Meanwhile, the Central Bank of Egypt will release today its foreign reserves figure as of the end of January.<\/p>\n<p><strong>Egypt, Sudan, Ethiopia are in the home stretch of GERD agreement as technical talks get underway:<\/strong> A two-day meeting of technical and legal experts kicked off in Washington yesterday to continue talks on a draft agreement that would regulate the filling and operations of the Grand Ethiopian Renaissance Dam, <a href=\"http:\/\/bit.ly\/2UlrUuf\">a source tells Masrawy<\/a>. The Egyptian, Sudanese, and Ethiopian foreign and water ministers \u2014 who <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e3e1b02a-ace4-4ef7-b2cb-0c4e702e300a\">agreed<\/a> last Friday on key issues following four days of meetings in DC \u2014 mandated teams from their ministries to prepare a final contract covering those sticking points.<\/p>\n<p><strong>The ministers will meet again in Washington on 12 and 13 February<\/strong> to review the final agreement with an eye on signing it by the end of the month. The agreement is expected to outline mechanisms for cooperation and dispute resolution, <a href=\"http:\/\/bit.ly\/36RadoJ\">a Foreign Ministry statement<\/a> out on Friday said.<\/p>\n<p><strong>Closer to home, the first round of public consultations on the Local Administration Act <\/strong><strong>begin tomorrow<\/strong>, <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/1467970\">Al Masry Al Youm reports<\/a>, and will run for a 20-day period. The House of Representatives\u2019 discussion of the act, which aims to decentralize local councils and organize district elections, was postponed in a plenary session <a href=\"https:\/\/enterprise.press\/stories\/2019\/12\/23\/egypts-parliament-postpones-discussion-of-local-administration-act-8921\/\">in December<\/a> after the Support Egypt coalition rejected the draft as it stood. It\u2019s still unclear what the sticking points were.<\/p>\n<p><strong>District elections to slip to next year? <\/strong>President Abdel Fattah El Sisi said last <a href=\"https:\/\/enterprise.press\/stories\/2019\/09\/15\/el-sisi-addresses-accusations-of-military-government-corruption-at-egypts-national-youth-conference\/\">September<\/a> that local elections would be held in 2019 or early 2020, but that assumed the legislation would be passed in December. That deadline could now slip to 2021 given <strong>voters are heading to the polls late this year in elections for the House of Representatives <\/strong>and the newly reconstituted Senate.<\/p>\n<p><strong>News triggers<\/strong> to keep your eye on over the coming weeks:<\/p>\n<ul>\n<li><strong>Inflation figures will be published<\/strong> next Monday, 10 February;<\/li>\n<li><strong>The <\/strong><strong><a href=\"https:\/\/www.egyps.com\/\">Egypt Petroleum Show<\/a><\/strong> runs 11-13 February;<\/li>\n<li><strong>The CBE will meet on Thursday, 20 February<\/strong> to discuss interest rates.<\/li>\n<\/ul>\n<hr class=\"grey-line\">\n<p><strong>The death toll from the Wuhan coronavirus has <\/strong><strong><a href=\"https:\/\/www.cnbc.com\/2020\/02\/04\/coronavirus-latest-updates-china-hubei.html\">now broken 425<\/a><\/strong> and the Financial Times is openly musing that it has <a href=\"https:\/\/www.ft.com\/content\/9393cb52-4435-11ea-a43a-c4b328d9061c\">\u201cput globalization in reverse\u201d<\/a> as worry about a pandemic spreads.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>The coronavirus outbreak will cut global GDP growth by 0.1-0.3%<\/strong>, depending on when the rate of infections peaks, <a href=\"https:\/\/www.ft.com\/content\/eb6a7d40-4691-11ea-aee2-9ddbdc86190d\">the Financial Times says<\/a>, citing Goldman Sachs forecasts. A big part of the damage will come in the first quarter, with the bank estimating 2% to be \u201cshaved off global growth at an annualised rate\u201d due to a direct hit to China\u2019s economy.\u201d There will be \u201csome lost output,\u201d and recovery in subsequent quarters won\u2019t necessarily make up for it, Goldman chief Asia economist, Andrew Tilton says.<\/p>\n<p><strong>China\u2019s <\/strong><strong><a href=\"https:\/\/www.ft.com\/content\/14867176-461e-11ea-aeb3-955839e06441\">stocks saw their worst day<\/a><\/strong><strong> since August 2015 yesterday<\/strong> as markets reopened after the Lunar New Year holiday, falling 9.1% before recouping some of the losses to close down 7.9%. The market performance comes despite the Chinese central bank injecting RMB 1.2 tn (USD 171 bn) into the financial system to contain the effect of the outbreak, its largest one-day open market operation since 2004.<\/p>\n<p><strong>China accused t US has been fanning the flames of worry over the outbreak<\/strong>, <a href=\"http:\/\/www.china-embassy.org\/eng\/fyrth\/t1738551.htm\">China\u2019s<\/a><a href=\"http:\/\/www.china-embassy.org\/eng\/fyrth\/t1738551.htm\">foreign ministry claimed<\/a>, pointing to Washington\u2019s move to impose travel restrictions on China despite this not being a recommended move from the World Health Organization.<\/p>\n<p><strong>OPEC and its allies are discussing major oil production cuts by Saudi Arabia in response <\/strong><strong>to the coronavirus<\/strong>, which has resulted in a sharp fall in crude prices amid lower demand from China, the world\u2019s largest oil consumer, the <a href=\"https:\/\/www.wsj.com\/articles\/saudis-mull-drastic-oil-cuts-in-response-to-coronavirus-11580728630?mod=hp_lead_pos1\">Wall Street Journal reports<\/a>. <strong>Oil prices rose on the news<\/strong>, but Brent still remains at around USD 56\/bbl.<\/p>\n<p><strong>Egyptian expats who were evacuated from Wuhan have landed in Matrouh<\/strong>, where they will be under quarantine for 14 days, Aviation Minister Mohamed Manar said, <a href=\"https:\/\/www.masrawy.com\/news\/news_egypt\/details\/2020\/2\/3\/1717377\/%D9%88%D8%B2%D9%8A%D8%B1-%D8%A7%D9%84%D8%B7%D9%8A%D8%B1%D8%A7%D9%86-%D8%A7%D9%84%D8%B5%D9%8A%D9%86-%D8%A7%D8%B4%D8%AA%D8%A8%D9%87%D8%AA-%D9%81%D9%8A-%D8%A5%D8%B5%D8%A7%D8%A8%D8%A9-%D9%85%D8%B5%D8%B1%D9%8A%D9%8A%D9%86-%D8%A7%D8%AB%D9%86%D9%8A%D9%86-%D8%A8%D9%83%D9%88%D8%B1%D9%88%D9%86%D8%A7-%D9%88%D9%85%D9%86%D8%B9%D8%AA-%D8%B3%D9%81%D8%B1%D9%87%D9%85%D8%A7#HpFeature\">according to Masrawy<\/a>.
