While a Nobel Laureate is suggesting that <a href=\"https:\/\/news.yahoo.com\/why-nobel-laureate-predicts-quicker-210318391.html\">things could get better globally faster than we think<\/a>, the consensus among scientists is that we could be living for some time with harsh measures to snuff out the coronavirus.<\/p>\n<p><strong>US politics will colour the debate over how long social distancing and more radical <\/strong><strong>measures like business shutdowns should last.<\/strong> <a href=\"https:\/\/www.nytimes.com\/2020\/03\/23\/us\/politics\/trump-coronavirus-restrictions.html\">The Donald thinks the cure may be worse than the disease<\/a> \u2014 and has said he believes <a href=\"https:\/\/www.cnbc.com\/2020\/03\/23\/coronavirus-trump-says-businesses-could-reopen-soon-while-fighting-covid.html\">businesses should reopen their doors in weeks<\/a>, not months.<\/p>\n<p><strong>So, our two must-reads this morning:<\/strong> The epic <strong><a href=\"https:\/\/www.nytimes.com\/2020\/03\/22\/health\/coronavirus-restrictions-us.html\">The virus can be stopped, but only with<\/a><\/strong><strong><a href=\"https:\/\/www.nytimes.com\/2020\/03\/22\/health\/coronavirus-restrictions-us.html\">harsh steps, experts say<\/a><\/strong>, in the New York Times. And <a href=\"https:\/\/mcusercontent.com\/da73666a96f0aebdde714ca26\/files\/9e5549ff-cceb-407d-a10c-2953ae78c79f\/Imperial_College_COVID19_NPI_modelling_16_03_2020.pdf\">this scientific paper (pdf) by the folks at Imperial College London<\/a>, whose warning is US and UK-centric, but seems likely to apply globally.<\/p>\n<p><strong>Their bottom line: We may face on-again, off-again social distancing for a while to come. <\/strong><strong>It\u2019s worth reading in full: <\/strong>\u201cSuppression will minimally require a combination of social distancing of the entire population, home isolation of cases and household quarantine of their family members. \u2026 The major challenge of suppression is that this type of intensive intervention package \u2026 will need to be maintained until a vaccine becomes available (potentially 18 months or more) \u2014 given that we predict that <strong>transmission will quickly rebound if interventions are relaxed<\/strong>. We show that intermittent social distancing \u2014 triggered by trends in disease surveillance \u2014 may allow interventions to be relaxed temporarily in relative short time windows, but <strong>measures will need to be reintroduced if or when case numbers rebound<\/strong>. Last, while experience in China and now South Korea show that suppression is possible in the short term, it remains to be seen whether it is possible long-term, and whether the social and economic costs of the interventions adopted thus far can be reduced.\u201d<\/p>\n<p><strong>COVID-19 IN EGYPT -<\/strong><\/p>\n<p><a id=\"tldr-story-02\" class=\"content-anchor\"><\/a><strong> Egypt has now reported 366 cases of covid-19<\/strong> after confirming yesterday 39 new infections, all of them Egyptians, a Health Ministry <a href=\"https:\/\/bit.ly\/2J71y8o\">statement<\/a> said. The MoH also confirmed five new deaths from the disease, including four Egyptians and an Indian national, bringing the death toll to 19. A total of 68 patients are now reported to have fully recovered, while another 96 appear to be on the path to recovery after having tested negative for the virus that causes covid-19.<\/p>\n<p><strong>Among the dead: A second senior member of the Armed Forces<\/strong>, as the military mourned the passing of Maj. Gen. Shafee Daoud, who it said died after contracting the virus that causes covid-19 while participating in disinfection efforts, <a href=\"https:\/\/www.shorouknews.com\/news\/view.aspx?cdate=23032020&id=54f9c716-51b4-40db-89f9-d99056a9a95c\">Al Shorouk reports<\/a>. Daoud, who was head of the major infrastructure projects at the Armed Forces Engineering Authority, is the second senior military officer to pass away from the virus in the past two days, after Maj. Gen. Khaled Shaltout was reported to have died on Sunday. AFP also has <a href=\"https:\/\/www.france24.com\/en\/20200323-virus-kills-2-senior-military-officers-in-egypt\">the story<\/a>.<\/p>\n<p><strong>The House of Representatives will stay in recess until 12 April<\/strong> as a precaution against the spread of covid-19, <a href=\"https:\/\/www.shorouknews.com\/news\/view.aspx?cdate=23032020&id=0057f17a-8fd9-4c5e-8d45-af134b3ba309\">Al Shorouk reports<\/a>. MPs were originally scheduled to reconvene for a general assembly session on 29 March.<\/p>\n<p><strong>The Housing Ministry will expedite payments to New Alamein contractors who want to <\/strong><strong>furlough their workforces<\/strong>, <a href=\"https:\/\/bit.ly\/2WJfn57\">the local press<\/a> reports. Contractors will use the funding to meet payment obligations to subcontractors if they decide to stop work for a two-week period to help prevent the spread of the viruses. They will be required to pay workers 50% of their salaries while they\u2019re off work.<\/p>\n<hr class=\"grey-line\" \/>\n<p><strong>The Finance Ministry has extended again the deadline for personal tax return filings to <\/strong><strong>April 16 <\/strong>and is encouraging people to file online by waiving e-payment fees, <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/1629376\">according to Al Masry Al Youm<\/a>. A support hotline, which can be reached at 16395, will help guide individuals through the Tax Authority\u2019s online portal.<\/p>\n<p><strong>*** With businesses and auditors alike facing disruptions, the Tax Authority needs to <\/strong><strong>push <\/strong><strong>back filing deadlines for businesses, too. <\/strong>And with the need for stimulus increasingly clear, it needs to look at deferring tax payments, particularly for SMEs. The US is <a href=\"https:\/\/blog.turbotax.intuit.com\/tax-news\/is-the-tax-deadline-delayed-what-to-know-about-coronavirus-covid-19-and-your-taxes-46320\/\">rolling out<\/a> this type of <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sm948\">relief<\/a>, as has Canada at the <a href=\"https:\/\/www.canada.ca\/en\/department-finance\/news\/2020\/03\/canadas-covid-19-economic-response-plan-support-for-canadians-and-businesses.html#Extension_of_Deadline\">federal<\/a> and many <a href=\"https:\/\/winnipeg.ctvnews.ca\/tax-filing-deadline-extended-for-businesses-struggling-with-pandemic-1.4863550\">provincial<\/a> levels. At this point, it\u2019s simply the right thing to do.<\/p>\n<hr class=\"grey-line\" \/>\n<p><strong>Arab Contractors has suspended its work on phase 4B of Cairo Metro Line 3 <\/strong><strong>for one week<\/strong> to deep clean workspaces for the project, according to an internal memo <a href=\"https:\/\/www.shorouknews.com\/news\/view.aspx?cdate=23032020&id=8561e627-46ea-4afe-8b28-fba5eb7baa52\">carried by Al Shorouk<\/a>. The suspension came into effect yesterday, and work is set to resume next Sunday, 29 March. Phase 4B includes three stations spanning 2.3 km.<\/p>\n<p><strong>The Federation of Chambers of Commerce is trying to convince members in some key <\/strong><strong>market districts to voluntarily shut down for 10 days<\/strong>, according to a report in the <a href=\"https:\/\/alborsaanews.com\/2020\/03\/23\/1310991\">domestic press<\/a>. The districts are popular for their wood, building materials, home appliance and sanitaryware vendors and are in districts including El Sabtia, Darb Saadah, Hammam El Talat, El Mousky, the Jewish Quarter, Al Azhar, and El Ghouria and Abu El Nimros in Giza.<\/p>\n<p><strong>Some 40k street vendors have been ordered to clear out of Attaba and El Mousky\u2019s <\/strong><strong>outdoor souks <\/strong>as part of the government\u2019s efforts to prevent the spread of covid-19 through reduced physical contact, <a href=\"https:\/\/bit.ly\/3dlksGp\">Masrawy reports<\/a>. Exceptions made for grocery stores in the two districts, which will also have to abide by nationwide closures from 7pm to 6am.<\/p>\n<p><strong>The Journalist\u2019 Syndicate is shutting its head office for two weeks <\/strong>as a precautionary measure to help slow the spread of the disease, <a href=\"https:\/\/www.youm7.com\/story\/2020\/3\/24\/%D9%86%D9%82%D9%8A%D8%A8-%D8%A7%D9%84%D8%B5%D8%AD%D9%81%D9%8A%D9%8A%D9%86-%D9%8A%D8%B9%D9%84%D9%86-%D8%BA%D9%84%D9%82-%D9%85%D9%82%D8%B1-%D8%A7%D9%84%D9%86%D9%82%D8%A7%D8%A8%D8%A9-%D9%88%D9%8A%D8%B5%D8%AF%D8%B1-%D8%AD%D8%B2%D9%85%D8%A9-%D9%82%D8%B1%D8%A7%D8%B1%D8%A7%D8%AA-%D9%84%D9%85%D9%88%D8%A7%D8%AC%D9%87%D8%A9\/4685616\">Youm7 reports<\/a>. The Oil Ministry started accepting bids last Sunday, and will continue to do so through 15 July, for a 56k sq km exploration area in the Eastern Desert. Further licensing details were released <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2240445a-77ec-406e-ae40-941e64f96442\">yesterday<\/a>. Despite a late rally, the S&P 500 was down more than 3% at the closing bell, and the Dow Jones fell 2.9%.<\/p>\n<p><strong>Point your fingers at Washington:<\/strong> Senate negotiations over a USD 1.6 tn economic rescue package remained at a standstill yesterday amid partisan disagreements over the GOP legislation. Democrats, who want to make the corporate bailout process more transparent and allocate more funds to workers and the healthcare sector, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-03-24\/pelosi-s-2-5-trillion-virus-bill-delays-mortgage-car-payments?srnd=premium&sref=mmeFTDW1\">unveiled a rival USD 2.5 tn plan<\/a> that would place more restrictions on the financial industry. Treasury Secretary Steve Mnuchin and Senate Minority Leader Chuck Schumer both gave optimistic statements, but the day ended without agreement. <a href=\"https:\/\/www.wsj.com\/articles\/senate-resumes-talks-after-blocking-coronavirus-rescue-package-11584966436?mod=hp_lead_pos2\">The Wall Street Journal has more<\/a>.<\/p>\n<p><strong>Monetary policy can only do so much:<\/strong> \u201cThe Fed has really rallied to do as much as it can to extend its reach, but I think at the end of the day, the markets recognize this requires a fiscal response,\u201d <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-03-22\/dollar-dips-in-early-trading-kiwi-declines-on-qe-markets-wrap?sref=mmeFTDW1\">said Nela Richardson, an investment strategist at Edward Jones<\/a>. \u201cEvery time the Fed takes a strong step forward there\u2019s a kind of, \u2018Oh no, this is worse than anyone thought\u2019 reaction in the market.\u201d<\/p>\n<p><strong>Sawiris\u2019 gold gambit may be paying off:<\/strong> Gold futures posted their biggest single-day gain against the USD on record yesterday in response to the Fed\u2019s pledge to flood the system with unlimited stimulus, <a href=\"https:\/\/www.marketwatch.com\/story\/gold-extends-rise-as-fed-ramps-up-monetary-stimulus-measures-amid-coronavirus-outbreak-2020-03-23\">MarketWatch reported<\/a>. Goldman Sachs analysts now see prices <a href=\"https:\/\/www.fxstreet.com\/news\/gold-seen-higher-at-1800-due-to-feds-qe-goldman-sachs-202003240214\">rising above USD 1.8k<\/a>. We have more on Naguib Sawiris\u2019 comments on the gold market in this morning\u2019s Speed Round, below.<\/p>\n<p><strong>Meanwhile in Europe: Can the ECB\u2019s latest stimulus prevent a new sovereign debt crisis?<\/strong><\/p>\n<p>The European Bank\u2019s EUR 750 bn nine month liquidity injection plan into European markets is set to soften the blow of spiraling economies and already showed promise as bond markets rallied after the announcement, but much of the recovery still falls upon the fiscal policies put in place by national governments, <a href=\"https:\/\/www.ft.com\/content\/a7496c30-6ab7-11ea-800d-da70cff6e4d3\">the FT says<\/a>.<\/p>\n<p><strong>MUST READ: The world\u2019s richest countries are going to have to step up to the plate and <\/strong><strong>spare emerging markets the pain of corona,<\/strong> <a href=\"https:\/\/www.ft.com\/content\/1056a4da-6acd-11ea-800d-da70cff6e4d3\">the Financial Times editorial board argues<\/a>. \u201cSupporting emerging markets is not just about the moral imperative of caring for the world\u2019s poorer populations. For richer countries, it is also a matter of self-interest. Economic disaster that stokes pandemic in, say, India, Indonesia or sub-Saharan Africa could rebound on the developed world if travellers from those regions cause additional waves of infection. The chain of defence against coronavirus is only as strong as the weakest link. Investing to bolster weak links will be money very well spent.\u201d<\/p>\n<p class=\"web-image stand-out-borderless\"><a href=\"http:\/\/somabay.com\/\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2020\/3\/Jetty-Web-1.png?ssl=1\" alt=\"enterprise\" \/><\/a><\/p>\n<p><strong>Covid-19 \u201caccelerating\u201d -WHO: <\/strong>The World Health Organization (WHO) has warned that the covid-19 pandemic is \u201caccelerating\u201d as the global toll has surpassed 350k cases and more than 15k deaths. Health systems worldwide could be overwhelmed in a few matter of weeks if the outbreak is not brought under control, WHO Director-General Tedros Adhanom Ghebreyesus <a href=\"https:\/\/www.cnbc.com\/2020\/03\/23\/coronavirus-pandemic-is-accelerating-as-cases-eclipse-350000-who-says.html\">said at a press briefing<\/a>.<\/p>\n<p><strong>But in <\/strong><strong>Italy there is actually some good news: <\/strong><a href=\"https:\/\/www.rte.ie\/news\/world\/2020\/0322\/1124706-italy-new-death-toll\/\">The rate of new confirmed cases and deaths<\/a><a href=\"https:\/\/www.rte.ie\/news\/world\/2020\/0322\/1124706-italy-new-death-toll\/\">slowed on Sunday<\/a>, perhaps providing a first sign that the country\u2019s unprecedented shutdown could be beginning to deliver results. Italy has been the hardest hit country by the covid-19 outbreak in Europe, now considered the epicenter of the global pandemic, with a confirmed 59,138 cases.<\/p>\n<p><strong>The Olympics will be postponed until 2021 due to the virus,<\/strong> member of the International Olympic Committee Dick Pound <a href=\"https:\/\/www.bbc.co.uk\/sport\/athletics\/52002474\">has said<\/a>.<\/p>\n<p>Curfews, shut-downs, lock-downs, travel bans:<\/p>\n<ul>\n<li><strong>The UK has become the latest European country to lock down:<\/strong> PM Boris Johnson yesterday announced strict new rules on when people can leave their homes. (<a href=\"https:\/\/www.bbc.co.uk\/news\/uk-52012432\">BBC<\/a>)<\/li>\n<li><strong>Saudi Arabia officially imposed a curfew last night<\/strong>, ordering a shutdown across all non-essential services from 7 pm to 6 am for up to 21 days.
