The draft legislation \u2014 which implements World Bank recommendations \u2014 allows new companies to speed up their establishment and licensing procedures. Additionally, the relaxed 12-month grace period GAFI <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/egypt\/2025\/01\/14\/were-getting-a-revamped-companies-act-that-gafi-says-will-be-in-line-with-changing-investment-climate\/\" style=\"\">previously promised<\/a> new businesses has been slashed to eight months.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">Zafarana allocation to join sukuk program<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><a id=\"wwtt2\"><\/a> <strong>A new Zafarana land allocation is set to expand the Finance Ministry\u2019s asset pool for its local sovereign sukuk program<\/strong>, a senior government official tells EnterpriseAM. The allocation follows the launch of the government\u2019s EGP 200 bn local sukuk program last year, which was <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/egypt\/2026\/02\/05\/finance-ministry-and-egx-prepare-to-list-sovereign-sukuk-for-exchange-trading\/\" style=\"\">backed by land<\/a> in the Red Sea\u2019s Ras Shukeir area.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Why it matters:<\/strong> Sukuk are becoming a more permanent part of the government\u2019s funding toolkit. These instruments help the FinMin widen the investor base for public debt \u2014 particularly among Islamic banks and shariah-complaint investors \u2014 while pricing below conventional debt, the official tells us. New sukuk backed by the Zafarana plot could carry yields around 3-4 percentage points below traditional debt instruments. Early local sukuk issuances from November 2025 have <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/egypt\/2025\/11\/16\/local-sukuk-issuances-to-more-than-double-m-o-m-to-egp-14-bn-in-december\/\" style=\"\">already drawn strong demand<\/a> from banks and have given the ministry a funding route cheaper than some conventional instruments. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>This is not a land sale \u2014 the state is keeping the deed. <\/strong>The structure grants investors usufruct rights to exploit the assets for the duration of the sukuk, but explicitly prohibits transferring or selling the land, the source said. The Finance Ministry retains absolute ownership of the underlying assets, using them strictly as a guarantee.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What\u2019s next:<\/strong> The Finance Ministry is expected to set a new timetable for sukuk issuances in FY 2026\/27, with plans to diversify maturities beyond the three-year structure that has dominated the program so far.
