<\/a> Egypt turns down Russia\u2019s offer to intervene in GERD impasse:<\/strong> Foreign Minister Sameh Shoukry declined yesterday Russian Foreign Minister Sergey Lavrov\u2019s suggestion that Moscow could step in as a mediator in the Grand Ethiopian Renaissance Dam (GERD) talks with Ethiopia and Sudan, Lavrov said during a press conference in Cairo yesterday (watch, runtime: 60:06<\/a>). Shoukry thanked Lavrov, who was in town yesterday for talks with the foreign minister and President Abdel Fattah El Sisi, for backing Egypt\u2019s position on wanting to reach a binding agreement on the dam\u2019s operation and filling, but said that accepting the offer would be a \u201cunilateral measure,\u201d which Egypt does not condone.<\/p>\n

That\u2019s diplomacy-speak for \u201cEthiopia, take note\u201d:<\/strong> Shoukry\u2019s comment is directed at none other than Addis Ababa, which has insisted<\/a> it will unilaterally move ahead with the second filling of GERD\u2019s reservoir. Ethiopia has also rejected Egypt and Sudan\u2019s proposal to bring in an international quartet to mediate the impasse, meaning Egypt accepting Lavrov\u2019s intervention offer would also amount to a unilateral move.<\/p>\n

Still, Egypt wouldn\u2019t mind if Moscow gave Ethiopia a push in the right direction:<\/strong> \u201cWe also rely on Russia \u2026 to push parties to refrain from unilateral actions,\u201d the minister said at the presser.<\/p>\n

Moscow wants the three countries to reach an agreement \u201cas soon as possible,\u201d<\/strong> an Ittihadiya statement<\/a> quoted Lavrov as saying in a meeting with El Sisi yesterday. The two discussed military and security matters, the statement said, without giving further details.<\/p>\n

Ethiopia doesn\u2019t seem in the mood to compromise right now<\/strong>, yesterday accusing Egypt<\/a> of \u201cfailing to recognize Ethiopia\u2019s generosity\u201d and suggesting that there are ulterior motives behind Sudan\u2019s rejection of the GERD.<\/p>\n
