We\u2019re asking you to take the survey this week and next and we\u2019ll be back after Eid with the results.<\/p>\n<hr class=\"grey-line\" \/>\n<p><a id=\"tldr-story-01\" class=\"content-anchor\"><\/a> <strong>THE STORY OF THE DAY- The Madbouly government spent the last 72 hours driving <\/strong><strong>home one point: We\u2019re all going back to some semblance of \u201clife as usual\u201d after Eid. <\/strong>Cabinet members including the PM Moustafa Madbouly and the ministers of finance, planning and health led the charge Thursday and through the weekend.<\/p>\n<p><strong>The nighttime curfew and restrictions on public gatherings will remain in effect until <\/strong><strong>the end of Ramadan<\/strong>, Madbouly <a href=\"https:\/\/bit.ly\/3cjgvkD\">said on Friday<\/a>, making official his announcement of the day before. That means schools, universities, public parks, beaches and government offices \u2014 with the exception of some <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/01f8af18-ba6f-485d-a1ce-f608f149eb59\">real estate registry<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f78d2566-6db4-4a52-b201-5cce500d0841\">notary offices<\/a>, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0e485c05-8571-40fd-bd19-30ad6610f5e5\">traffic departments<\/a>, and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3e895448-54e3-4f05-926c-8b776d6679a8\">some courts<\/a> \u2014 are staying closed at least until 26 May, when Eid El Fitr ends. All restrictions otherwise remain unchanged: Restaurants are open for delivery only, nightclubs and bars are closed, and malls and retail outlets face curtailed hours (but continue to be allowed to open on weekends, as they have since the start of Ramadan.)<\/p>\n<p><strong>Egypt will have to \u201ccoexist\u201d with the virus that causes covid-19 as restrictions start <\/strong><strong>easing in June<\/strong>, cabinet spokesman Nader Saad said on Thursday (<a href=\"https:\/\/www.youtube.com\/watch?v=KrbBI4yY-MU\">watch, runtime: 11:23<\/a>). His remarks drew a line under recent comments to the same effect from <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/296a8f03-6154-4d42-a2f2-f08088a33b43\">Health Minister Hala Zayed<\/a> and <a href=\"https:\/\/bit.ly\/3bfIMXV\">Madbouly<\/a>.<\/p>\n<p><strong>Saad flagged that new requirements may come into effect as restrictions are eased.<\/strong> Among them: face masks are \u201cbasically a necessity\u201d now and may be required to access government offices or go to the theatre after the holiday. <strong>Businesses that flout maximum capacity regulations <\/strong>and citizens who fail to wear masks when required could face fines of EGP 300-5k as part of an <strong>in-the-works piece of legislation<\/strong>, MP Elizabeth Shaker said on state TV yesterday (<a href=\"https:\/\/www.youtube.com\/watch?v=UhEmrM_im7w\">watch, runtime: 3:00<\/a>).<\/p>\n<p><strong>The government could still roll out additional measures to support the economy and <\/strong><strong>hasten a recovery<\/strong>, Madbouly said (<a href=\"https:\/\/www.youtube.com\/watch?v=39fZ5ooPCBk\">watch, runtime 2:40<\/a>). The <a href=\"https:\/\/bit.ly\/3fB4glp\">prime minister noted<\/a> that the government plans to ramp up by 75% its investment in healthcare and infrastructure in the upcoming fiscal. <strong>And it still has dry powder in reserve: <\/strong>The Finance Ministry has deployed only EGP 40 bn of the EGP 100 bn it has allocated to stimulus measures, minister Mohamed Maait said over the weekend. We have more on this front in this morning\u2019s Speed Round, below.<\/p>\n<p><strong>Egypt\u2019s recovery from covid-19 could begin in June \u2014 or December<\/strong>, said Planning Minister Hala El Said during a virtual meeting with business leaders, <a href=\"https:\/\/bit.ly\/3cjsm22\">according to a ministry statement<\/a>. The nature of the pandemic will itself dictate the timeline. The length of the recovery period could vary by industry, she said, but look for agriculture, tech, pharma, and construction to bounce back first, El Said suggested. Finance Ministry Mohamed Maait was also <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/3\/12\/368966\/Business\/Economy\/Interview-IMF-expected-to-approve,-set-disbursal-d.aspx\">on the interview circuit<\/a> over the weekend.<\/p>\n<p><strong>When will commercial flights resume? <\/strong>There\u2019s no official word yet, but we got a hint it is on the agenda as the PM toured Cairo International Airport yesterday with the ministers of civil aviation and of information in tow. Madbouly\u2019s visit was to review measures in place to stop the spread of the coronavirus, <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/368969\/Egypt\/Politics-\/Egypt-prime-minister-tours-Cairo-Airport,-inspects.aspx\">the domestic press said<\/a>.<\/p>\n<p><strong>Hotels nationwide are preparing to <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/911208cc-7e2c-43c6-9b09-9f249c961415\">reopen this coming Friday, 15 May<\/a><\/strong>, to domestic tourists. Properties will be limited to 25% of maximum capacity at first and will be required to hire inspectors to ensure they are in compliance with a laundry list of measures, according to <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/1976303\">Al Masry Al Youm<\/a>. Fajr is coming one minute earlier every day through the end of the Holy Month.<\/p>\n<p class=\"web-image\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2020\/5\/Covid-graph-9-May-1600px.jpg?ssl=1\" alt=\"enterprise\" \/><\/p>\n<p><strong>COVID-19 IN EGYPT-<\/strong><\/p>\n<p><a id=\"tldr-story-04\" class=\"content-anchor\"><\/a> <strong>Egypt has now disclosed a total of<\/strong><strong> 8,964 confirmed cases of covid-19<\/strong> after the Health Ministry reported 488 new infections yesterday. The ministry also said that another 11 people had died from the virus, taking the death toll to 514. We now have a total of 2,476 confirmed cases that have since tested negative for the virus after being hospitalized or isolated, of whom 2,002 have fully recovered.<\/p>\n<p><strong>Yesterday\u2019s count came after the Health Ministry reported a record 495 new cases and <\/strong><strong>21 deaths <\/strong>on Friday, according to a <a href=\"https:\/\/bit.ly\/3cmWU36\">Health Ministry statement<\/a>.<\/p>\n<p><strong>Egypt\u2019s covid-19 isolation facilities are not maxed out<\/strong>, presidential health advisor (and former health minister) Mohamed Awad Tag Eldin said last night in a phone call with Al Kahera Al Aan\u2019s Lamees El Hadidi (<a href=\"https:\/\/youtu.be\/-vH4cP7DALU?t=38\">watch, runtime: 12:27<\/a>). Tag Eldin denied a press report <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2144813e-f2d1-4447-a9c5-88ca0a6b43ba\">last week<\/a> quoting Assistant Health Minister Ahmed El Sobky as saying Egypt\u2019s 17 isolation centers had hit capacity. <strong>Some centers have no covid-19 patients at all<\/strong>, Tag Eldin said.<\/p>\n<p><strong>A total of 30 hospitals will be ready before June to replace the isolation centers<\/strong>, Health Minister <a href=\"https:\/\/bit.ly\/2SOpjHw\">Hala Zayed said<\/a> yesterday evening. The 30 are among some 35 hospitals specialized in fever and respiratory diseases that the ministry is renovating right now. The ministry hopes to phase out isolation facilities and handle cases entirely in designated hospitals.<\/p>\n<p><strong>Egypt has performed 105k PCR tests since the start of the outbreak, <\/strong>the <a href=\"https:\/\/bit.ly\/35IO5Ou\">State<\/a><a href=\"https:\/\/bit.ly\/35IO5Ou\">Information Service (SIS) said in a statement<\/a>, clarifying earlier remarks by Tag Eldin, who told reporters on Thursday that the government had conducted more than 1 mn tests. The 1 mn figure includes other medical checks to screen for potential infections, the statement said.<\/p>\n<p><strong>We\u2019re buying remdesivir to treat covid-19: <\/strong>Egypt will soon receive a shipment of remdesivir antiviral medication to treat covid-19 patients, <a href=\"https:\/\/bit.ly\/3fxw6z6\">Health Minister Hala Zayed announced<\/a>. Both the <a href=\"https:\/\/uk.reuters.com\/article\/us-health-coronavirus-gilead-sciences\/u-s-to-allow-states-to-distribute-gileads-remdesivir-to-fight-covid-19-idUKKBN22L0SM\">US<\/a> and <a href=\"https:\/\/www.forbes.com\/sites\/alexandrasternlicht\/2020\/05\/07\/japan-approves-remdesivir-for-use-on-severe-covid-19-patients\/#35f2001a4fa9\">Japan<\/a> have approved the use of Gilead Sciences\u2019 medication to treat the virus but the jury is still out on how useful it is. US disease expert Anthony Fauci claimed there is <a href=\"https:\/\/www.theguardian.com\/world\/video\/2020\/apr\/29\/fauci-clear-cut-evidence-potential-covid-19-drug-remdesivir-works-video\">\u201cclear-cut\u201d evidence<\/a> that remdesivir shorten recovery times, but a study in the noted medical journal The Lancet suggested it provides <a href=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(20)31022-9\/fulltext\">little significant benefit<\/a>.<\/p>\n<p><strong>Egypt repatriated some 1,220 citizens<\/strong> from <a href=\"https:\/\/bit.ly\/2SP35Ff\">Saudi Arabia<\/a>, <a href=\"https:\/\/bit.ly\/3cjJmFC\">Kuwait<\/a>, <a href=\"https:\/\/bit.ly\/3ce0GvD\">Turkey<\/a>, <a href=\"https:\/\/bit.ly\/3dyxnEu\">Chad<\/a>, as well as <a href=\"https:\/\/bit.ly\/3fuVdCG\">Oman and Sudan<\/a> over the weekend, according to the Emigration Ministry.<\/p>\n<hr class=\"grey-line\" \/>\n<p><strong>IMPACT ON BUSINESS-<\/strong><\/p>\n<p><strong>Business lobby group calls on CBE to widen low-interest loan program to services<\/strong> <strong>sector: <\/strong>The Federation of Egyptian Chambers of Commerce is lobbying the Central Bank of Egypt to provide low-interest loans to service and retail businesses, <a href=\"https:\/\/bit.ly\/2LgDmRW\">Youm7 reported<\/a>. The CBE <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/111ef5d6-168e-46d8-8c26-bde5cbc06827\">currently provides<\/a> subsidized loans carrying interest rates of between 5-8% to factories, home-buyers, and tourism companies.<\/p>\n<p><strong>Contractors and real estate developers want more government support<\/strong> to help them weather the crisis, <a href=\"https:\/\/bit.ly\/2Wg7lQu\">according to a cabinet statement.<\/a> Representatives of the real estate sector have requested that the government allow higher-value properties to qualify for the Central Bank of Egypt\u2019s mortgage financing initiative, while contractors asked for faster, regular payments for work completed on public contracts.<\/p>\n<p><strong>A new post-covid minimum wage for the private sector? <\/strong>The Planning Ministry is looking to introduce a mandatory minimum wage of EGP 2k per month for workers in the private sector after the covid-19 crisis abates, said Deputy Planning and Economic Development Minister Ahmed Kamal, <a href=\"https:\/\/www.shorouknews.com\/news\/view.aspx?cdate=07052020&id=f3cf3967-5295-4f96-b3f9-178c958f2f05\">according to Al Shorouk<\/a>. The announcement came during a House Planning and Budget committee meeting last week when the National Wages Council advised MPs that private sector wages should be no less than EGP 12 per hour or EGP 2k per month.<\/p>\n<p><strong>Two cases at BdC\u2019s Talaat Harb branch: <\/strong>Banque du Caire has closed a branch in Downtown Cairo after two employees tested positive for covid-19, Chairman Tarek Fayed said in a statement <a href=\"https:\/\/bit.ly\/2SLc0rt\">carried by Hapi Journal<\/a>. Fayed\u2019s statement came after social media posts claimed the branch\u2019s entire staff had been infected.<\/p>\n<p><strong>The European Union has doled out EUR 89 mn to Egypt\u2019s healthcare sector as part <\/strong><strong>of a EUR 1.5 bn aid program<\/strong> to help Egypt, Jordan, Palestine, Morocco and Tunisia respond to the crisis, EU ambassador to Egypt Ivan Surkos <a href=\"https:\/\/www.egypttoday.com\/Article\/1\/86557\/Amb-reiterates-EU-will-send-Egypt-%E2%82%AC89-billion-to-curb\">told Egypt Today<\/a>.
