\/span><span>). <\/span><span style=\"\">In FY 2021-2022, the group pai<\/span><span style=\"\">d <\/span><span style=\"\">EGP 6 bn for electricity, EGP 3 bn for gas and EGP 4.5 bn in taxes, Aboul Magd said<\/span><span style=\"\">.<\/span><span> <\/span><span>The comments came during the <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/sis.gov.eg\/Story\/176501\/President-El-Sisi-Opens-the-2nd-Phase-of-Silo-Foods?lang=en-us\" style=\"\">inauguration of the second phase of a food industries \u201ccity\u201d<\/a><\/span><span> <\/span><span>owned by an NSPO<\/span><span style=\"font-weight:400;\"> subsidiary, in Sadat City.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">NSPO does enjoy some perks, but it doesn\u2019t hamper competition, El Sisi says:<\/span><span> \u201cThe NSPO could have some advantages in some areas, such as when it comes to executing on decisions, but this does not come at the cost of real competition,\u201d the president said.
