We have the story in full in this morning\u2019s Speed Round, below.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-04\"><\/a> <strong>Shoukry heads to Washington for GERD talks \u2014 and Ethiopia decides to be a no-show:<\/strong> It appears Egypt, Ethiopia, and Sudan will not be reaching a final agreement over the Grand Ethiopian Renaissance Dam (GERD) by the end of the month as was previously hoped, with Ethiopia saying yesterday it would not be attending what was widely believed to be the final round of talks <a href=\"https:\/\/bit.ly\/2uzae3O\">over the dam<\/a>. Foreign Minister Sameh Shoukry is in Washington, DC today for the talks, which take place tomorrow and Friday, <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/photos\/a.825570437621323\/1519503084894718\/?type=3&theater\">according to cabinet statement<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Telecom Egypt will <\/strong><strong><a href=\"https:\/\/alborsaanews.com\/2020\/02\/25\/1300135\">meet today with financial advisors EFG Hermes and Citibank<\/a><\/strong> to discuss how it will respond to Saudi Telecom\u2019s planned <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ec10025b-169b-47c4-a0b7-a14f8b6618ee\">USD 2.4 bn acquisition of Vodafone Group\u2019s 55% stake in Vodafone Egypt<\/a>. TE, which holds the remaining 45% of the company, could stop what could be Egypt\u2019s largest M&A transaction in its tracks if it <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4e59dc11-31e2-4460-946b-b7499a1a7735\">chooses to use its pre-emption rights<\/a> and make a counteroffer to purchase Vodafone Group\u2019s stake.<\/p>\n<p><strong>The House Planning and Budgeting Committee is almost ready to pass the new <\/strong><strong>draft Customs Act<\/strong>, head of the Customs Authority El Sayed Kamal Negm said, <a href=\"https:\/\/bit.ly\/2VhxH4x\">according to Al Mal<\/a>. The new act would integrate the customs and customs exemption acts into one legislation and includes electronic documents submission and electronic signatures. The proposed Customs Act <a href=\"https:\/\/enterprise.press\/stories\/2019\/12\/19\/egypts-new-customs-act-expected-to-come-into-effect-in-1h2020-8760\/\">is expected to come into effect in 1H2020<\/a>, and would expedite clearance through a white list of importers, broaden the powers of customs clearance agents, and include customs breaks for local manufacturers, among other things.<\/p>\n<p><strong>Our elected representatives will take a short recess until 8 March<\/strong>, <a href=\"http:\/\/bit.ly\/2w7tTbi\">reports Al Shorouk<\/a>. Committee-level meetings will continue as they normally would during the recess, but general assembly meetings will be on pause.<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-05\"><\/a> <strong>The EGP rally may push the government's fuel pricing committee to lower prices when it <\/strong><strong>meets next month<\/strong>, Oil Minister Tarek El Molla <a href=\"http:\/\/bit.ly\/2VorEeC\">hinted yesterday<\/a>. The EGP appreciation, alongside a trend that has seen global oil prices plummet since the covid-19 outbreak, could prompt cuts. The committee maintained prices for all grades when it held <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/07\/egypt-cuts-fuel-prices-for-first-time-since-2016\/\">its 1Q2020 meeting<\/a> under a new pricing mechanism which took hold <a href=\"https:\/\/enterprise.press\/stories\/2019\/01\/08\/govt-to-implement-fuel-pricing-mechanism-on-95-octane-gasoline-in-2q2019\/\">last year<\/a>.<\/p>\n<p><strong>More favorable energy prices for factories -El Said: <\/strong>Manufacturers may also see be getting lower energy rates when another committee meets next month, said Planning and Economic Development Minister Hala El Said. The government recently set up a committee tasked with reviewing energy prices every six months. <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/07\/egypt-reduces-natural-gas-prices-for-three-types-of-factories\/\">In its first meeting last October<\/a>, the committee lowered the price of natural gas for the cement, metallurgy, and ceramics industries after repeated calls and lobbying efforts.<\/p>\n<p><strong>President Abdel Fattah El Sisi has ratified amendments to the VAT Act raising the sin tax<\/strong><strong> on cigarettes and tobacco products<\/strong>, <a href=\"https:\/\/bit.ly\/2Tfq2AZ\">according to Masrawy<\/a>. An international health crisis could undercut global GDP due to workplace absenteeism, lower productivity, declining travel, disrupted supply chains, and reduced trade and investment.<\/p>\n<p><strong>Are the IMF and WHO in covid-19 denial?<\/strong> The World Health Organization has said the virus outbreak is \u201cdeeply concerning\u201d but has still stopped short of deeming it a full-blown global pandemic, while the IMF thinks the virus will only force it to knock 0.1 percentage points from its 3.3% global growth forecast for 2020. S&P <a href=\"https:\/\/www.spglobal.com\/ratings\/en\/research\/articles\/200204-coronavirus-impact-key-takeaways-from-our-articles-11337257\">said yesterday<\/a> it expected global growth to slow down by 0.3 percentage points this year as a result of the outbreak, with China\u2019s growth forecast reduced by 0.7 percentage points.<\/p>\n<p><strong>The UAE and Turkey have placed restrictions on flights to Iran<\/strong>, which is emerging as the leading disperser of covid-19 in the Middle East with almost 100 cases, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-02-25\/u-a-e-halts-flights-to-iran-except-tehran-as-virus-cases-rise?srnd=premium-middle-east\">according to Bloomberg<\/a>.<\/p>\n<p><strong>Bahrain has also halted flights from Dubai and Sharjah<\/strong>, where many Iranian travelers transit to reach Bahrain. Almost all of the cases in the GCC at present are believed to have an Iranian vector involved.<\/p>\n<p><strong>Kuwait <\/strong><strong><a href=\"https:\/\/www.gov.uk\/foreign-travel-advice\/kuwait\/health\">has also decided<\/a><\/strong><strong> to refuse entry to individuals<\/strong> traveling from China, Singapore, Hong Kong, South Korea, Thailand, Italy, and Iran in a bid to curb the spread of the virus.<\/p>\n<p><strong>US markets closed down sharply yesterday<\/strong>, with the S&P500 shedding 3% and Asian markets are down again this morning, from China to Korea and Japan. Meanwhile, <strong>the yield on 10-year US treasuries hit a record low<\/strong>, with the WSJ noting that \u201cthe 10-year yield was pushed sharply lower by reports the coronavirus was spreading outside China.\u201d<\/p>\n<p>US health officials have warned that the spread of the virus to America, with a top Center for Disease Control official saying yesterday that \u201c<strong>the current global circumstances suggest it is likely this virus will cause a pandemic<\/strong>\u201d that could present <a href=\"https:\/\/www.cnbc.com\/2020\/02\/25\/coronavirus-latest-updates.html\">\u201csevere\u201d disruptions to daily life<\/a>.<\/p>\n<p><strong>Investors are offloading the World Bank\u2019s \u201cpandemic bonds\u201d<\/strong> amid expectations they will begin paying out to the countries affected by covid-19, <a href=\"https:\/\/www.ft.com\/content\/70dd05ac-54d8-11ea-8841-482eed0038b1\">according to the Financial Times<\/a>. These bonds were designed to pay out interest to investors until a pandemic hits (and some requirements, including a certain number of deaths in more than one country, are met), at which point the payments are made to the affected countries. The covid-19 outbreak has so far met most of these requirements, meaning investors won\u2019t be pocketing the double-digit returns on the bonds for much longer. While the instrument is meant to help curb these health disasters, the requirement that 12 weeks pass from the initial outbreak until funds are directed to the issue itself means the payout might be \u201ctoo little, too late.\u201d<\/p>\n<p class='web-image stand-out-borderless' ><a href='http:\/\/somabay.com\/'><img data-recalc-dims=\"1\" src=\"https:\/\/i0.wp.com\/ent.news\/2020\/2\/Mesca-1600px.png?ssl=1\" alt='enterprise'><\/a><\/p>\n<p><strong>The UAE is aiming to produce 44% of its energy from renewable sources<\/strong>, Energy Minister Suhail Al Mazrouei said without specifying a timeframe, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-02-25\/u-a-e-plans-for-44-of-energy-supply-to-come-from-renewables?srnd=premium-middle-east&sref=mmeFTDW1\">according to Bloomberg<\/a>. However, he did specify that the country aims to capture 5 mn tons of carbon dioxide by 2030.<\/p>\n<p><strong>S&P downgrades Lebanon\u2019s credit rating as debt default is almost a sure thing at<\/strong><strong> this point:<\/strong> With a March 9 deadline to repay its USD 1.2 bn eurobond fast approaching, <a href=\"https:\/\/www.standardandpoors.com\/en_US\/web\/guest\/article\/-\/view\/type\/HTML\/id\/2386741\">S&P Ratings says<\/a> Lebanon defaulting on the payment as all but a forgone conclusion. The ratings agency downgraded its long-term foreign and local currency sovereign debt ratings to CC from CCC, with a negative outlook. A default would be the first in Lebanon\u2019s history, but S&P says it\u2019s also possible the government could restructure the debt through \u201can exchange offer swapping 2020 bonds for longer-dated securities,\u201d which the agency says it would view as \u201cdistressed and tantamount to default.\u201d<\/p>\n<hr class=\"grey-line\">\n<p><strong>Knives out for Bernie and Bloomberg:<\/strong> The Democratic Debate in South Carolina wrapped up minutes before dispatch time, after more than two hours of the candidates collectively beating up on Senator Bernie Sanders in a bid to curb his momentum following a landslide win in the Nevada caucus. Michael Bloomberg also got some flak for his time as New York City mayor and \u201chis past support for Republicans,\u201d <a href=\"https:\/\/www.cbsnews.com\/live-updates\/democratic-debate-south-carolina-live-stream-cbs-news-2020-02-25\/\">CBS says<\/a>.
