The agreement, which was signed on the penultimate day of the <a href=\"https:\/\/trans-mea.com\/\">TransMea 2021<\/a> transport conference, comes as ADP signaled it could invest as much as USD 500 mn in Egypt should it land contracts for two port development projects, including the Safaga Port. The agreement is among eight MoUs and cooperation protocols signed at the conference.<\/p>\n<p><strong>We\u2019ll have a deep dive into the details of the agreements signed at the transport conference in tomorrow\u2019s edition of Hardhat<\/strong>, our weekly publication on infrastructure in Egypt.<\/p>\n<p><strong>Over at the <\/strong><strong><a href=\"https:\/\/cairoict.com\/\">Cairo ICT<\/a><\/strong><strong> exhibition<\/strong>, Benya Capital <a href=\"https:\/\/ent.news\/2021\/11\/Press-Release-Benya-Group-Openner-Sign-Memorandum-of-Understanding-to-Launch-50-million-Venture-Capital-Fund.docx.pdf\">signed an MoU (pdf)<\/a> with international VC firm <a href=\"https:\/\/www.openner.vc\/\">Openner<\/a> that will see Openner participate in launching Benya\u2019s new <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/49380cc1-6130-4023-bd5d-14ea65b41005\">USD 50 mn VC fund<\/a>, Benya Ventures.<\/p>\n<p><strong>And we mustn\u2019t forget, Russian charter flights are back:<\/strong> Moscow resumed charter flights between Russia and Hurghada and Sharm El Sheikh today, <a href=\"https:\/\/bit.ly\/3wtZqzq\">Russia Today<\/a> reports. But as with the first agreement, the WHO has yet to provide detail on how and when they would execute the plan. Some 12 countries have set a more specific target of going net-zero by as late as 2050, but have yet to provide specifics on how they aim to achieve that goal either. Healthcare related emissions account for <a href=\"https:\/\/www.nytimes.com\/interactive\/2021\/11\/05\/climate\/climate-change-health.html\">a total 5%<\/a> of global CO2 emissions.<\/p>\n<p><strong>Separately, an agreement to halt new car emissions by 2040 due to be unveiled <\/strong><strong>tomorrow is struggling to pick up steam <\/strong>as the US, China and Germany are holding out on committing, <a href=\"https:\/\/www.ft.com\/content\/8c4a1809-902f-4582-a29e-1c83a97b9dff\">the Financial Times<\/a> reports. Global automakers like Volkswagen and BMW have yet to sign on to any commitments due to the absence of key governments in the agreement. \u201cThere remains considerable uncertainty about the development of global infrastructure to support a complete shift to zero emission vehicles,\u201d said BMW, who remained skeptical about the pace of shifting away from combustion engines, particularly in lower income countries. Ford, General Motors, Daimler and Volvo have said they are on board, and have pledged to phase out emissions at various points in the coming two decades.<\/p>\n<p><strong>New pledges by Japan could help developed countries make good on their <\/strong><strong>climate finance commitments: <\/strong>Japan\u2019s <a href=\"https:\/\/asia.nikkei.com\/Spotlight\/Environment\/Climate-Change\/COP26\/Japan-pledges-extra-10bn-of-overseas-climate-financing\">pledge last week<\/a> of an additional USD 2 bn a year for the next five years towards helping lower-income countries mitigate the impacts of climate change could help developed countries reach their target by 2022, the <a href=\"https:\/\/www.ft.com\/content\/2fc0398d-c982-4214-b534-1ee3205cde97\">Financial Times<\/a> estimates. Rich countries had made a 2009 pledge to commit an annual USD 100 bn in climate finance by 2020 to help lower-income countries through their green transitions, but were not expected to reach that goal till 2023, with <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bd63426e-a914-4a11-80c6-a82849046ea2\">estimates putting<\/a> the total funds currently at around USD 88-90 bn annually. Additional funding from <a href=\"https:\/\/www.reuters.com\/business\/environment\/italy-hikes-climate-finance-contribution-14-bln-per-year-next-five-yea-2021-10-31\/\">Italy<\/a>, the <a href=\"https:\/\/www.gov.uk\/government\/news\/uk-calls-for-world-to-be-climate-resilient-by-2030-as-cop26-delivers-billions-for-most-vulnerable\">UK<\/a> and <a href=\"https:\/\/um.dk\/en\/news\/newsdisplaypage\/?newsid=19ff00c8-06c5-4994-9087-ed03e2d27331\">Denmark<\/a> is expected to help plug the gap, though not all of it will begin flowing next year.<\/p>\n<p><strong>HAPPENING NOW-<\/strong><\/p>\n<p><strong>Day two of the \u201c<\/strong><strong><a href=\"https:\/\/eg.usembassy.gov\/u-s-egypt-strategic-dialogue-november-8-9\/\">strategic dialogue<\/a><\/strong><strong>\u201d between Egypt and the United States is now<\/strong><strong> getting underway.<\/strong> Foreign Minister Sameh Shoukry and US Secretary of State Antony Blinken <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a4b1d0dc-6b9d-4d59-8469-5bd34bc62a7d\">addressed reporters<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a4b1d0dc-6b9d-4d59-8469-5bd34bc62a7d\">yesterday<\/a> at the end of the first day of talks, which saw the two sides cover everything from Egypt\u2019s role as a key diplomacy anchor for the US in the region, concerns over human rights, and plans for climate-related and economic cooperation between the two countries.<\/p>\n<p><strong>FOR TOMORROW-<\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-03\"><\/a> <strong>Inflation figures for October will be released tomorrow: <\/strong>Egypt\u2019s headline inflation rate has been ticking up in recent months, hitting a 20-month high of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9734c255-82fb-4ede-9084-de53f4dbb70d\">6.6% in September<\/a> on the back of rising food and energy prices. The government had decided to raise the cost of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0a41ad6b-9141-4ceb-9c19-9cdb81e423f3\">natural gas for manufacturers<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/390900ee-1b5c-47ff-89a3-2a7cc122897e\">gasoline prices for motorists<\/a> last month, and fertilizer and chemicals producers have signaled they could raise their prices <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f95278a5-2fa0-49f9-970b-e0249de43b6d\">by up to 20%<\/a> to protect their operating margins. Then there\u2019s the rising international wheat prices, partially due to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/01393c38-caed-41c5-a0dd-1d4724b14015\">rising demand from Egypt<\/a>.<\/p>\n<p><strong>Carry trade still trumps inflation for now:<\/strong> Although the headline rate remains within the Central Bank of Egypt\u2019s target range of 7% (+\/-2%) \u2014 and analysts <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9960784b-94f2-435a-af19-a204ecac1df4\">we\u2019ve spoken with<\/a> predict a stabilization of prices next year \u2014 rising commodity prices will likely factor into inflation figures over the next few months. We have <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9960784b-94f2-435a-af19-a204ecac1df4\">one of the highest real interest rates<\/a> in the world, making our bonds attractive to foreign portfolio investors. <strong>The central bank\u2019s Monetary Policy Committee will meet one more time this year to review interest rates on 16 December. <\/strong><\/p>\n<p><strong>But we need to watch out as developed countries are in a negative real interest rate climate in developed economies <\/strong><strong>despite <\/strong><strong>spiraling <\/strong><strong>i<\/strong><strong>nflation. <\/strong>Countries including the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/01ff5ec8-6224-4431-8796-fcb03e034f26\">US<\/a>, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/17f4feb1-0f1a-483e-8515-a4aea2f91682\">UK<\/a> and Germany are seeing persistent negative real interest rates after their central banks declined to hike rates anytime soon despite rising inflation, analysts tell the <a href=\"https:\/\/www.ft.com\/content\/c99e31e5-cb71-4fb7-9759-8bec058ed2c6\">Financial Times<\/a>.<\/p>\n<p><strong>What\u2019s gotten analysts so worried? <\/strong>Rates below the neutral mark of 0 are highly stimulative, supporting debt financing and credit growth. But with developed markets already so highly valued, that could trigger financial instability down the line, some analysts warn.<\/p>\n<p><strong>But low interest rates are unlikely to last<\/strong>, with the Bank of England <a href=\"https:\/\/www.bankofengland.co.uk\/monetary-policy-report\/2021\/november-2021#percent\">saying last week<\/a> that interest rates will need to \u201crise moderately\u201d to return inflation to its 2% target. The Fed meanwhile began unwinding its huge stimulus program this month amid concerns that inflation will remain elevated for longer than previously thought, with its asset purchase program expected to be completely phased out by June 2022.<\/p>\n<p><strong>?
