The measure will allow businesses to pay in three installments. The president also gave the tourism industry a full six-month tax holiday and rolled out other policies to support the civil aviation industry, exporters, and seasonal workers. We have chapter and verse in this morning\u2019s Speed Round, below.<\/p>\n<p><strong>The government is expected to make an announcement today on whether it will extend<\/strong><strong> the 11-hour curfew<\/strong> and suspension of flights, schools and universities, and other measures to curb the spread of covid-19. The measures came into effect on 25 March for a two-week period that expires tomorrow, Al Kahera Alaan\u2019s Lamees El Hadidi reminds us (<a href=\"https:\/\/www.youtube.com\/watch?v=r3wHpWp2xVM\">watch, runtime: 3:47<\/a>).<\/p>\n<p><strong>Don\u2019t expect a full lockdown just yet: <\/strong>Information Minister Osama Heikal had told Lamees <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1447a606-31fa-43f3-99bc-cedd3bc6640a\">earlier this week<\/a> that the government would only impose a full lockdown if we reach the point of 1k new covid-19 cases per day.<\/p>\n<p><strong>The EGX30 was up 1.9% at yesterday\u2019s closing bell.<\/strong> Local investors were the sole net buyers in a session that saw moderate turnover of EGP 778 mn, 29% above the trailing 90-day average. The benchmark index is down 32.3% since the start of the year. <strong>US stocks surged to a three-week high yesterday<\/strong> on suggestions that \u201cthe reported death tolls in some of the world\u2019s coronavirus hot spots showed signs of easing,\u201d <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-04-05\/currencies-start-mixed-as-virus-death-toll-dips-markets-wrap\">Bloomberg<\/a> noted. Shares in Europe also surged yesterday.<\/p>\n<p><strong>Markets are holding up well so far today<\/strong>, with shares in Japan, China, Hong Kong, South Korea, Australia and New Zealand all in the green this morning. The ministry also said that another seven people had died from the virus, bringing the death toll to 85. We now have a total of 396 confirmed cases that have since tested negative for the virus after being hospitalized, of whom 259 officials say have fully recovered. Health Minister Hala Zayed noted that 88% of confirmed cases in Egypt are mild cases, 7% are moderate, 3% are extreme cases; 2% cases are people who are in hospital in critical condition.<\/p>\n<p><strong>The government will pay civil servants early this month<\/strong>, with wages disbursed over the course of four days between 19 and 22 April to reduce large crowds at banks and ATMs, <a href=\"http:\/\/shorturl.at\/jpzD7\">according to a cabinet statement<\/a>.<\/p>\n<p><strong>The CIT Ministry has pushed the deadline to pay January\u2019s landline phone bills<\/strong> to avoid overcrowding at state-owned landline operator Telecom Egypt\u2019s offices, Minister Amr Talaat told Al Hadath Al Youm (<a href=\"https:\/\/www.youtube.com\/watch?v=A0KPC4FNF1A\">watch, runtime 2:01<\/a>).<\/p>\n<p><strong>Companies in Egypt\u2019s private sector struggling with short-term cash crunches need <\/strong><strong>immediate help to keep the lights on<\/strong>, limit bankruptcies, and prevent layoffs, Regional Director of the World Bank in Egypt, Yemen and Djibouti <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/366707\/Egypt\/Politics-\/Interview-Egypt-has-taken-good-measures-to-face-ec.aspx\">Marina Wes told Ahram Online<\/a>. She noted that the private sector and informal workers will be the most vulnerable to the economic fallout from Egypt\u2019s response to covid-19.<\/p>\n<p><strong>Egypt has an 8.6-month reserve of sugar, 4.2 months of rice, and 5.8 months of <\/strong><strong>vegetable oil<\/strong>, <a href=\"https:\/\/ara.reuters.com\/article\/businessNews\/idARAKBN21O1I1\">Reuters reports<\/a>. The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/58d26ca2-f01f-4c1a-9bf1-73cbc38565b4\">government is working to increase<\/a> the country\u2019s strategic commodity reserves to be sufficient for a six-month period to protect against possible food supply shortages.<\/p>\n<p><strong>The Tourism Ministry is allowing hotels outside so-called \u201ctourism governorates\u201d to host <\/strong><strong>guests up to 25% of their capacity<\/strong> and allow up to 50% of their staff members to work, <a href=\"https:\/\/bit.ly\/3aTDm5S\">Al Mal reports<\/a>, citing a ministry memo. The decision does not apply to South Sinai, the Red Sea, Luxor, and Aswan, but it remains unclear whether hotels in these governorates are required to remain vacant. Red Sea hotels were evacuated <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bf62f2e5-aa21-43f1-b344-085c08c92162\">last month<\/a> and tourism in the governorate's hotels was suspended before Marsa Alam facilities <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/58d26ca2-f01f-4c1a-9bf1-73cbc38565b4\">were tapped<\/a> to serve as quarantine centers for Egyptians returning home from the United States.<\/p>\n<p><strong>Construction companies working on contract to the government should be given up to <\/strong><strong>six extra months to finish work<\/strong>, the <a href=\"http:\/\/www.tasheed.org\/en\/ContactUs.aspx\">Federation of Construction and Building Contractors<\/a> has said, according to a report in <a href=\"https:\/\/bit.ly\/2xOIitX\">Al Mal<\/a>. The industry is struggling with labour shortages and the 7pm-6am curfew.<\/p>\n<p><strong>Ongoing railway projects are all set to be completed on schedule<\/strong>, including Cairo Metro Lines 3 and 4 and the new administrative capital monorail, head of the National Authority for Tunnels Essam Waly said, <a href=\"https:\/\/bit.ly\/3aNHlRj\">according to Al Mal<\/a>. President Abdel Fattah El Sisi had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/67e65b2d-4738-46d6-852d-324a0730f19f\">decided on Saturday<\/a> to postpone the inauguration of all national projects due this year.<\/p>\n<p><strong>State-owned Misr Spinning and Weaving (Ghazl El Mahalla) began trial production of face masks yesterday<\/strong> on a line with the capacity to crank out up to 40 masks per minute, board member Magdy El Alfy <a href=\"https:\/\/almalnews.com\/%D8%BA%D8%B2%D9%84-%D8%A7%D9%84%D9%85%D8%AD%D9%84%D8%A9-%D8%AA%D8%A8%D8%AF%D8%A3-%D8%A7%D9%84%D8%AA%D8%B4%D8%BA%D9%8A%D9%84-%D8%A7%D9%84%D8%AA%D8%AC%D8%B1%D9%8A%D8%A8%D9%8A-%D9%84%D8%A5\/\">tells Al Mal<\/a>. The company has worked with international manufacturers of medical equipment to identify broken ventilators and will reportedly deliver them in the coming days.<\/p>\n<p><strong>FEI to repair 122 ventilators, buy 21 more: <\/strong>The Federation of Egyptian Industries signed an MoU with the Egyptian Cure Bank and the Authority for Unified Procurement to repair 122 ventilators and purchase 21 more for use in public hospitals, <a href=\"https:\/\/bit.ly\/2UJzeQ6\">according to the local press<\/a>. The repairs will cost approximately EGP 7.7 mn and 87 will be completed in two weeks and the rest within a month.<\/p>\n<p><strong>Banque du Caire is doling out EGP 40 mn in donations<\/strong> under a Federation of Egyptian Banks' <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/3\/12\/366440\/Business\/Economy\/Federation-of-Egyptian-banks-to-donate-EGP--millio.aspx\">initiative aimed to collect EGP 150 mn<\/a> from the country\u2019s banks to help the state confront the covid-19 pandemic, <a href=\"https:\/\/bit.ly\/2JMfchs\">Al Mal reports<\/a>.<\/p>\n<p><strong>Centamin is donating EGP 10 mn to support Egypt in fighting the covid-19 <\/strong><strong>pandemic<\/strong>, <a href=\"https:\/\/www.accesswire.com\/583993\/Centamin-PLC-Announces-Donation-towards-Egypts-COVID-19-Relief-Efforts\">according to a statement<\/a>. This is unlikely to happen for several weeks, and will require a massive increase in testing capacity, along with rigorous contact tracing. Experts also fear it may undermine key messages about the importance of continued social distancing.<\/p>\n<p><strong>Austria is the first European country to provide a timetable for restarting the economy,<\/strong> with small shops due to open as early as next week, the <a href=\"https:\/\/www.ft.com\/content\/d7025074-496e-4609-84c3-22c000cc41d6\">Financial Times reports<\/a>. Higher risk businesses are likely to reopen from 1 May.<\/p>\n<p><strong>America\u2019s Inovio Pharma is starting covid-19 vaccine testing on 40 healthy volunteers <\/strong>in Missouri after it obtained Food and Drug Administration permission for the study on Monday, <a href=\"https:\/\/apnews.com\/c2b4acdc231a79d1dfb26bff7dca96bf\">according to the Associated Press<\/a>. If successful, it would still take over a year before the vaccine could be widely distributed. Inovio is the second US drugmaker to start potential vaccine testing, after <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/614ecd0d-5308-45f6-8e14-550b6d75302d\">Moderna announced<\/a> it would begin testing this month.<\/p>\n<p>In other international covid-19 news:<\/p>\n<ul>\n<li><strong>Japanese Prime Minister Shinzo Abe is set to declare a state of emergency<\/strong> <strong>for Tokyo and six other prefectures today<\/strong> but is not yet imposing any hard lockdowns, <a href=\"https:\/\/apnews.com\/39e8c694ce59dfd2e4092a3ca09db2b5\">AP reports<\/a>. The government is also launching a JPY 108 tn (USD 1 tn) stimulus package, double what was initially expected.<\/li>\n<li><strong>The Spanish government is working to introduce universal basic income as<\/strong> <strong>soon as possible<\/strong> to support families, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-04-05\/spanish-government-aims-to-roll-out-basic-income-soon?sref=mmeFTDW1\">Bloomberg reports<\/a>, quoting the country\u2019s economy minister.<\/li>\n<\/ul>\n<p class=\"web-image stand-out-borderless\"><a href=\"http:\/\/somabay.com\/\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2020\/4\/Diving-Web.png?ssl=1\" alt=\"enterprise\" \/><\/a><\/p>\n<p><strong>The global economy is already contracting and is falling at a faster rate than <\/strong><strong>during the opening salvo of the 2007-08 financial crisis<\/strong>, according to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-04-06\/global-gdp-tracker-shows-recession-started-in-march-chart?srnd=premium&sref=mmeFTDW1\">Bloomberg Economics\u2019 GDP tracker<\/a>. The magnitude of claims to recoup losses could potentially exceed those filed during the financial crisis, lawyers expect.<\/p>\n<p><strong>Europe can now borrow USD at negative rates after FX swap costs plunge: <\/strong>The cost of swapping EUR and GBP for USD has fallen back to negative territory after having risen to 2011 European crisis era levels earlier in the covid-19 fallout, <a href=\"https:\/\/www.reuters.com\/article\/us-health-coronavirus-dollar-funding\/dollar-costs-plunge-in-fx-swap-markets-still-elevated-onshore-idUSKBN21O0TJ\">according to Reuters<\/a>. This is an unusual turn of events given that a premium for the USD has been prominent in FX swap markets since the financial crisis. Despite the decrease in borrowing costs on swaps, the cost remains high within the US interbank system, a discrepancy showing that \u201cthere is still a credit risk or a liquidity shortage in the market,\u201d Monex Europe forex broker Simon Harvey said.<\/p>\n<p><strong>Emaar Properties has cut executive and staff salaries across its Dubai<\/strong> <strong>businesses,<\/strong> effective 1 April, for an indefinite period, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-04-06\/dubai-s-emaar-slashes-salaries-up-to-50-as-chairman-forgoes-pay?srnd=premium-middle-east&sref=mmeFTDW1\">Bloomberg reports<\/a>. Chairman Mohamed Alabbar will completely forgo his salary.<\/p>\n<hr class=\"grey-line\" \/>\n<p><strong>Is an end to the oil war within arm\u2019s reach?<\/strong> In what could be the first step to ending a months-long oil war between Russia and Saudi Arabia, Moscow has signaled it could reduce its oil production \u201csubstantially\u201d to prop up oil prices ahead of a planned Opec+ meeting today, <a href=\"https:\/\/www.reuters.com\/article\/us-oil-opec-russia-cuts\/russia-is-ready-for-substantial-oil-output-cuts-two-sources-idUSKBN21O255\">Reuters reports<\/a>, citing two Russian sources.
