Enjoy, folks.<\/p>\n<p><strong>The House of Representatives is back in session today<\/strong>, ending what may have been its shortest-ever recess (and our shortest break from the avalanche of legislative news). Our elected representatives <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/aa543ed2-41f6-4d63-8755-f8a40fc89e01\">adjourned<\/a> for just over a month after pushing through a mountain of legislation, including the Banking and Central Bank Act, a bill to impose a 1% \u201ccorona tax\u201d on salaries, the Customs Act, and the Eminent Domain Act \u2026 just to name a few.<\/p>\n<p><strong>The House has a pretty stacked agenda to get through before a new class of MPs is <\/strong><strong>seated <\/strong>following elections that kick off later this month and end in November. Among the more significant bills before MPs:<\/p>\n<ul>\n<li><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b157b40b-45d7-455d-9b8f-a52f21851d0e\">The Unified Tax Act<\/a><\/strong>, which received a preliminary nod from parliament right before the recess;<\/li>\n<li><strong>Two pieces of water-related legislation:<\/strong> The Drinking Water and Wastewater Act, and the new Water Resources Act, both of which have been <a href=\"https:\/\/enterprise.press\/hardhats\/legislation-help-us-combat-growing-water-crisis-bogged-house\/\">languishing in parliament for years<\/a>;<\/li>\n<li>The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4fd5a8c2-2b34-43e6-9f38-1c737af95b57\">law that will establish<\/a> the <strong>Egyptian Commodity Exchange<\/strong>;<\/li>\n<li><strong>Changes to the criminal code<\/strong> designed to protect the personal data of victims of [redacted] harassment and assault. The move is designed to simplify payments for people living in remote villages and increase e-collections.<\/p>\n<p><strong>Private sector companies will discuss transitioning to the government\u2019s electronic <\/strong><strong>invoicing system today<\/strong> at a Finance Ministry-organized conference at which representatives from the ministry and the Tax Authority will be in attendance, <a href=\"https:\/\/bit.ly\/3ii4pdY\">Mubasher<\/a> reports. Egypt has now disclosed a total of 103,198 confirmed cases of covid-19. The ministry also reported 16 new deaths, bringing the country\u2019s total death toll to 5,930. We now have a total of 96,494 confirmed cases that have fully recovered.<\/p>\n<p><a id=\"tldr-story-03\" class=\"content-anchor\"><\/a> <strong>Around a quarter of the population will have access to Russia\u2019s Sputnik V covid-19 <\/strong><strong>vaccine<\/strong> under an agreement between Russia's sovereign wealth fund and Egyptian pharma company Pharco, according to <a href=\"https:\/\/rdif.ru\/Eng_fullNews\/5854\/\">a statement<\/a>. The fund agreed to distribute some 25 mn doses of the vaccine through Pharco\u2019s local subsidiary Biogeneric Pharma, but has yet to make a timeline clear. Russia <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e3502a12-5c3a-4f94-8c07-fe5c61467850\">has been criticized<\/a> for a rushed testing process but the fund said yesterday that no participants have exhibited adverse effects.<\/p>\n<p><strong>Moderna won\u2019t have its vaccine ready before the US presidential election on 3 <\/strong><strong>November<\/strong>, undermining President Donald Trump\u2019s claim during Tuesday evening\u2019s presidential debate that the jab could be available by 1 November, the <a href=\"https:\/\/www.ft.com\/content\/9b242ecc-3dce-4534-9171-cdf624468a2a\">Financial Times<\/a> reports. CEO St\u00e9phane Bancel told the salmon-colored newspaper that 25 November is the earliest the company could submit the vaccine to the FDA for approval.<\/p>\n<p><strong>Could Egypt get a slice of USD 12 bn in World Bank funding to pay for the vaccine<\/strong><strong> doses?<\/strong> The World Bank is looking at dishing out USD 12 bn in loans or grants to developing countries to help them access doses of covid-19 vaccines for healthcare and essential workers, World Bank President David Malpass told <a href=\"https:\/\/www.reuters.com\/article\/us-health-coronavirus-worldbank-vaccines\/exclusive-world-bank-seeks-board-approval-for-12-billion-coronavirus-vaccine-financing-plan-idUSKBN26K3HG?il=0\">Reuters<\/a>. Malpass did not specify which countries would be eligible for the funding, saying only it would be geared towards \u201cpoor and middle-income countries.\u201d The financing is currently awaiting board approval, Malpass said.<\/p>\n<p><strong>Europe will have access by the end of October to a \u201cgame-changing\u201d<\/strong><strong> 15-minute covid-19 <\/strong><strong>antigen test<\/strong><strong>,<\/strong> according to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-09-30\/becton-dickinson-15-minute-virus-test-cleared-in-europe?srnd=premium-middle-east\">Bloomberg<\/a>.<\/p>\n<p><strong>Demand for microfinance seems to have held up through the worst of the pandemic<\/strong> after figures yesterday showed the number of micro borrowers fell just 1.4% to 3.9 mn during 2Q2020, <a href=\"https:\/\/bit.ly\/36jyVSc\">Masrawy<\/a>reports. The data, published by the Egyptian Microfinance Federation (EMF), shows that the balance of micro loans fell 3.2% to EGP 39.9 bn during the three-month period. EMF chairman Mona Zulfikar said the figure shows that the sector is resilient and was able to withstand the fallout from the covid-19 pandemic.
