They have been with cabinet for a final review <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a1d6da80-fa99-4246-9bc5-3a3cf41d8c90\">since February<\/a>, after having <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/27\/e-payments-act-ngos-act-regulations-to-be-published-by-december\/\">previously expected<\/a> to be released at the end of 2019.<\/p>\n<p><strong>Background on the law: <\/strong>The <a href=\"https:\/\/enterprise.press\/stories\/2019\/08\/25\/el-sisi-ratifies-new-ngos-act\/\">bill<\/a>, which was ratified in August of last year, replaces the controversial Law No. 70 of 2017 that generated considerable criticism both in Egypt and overseas. It received both praise and criticism after it passed the House <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/16\/egypts-parliament-passes-amended-ngos-act-social-security-and-pensions-act-in-final-rush-before-summer\/\">last year<\/a>, with supporters applauding the removal of jail sentences for funding-related violations and detractors saying that it does not offer enough protections for civil society.
