Students at public universities also returned to the classroom yesterday, <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/1750860791758945\">cabinet said in a statement<\/a>.<\/p>\n<p><strong>Continuing with the public service announcements: <\/strong>\u201cRainy\u201d season begins around mid-week, with the North Coast and parts of the Delta expected to see rainfall on Tuesday and Wednesday, supervisor of the Irrigation Ministry\u2019s forecast center Iman Sayed told El Hekaya\u2019s Amr Adib yesterday (<a href=\"https:\/\/www.youtube.com\/watch?v=j6L_v_trWRQ\">watch, runtime: 4:14<\/a>).<\/p>\n<p><strong>You can expect the weather to cool in Cairo <\/strong>as we slide into the best time of year in which to live in our fair city. <strong>Expect temperatures in the 28-32\u00b0C range <\/strong>for the next two weeks. The first wave of voters at home will go to polling stations this coming Saturday (24 October).<\/p>\n<p><strong>Don\u2019t know where or when you\u2019re supposed to vote? <\/strong>Head to the National Elections Commission\u2019s website and put in your national ID number: <a href=\"http:\/\/www.elections.eg\">www.elections.eg<\/a>.<\/p>\n<p><strong>In the House today: <\/strong><strong>Changes to the Bankruptcy Act<\/strong> that would give creditors more power to decide the future of bankrupt businesses are up for discussion at today\u2019s meeting of the House Legislative Committee, according to <a href=\"https:\/\/bit.ly\/31hyuVn\">Al Mal<\/a>. The amendments were greenlit by the cabinet <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e93f408b-e633-4d62-b665-f13b50eaa07f\">last summer<\/a>. The draft as it stands would also allow debtors to request bankruptcy protection.<\/p>\n<p><strong>Invest in education: The Education Ministry will launch today the second phase of the <\/strong><strong>public-private partnership (PPP) program<\/strong><strong> to build 1k schools<\/strong><strong> through 2030<\/strong>, cabinet said in <a href=\"https:\/\/bit.ly\/3j5Lxiw\">a statement<\/a>. The government plans to invite companies to bid for prequalification to build 98 language schools that target middle-income households by offering high-quality education at a lower price point than private schools. The PPP model enables the private sector to build and operate schools on government-allocated land for a period of up to 30 years, before transferring ownership to the Education Ministry. We looked at the framework and where things stand with the program in a previous edition of our education vertical, <a href=\"https:\/\/enterprise.press\/stories\/2019\/12\/02\/where-things-stand-with-the-ppp-schools-program-7509\/\">Blackboard<\/a>.<\/p>\n<p><strong>Egypt might host the CAF Champions League final on 6 November<\/strong>, unless the final match is an all-Moroccan affair, in which case it will be held in Casablanca, the Confederation of African Football said in <a href=\"https:\/\/www.cafonline.com\/news-center\/news\/champions-league-final-venue-draw-conducted\">a statement<\/a> on Friday. The semi-final leg of the championship kicked off yesterday in Casablanca, where Al Ahly defeated Wydad Casablanca. Egypt has now disclosed a total of 105,297 confirmed cases of covid-19. The ministry also reported 10 new deaths, bringing the country\u2019s total death toll to 6,109. We now have a total of 98,157 confirmed cases that have fully recovered.<\/p>\n<p><strong>Things are looking increasingly grim in Europe:<\/strong> The case count in European countries has skyrocketed in past weeks, surpassing peaks seen during the first wave in the spring. Deaths are now rising, too, with a combined 4,316 deaths across Spain, France, the UK, Italy and Germany in the first two weeks of October, <a href=\"https:\/\/www.axios.com\/newsletters\/axios-world-a610be57-15ca-4d54-8acd-088141ad4c3e.html\">Axios<\/a> writes. The WHO\u2019s Europe Director Hans Kluge said that if the current trajectory holds, <strong>the fatality rate will be four or five times higher<\/strong> in January than it was during the peak of the first wave in April.<\/p>\n<p><strong>Pfizer will apply for US regulatory approval for its covid-19 vaccine during the third week <\/strong><strong>of November<\/strong> should tests confirm that it\u2019s safe and effective, the CEO of the US pharma giant <a href=\"https:\/\/www.pfizer.com\/news\/hot-topics\/an_open_letter_from_pfizer_chairman_and_ceo_albert_bourla\">said on Friday<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><strong>SPACs are going from strength to strength:<\/strong> The amount of money raised by special-purpose acquisition companies (aka SPACs \/ blank-check companies) in the US this year has reached a record USD 51.3 bn, <a href=\"https:\/\/www.ft.com\/content\/3258285a-00c2-445e-a318-3e760c298698\">the Financial Times<\/a> reports, citing Refinitiv data. Blank-check firms have now raised more year-to-date in 2020 than they had over the previous decade, and account for almost half of the USD 111.6 bn raised via initial public offerings so far this year. <strong><a href=\"https:\/\/www.wsj.com\/articles\/wall-streets-hottest-financing-tool-makes-me-worry-about-the-market-11602927001?mod=hp_lead_pos11\">The WSJ is freaking out<\/a><\/strong> over the fact that everyone from Shaq to a company that publishes a certain magazine with a bunny-ears logo is getting in on the Spac craze. <strong>Don\u2019t have a clue what we\u2019re talking about?<\/strong> <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a6ab3251-641a-4e2c-aa00-6b8486d10c68\">Read our explainer on SPACs here.<\/a><\/p>\n<p><strong>Two of Wall Street\u2019s biggest players are sending contrasting signals on emerging <\/strong><strong>markets:<\/strong> Goldman Sachs is advising investors to buy big into high-yielding EM sovereign debt during the final months of 2020, arguing that governments in developing countries are more insulated from a slowdown in global growth than high-yielding US corporates, <a href=\"https:\/\/www.barrons.com\/articles\/buy-emerging-market-sovereign-debt-goldman-says-51602858538\">Barron\u2019s<\/a> says. BlackRock kingpin Larry Fink said the opposite on Friday, describing himself as \u201cbearish on the emerging world\u201d during an online event hosted by the Institute of International Finance, <a href=\"https:\/\/www.reuters.com\/article\/imf-worldbank-blackrock\/blackrocks-fink-pretty-bearish-on-emerging-markets-idUSL1N2H728J\">Reuters<\/a> reports.<\/p>\n<p><strong>How long before BAE and Barclays show up in the MSCI EM index?<\/strong> We\u2019re being slightly tongue-in-cheek here (though Bank of America would tell you that <a href=\"https:\/\/www.ft.com\/content\/4fd04fd9-7209-4b7c-97a1-97466f226159\">Brexit has effectively turned the GBP into an EM currency<\/a>) but Moody\u2019s isn\u2019t exactly expressing confidence in the UK economy. The ratings agency downgraded the UK\u2019s credit rating to Aa3 on Friday, citing expectations for \u201cmeaningfully weaker\u201d growth and \u201cdiminished\u201d stability of the country\u2019s executive and legislative institutions, <a href=\"https:\/\/www.ft.com\/content\/117349e4-dc95-4509-969b-26dcdede1773\">the Financial Times<\/a> reports.<\/p>\n<p><strong>The economic malaise hasn\u2019t persuaded Boris Johnson to compromise over<\/strong> <strong>Brexit:<\/strong> The UK PM threatened to quit trade and security talks unless Brussels adopts a \u201cfundamental change of approach,\u201d raising the spectre of a disorderly exit from the EU when the transition period ends on 1 January, <a href=\"https:\/\/www.theguardian.com\/politics\/2020\/oct\/16\/boris-johnson-tells-uk-prepare-for-a-no-deal-brexit\">the Guardian<\/a> reports.<\/p>\n<p><strong>It\u2019s arguably worse on the other side of the Atlantic where investors see the US as<\/strong> <strong>out-EMing the UK:<\/strong> Next month\u2019s US election are being treated as the single worst risk event in the history of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/af19b743-236a-498a-9cf5-0c925dbb72e7\">the VIX<\/a> while investors, rather than seeking the traditional safety of US treasuries, are diversifying into EM assets.
