An Education Ministry official told us yesterday that private international schools are free to start teaching whenever they want, but wouldn\u2019t say how much of that instruction could be face-to-face. Education Minister Tarek Shawki later took to the airwaves and strongly hinted that blended learning will be on the menu this fall.<\/p>\n<p><strong>Whether you\u2019re the CEO or the head of people at your company, take note: <\/strong>It looks as if you\u2019re going to have to be flexible with your support of working parents when schools go back.<\/p>\n<hr class=\"grey-line\" \/>\n<p><a id=\"tldr-story-01\" class=\"content-anchor\"><\/a> <strong>It\u2019s shaping up to be a big day in the House:<\/strong> Urging all MPs to attend the session, Speaker Ali Abdel Aal said yesterday that today will feature <a href=\"https:\/\/www.shorouknews.com\/news\/view.aspx?cdate=19072020&id=87ef15a4-fbaa-4dcb-bb0e-95d894eb4550\">a \u201clong\u201d and \u201cimportant\u201d meeting<\/a>. Here\u2019s what we know:<\/p>\n<p><strong>MPs will discuss whether to <\/strong><strong><a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/374859\/Egypt\/Politics-\/Egypt-parliament-to-take-final-vote-on-emergency-a.aspx\">grant President Abdel Fattah El Sisi a mandate<\/a><\/strong><strong> to intervene <\/strong><strong>militarily in Libya<\/strong><strong> \u2014<\/strong> but there are conflicting statements about how the vote is going to be held. Deputy Speaker Sayed El Sherif told Ala Mas'ouleety\u2019s Ahmed Moussa last night that parliament would discuss the proposal in a closed session today <a href=\"https:\/\/www.youtube.com\/watch?v=t8YBTJYQEyI\">(watch, runtime: 8:24)<\/a>, while House spokesperson Salah Hasaballah said on El Hekaya that it would likely to be put to a public vote in the general assembly <a href=\"https:\/\/www.youtube.com\/watch?v=JSD3TeR2QTg\">(watch, runtime: 7:50)<\/a>. The vote comes a day after <strong>President Abdel Fattah El Sisi <\/strong><strong><a href=\"https:\/\/bit.ly\/2CwhSjc\">told security chiefs<\/a><\/strong><strong> that \u201cno effort will be spared\u201d in safeguarding Libya\u2019s security<\/strong> and less than a week after lawmakers in eastern Libya <a href=\"https:\/\/www.voanews.com\/middle-east\/haftar-parliament-calls-egyptian-military-intervention-libya\">called on Egypt to deploy forces to the country<\/a>.<\/p>\n<p><strong>The House will also vote on <\/strong><strong><a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/1999607\">extending the emergency law<\/a><\/strong> if a quorum is met.<\/p>\n<p><strong>Major economic legislation may also be put to a final vote today,<\/strong> Abdel Aal <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/374859\/Egypt\/Politics-\/Egypt-parliament-to-take-final-vote-on-emergency-a.aspx\">suggested<\/a><a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/374859\/Egypt\/Politics-\/Egypt-parliament-to-take-final-vote-on-emergency-a.aspx\">yesterday<\/a>, without providing specifics. Final votes on the Banking Act, the amendments to the Public Enterprises Act, and the 1% corona tax on salaries were postponed during yesterday\u2019s session. We have more on yesterday\u2019s legislative activity in this morning\u2019s Speed Round, below.<\/p>\n<p><strong>Some 762 candidates will be running in next month\u2019s Senate elections<\/strong>. The tally includes candidates running on lists and those standing as individuals. The National Elections Authority rejected paperwork 150 candidates who failed to complete their paperwork, Authority head Lasheen Ibrahim said in a <a href=\"https:\/\/elmohafezeen.com\/2020\/07\/19\/%D8%A7%D9%84%D9%85%D8%B3%D8%AA%D8%B4%D8%A7%D8%B1-%D9%84%D8%A7%D8%B4%D9%8A%D9%86-%D8%A5%D8%A8%D8%B1%D8%A7%D9%87%D9%8A%D9%85-%D9%82%D8%A8%D9%88%D9%84-%D9%A7%D9%A6%D9%A2-%D9%85%D8%B1%D8%B4%D8%AD%D8%A7\/\">statement<\/a> late yesterday. The 300-member chamber was <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9fca63ac-90ed-4b4c-921a-f19789d9498e\">reconstituted earlier this year<\/a>.<\/p>\n<p class=\"web-image\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2019\/12\/EGX-indoors-1600px.jpg?ssl=1\" alt=\"enterprise\" \/><\/p>\n<p><strong>The EGX is now the worst performing exchange in the region this year:<\/strong> Egyptian stocks fell for the fifth consecutive session yesterday, leaving the index the worst-hit in the region so far this year, down 26.4% year-to-date. Shares fell 1.5% during yesterday\u2019s session in light trading as investors became skittish over the prospect of military intervention in Libya.<\/p>\n<p><strong>Government entities are now required to collect dues electronically<\/strong>, according to a new <a href=\"http:\/\/www.mof.gov.eg\/Arabic\/MOFNews\/Press\/Pages\/news-a-19-7-2020.aspx\">Finance Ministry directive<\/a>. All government agencies will now rely on the ministry\u2019s e-payments platform managed by <a href=\"https:\/\/www.linkedin.com\/company\/e-finance\">E-Finance<\/a>.<\/p>\n<p><strong>Egypt will be one step closer to a future filled with electric vehicles <\/strong>with the Public Enterprise Ministry set to present to Cabinet this week its strategy to stimulate sales of EVs, Minister Hisham Tawfik tells <a href=\"https:\/\/bit.ly\/2WBs1ly\">Al Mal<\/a>.The news comes after a state holding company <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/de1f6f99-9bd2-4ea1-9095-5614928ea38d\">inked an agreement<\/a> with China\u2019s Dongfeng Motor Corporation to start assembling EVs in Egypt late next year.<\/p>\n<p><strong>The future of HHD may be a bit clearer today <\/strong>as the Holding Company for Construction and Development is set to hand Tawfik its plan for Heliopolis Housing and Development, according to a <a href=\"https:\/\/bit.ly\/2WytCIS\">local press<\/a> report. The plan comes after HHD failed <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/40338f45-ce01-4357-8342-fde8ee90c5bf\">earlier this year<\/a> to find an investor willing to purchase a stake with management rights.<\/p>\n<p><strong>Foreign Minister Sameh Shoukry is in Ramallah this morning<\/strong> as part of a regional tour that saw him <a href=\"https:\/\/bit.ly\/3hk5f9Z\">visit Amman<\/a> yesterday, the ministry said in <a href=\"https:\/\/bit.ly\/39bfURd\">a statement<\/a>.<\/p>\n<hr class=\"grey-line\" \/>\n<p><strong>COVID-19 IN EGYPT-<\/strong><\/p>\n<p><a id=\"tldr-story-03\" class=\"content-anchor\"><\/a> <strong>MORE GOOD NEWS- Yesterday saw another large fall in new infections:<\/strong> The Health Ministry <a href=\"https:\/\/bit.ly\/39abiep\">reported<\/a> 603 new infections yesterday, a significant fall from the 698 confirmed on Saturday. Egypt has now disclosed a total of 87,775 confirmed cases. <strong>The single-day death count also fell to 51<\/strong> from 63 on Saturday, bringing the country\u2019s total death toll to 4,302. We now have a total of 28,380 cases who have fully recovered.<\/p>\n<p><strong>Some 74% of Egyptians have seen their incomes shrink since the covid-19 pandemic, <\/strong>according to a study by CAPMAS adviser Heba El Leithy, <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/1999739\">Al Masry Al Youm<\/a> reports, with about 33% saying their income was no longer sufficient to cover their basic requirements. At least 56% were working less hours and 18% were out of work, she found. She recommended the government look at expanding social assistance (including cash transfers) and school meal programs.<\/p>\n<p><strong>Japan is providing a USD 9 mn grant for covid-19 medical equipment<\/strong> to the Health Ministry, according to an International Cooperation Ministry <a href=\"https:\/\/ent.news\/2020\/7\/MOIC-Japan-Ambassador-meeting.pdf\">statement (pdf)<\/a>.<\/p>\n<p class=\"web-image stand-out-borderless\"><a href=\"https:\/\/somabay.com\/\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2020\/7\/SOMA-ENTERPRISE-JULY1-1600px.jpg?ssl=1\" alt=\"enterprise\" \/><\/a><\/p>\n<p><strong>ON THE GLOBAL FRONT-<\/strong><\/p>\n<p><strong>The coronavirus might be on the wane here in Egypt, but the pandemic is still gathering <\/strong><strong>strength<\/strong><strong> globally:<\/strong> The World Health Organization reported a record rise in global cases for the second consecutive day, <a href=\"https:\/\/www.reuters.com\/article\/us-health-coronavirus-who-cases\/who-reports-record-daily-increase-in-global-coronavirus-cases-for-second-day-in-a-row-idUSKCN24J0T6\">Reuters<\/a> reports. Almost 260k cases were reported in 24 hours on Saturday, breaking the previous record of 237,743 set on Friday.<\/p>\n<p><strong>EU deadlock on covid-19 stimulus:<\/strong> European leaders remained divided over what shape their package of covid-19 recovery loans and grants would take until the end of a three-day summit that wrapped up yesterday in Brussels, <a href=\"https:\/\/www.ft.com\/content\/4553ea05-189c-44d1-8e9d-08ea4dd6efba\">reports the Financial Times<\/a>. The deadlock: A group of richer member states \u2014 comprised of the Netherlands, Austria, Denmark and Sweden \u2014 are demanding large cuts to the non-repayable grants proposed in the EUR 750 bn package.<\/p>\n<p><strong>A \u201cdevastating\u201d and sustained rise in joblessness could be in store for Europe<\/strong>, as furlough schemes begin to wind down and job cuts ramp up, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-07-19\/a-jobless-recovery-is-becoming-a-real-risk-for-europe-s-economy?srnd=premium-middle-east\">Bloomberg<\/a> reports.<\/p>\n<p><strong>GLOBAL MACRO-<\/strong><\/p>\n<p><strong>Beware the \u2018W\u2019 as covid-19 cases continue to rise in some of the world\u2019s largest<\/strong> <strong>economies:<\/strong> The likelihood of the global economy experiencing a rapid \u2018V-shaped\u2019 recovery is diminishing as infection rates spiral in the US, Brazil and India, <a href=\"https:\/\/www.cnbc.com\/2020\/07\/17\/rising-coronavirus-infections-risk-a-w-shaped-recovery-economists-warn.html\">economists at IHS Markit have warned<\/a>. The failure of these countries to get the outbreaks under control, as well as governments of other developed countries resorting to localized lockdowns, heightens the risk of an uneven \u2018W-shaped\u2019 recovery caused by an extended demand slump, they said in the research firm\u2019s July World Flash report.<\/p>\n<p><strong>And BNP Paribas is also here to shoot down the idea of a V-shaped rebound:<\/strong> The CEO of BNP Paribas Asset Management is forecasting the \u201cmother of all recessions\u201d as most economies around the world see a \u201cvery, very substantial drop\u201d in activity, <a href=\"https:\/\/www.ft.com\/content\/0a95b82e-480c-48c2-a8e9-c7ec16d86e87\">the Financial Times<\/a> reports. <strong>\u201cWe have a view that the recovery will be more U-shaped than V-shaped in most countries,\u201d<\/strong> Fr\u00e9d\u00e9ric Janbon said, warning that most of us are likely to be spending a longer time in recession before returning to growth.<\/p>\n<p><strong>US companies are thinking the same:<\/strong> Large US companies are beginning to resort to layoffs and production cuts as CEOs lose faith that the economy will recover quickly from the crisis, <a href=\"https:\/\/www.wsj.com\/articles\/u-s-companies-lose-hope-for-quick-rebound-from-covid-19-11595151000?mod=hp_lead_pos1\">the Wall Street Journal<\/a> says. The news comes as the <strong>global airline industry is bracing for the recovery to last 3-4 years<\/strong> after the pandemic cut air traffic by 55-75% this year, according to <a href=\"https:\/\/www.moodys.com\/sites\/products\/ProductAttachments\/Infographics\/Aircraft_Turbulence_Infographic.pdf?cid=51PZXJ2C81S9069\">Moody\u2019s (pdf)<\/a>.<\/p>\n<p><strong>Bond markets are signaling a risky future for the US economy<\/strong>, with 10-year real yields \u2014 which are a \u201cmore-pure read on growth\u201d as they strip out inflation \u2014 having dropped over the past six weeks to reach -0.85%, says <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-07-19\/negative-real-yields-wave-red-flag-on-growth-that-stocks-ignore?sref=mmeFTDW1\">Bloomberg<\/a>. Unlike equity indices, which remain well above the early pandemic lows, the plummeting bond yields are reflective of the growth in covid-19 cases and expectations of more Fed easing. \u201cThe decline in real yields and the bid for safe-haven assets, such as gold, is another troubling signal of uncertainties ahead,\u201d the business information service says.<\/p>\n<p><strong>AND THE REST OF THE WORLD- <\/strong><\/p>\n<p><strong>Israel takes a step closer to directly shipping natgas to Europe \u2014 and undercutting our <\/strong><strong>plans to become the region\u2019s gas hub:<\/strong> The Israeli cabinet approved yesterday plans to install a pipeline linking its east Mediterranean gas fields to Europe, in a plan that could undermine Egypt\u2019s ambitions to be the premier exporter of the region\u2019s gas. The plan for the USD 6 bn pipeline, agreed by energy ministers of Israel, Greece, Cyprus and Italy, would allow Israeli and Cypriot gas to be shipped directly to European markets by 2025. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-07-19\/israel-cabinet-approves-eastern-mediterranean-gas-pipeline-pact?sref=mmeFTDW1\">Bloomberg<\/a> has the story.<\/p>\n<p><strong>Equitativa Dubai, the company that manages Nasdaq Dubai-listed Emirates REIT, faces <\/strong><strong>investigation <\/strong>by the Dubai Financial Services Authority (DFSA) over \u201cmatters connected to the management\u201d of the trust, the DFSA said <a href=\"https:\/\/ent.news\/2020\/7\/2020-06-19_-_Announcement_-_Investigation-1.pdf\">in a statement on Sunday (pdf)<\/a>. The DSFA is probing (among other matters) possible violations to corporate governance regulations, according to the statement. The move comes after <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c91b2be4-e5fb-4204-a703-765a565b8b37\">a group of shareholders accused Equitativa<\/a> of \u201cmisrepresenting\u201d REIT\u2019s market value to investors. \u201cEquitativa intends to co-operate with the DFSA investigation,\u201d according to the statement.<\/p>\n<p><strong>REIT may resort to delisting:<\/strong> The fund will launch a \u201ccomprehensive review of strategic options \u2026 including a potential de-listing from Nasdaq Dubai,\u201d it announced in a <a href=\"https:\/\/www.reit.ae\/pageFileC\/investor-relations\/19-07-2020-Strategic-Review-Announcement.pdf?expiry=1\">statement (pdf)<\/a> yesterday. \u201cThe advantages of remaining publicly listed are heavily outweighed by the disadvantages,\u201d it said, referring to the \u201ccurrent climate\u201d in UAE stocks and the country\u2019s real estate downturn as having a \u201csignificantly large impact\u201d on its share price. <a href=\"https:\/\/www.ft.com\/content\/18a5290d-21c2-4ff2-b87c-24de820a5ac3\">The FT<\/a> and <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-07-19\/emirates-reit-to-review-strategic-options-including-delisting?srnd=premium-middle-east&sref=mmeFTDW1\">Bloomberg<\/a> both picked up the story.<\/p>\n<p><strong>Kuwait\u2019s ruler, Sheikh Jaber Al Ahmad Al Sabah, underwent surgery yesterday<\/strong>, <a href=\"https:\/\/www.kuna.net.kw\/ArticleDetails.aspx?id=2909472&language=en\">state<\/a><a href=\"https:\/\/www.kuna.net.kw\/ArticleDetails.aspx?id=2909472&language=en\">news agency KUNA<\/a> reported without providing details on the procedure.
