up from the 13.9% recorded in <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5f90826f-9546-4d3b-a410-316f1a7aac3d\" style=\"\" rel=\"noopener\">April<\/a>, according to data from state statistics agency Capmas. On a monthly basis, inflation rose 0.6 percentage points to 1.9%.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The inflation reading came in higher than forecasts set by experts we spoke to<\/strong>, as Ahly Pharos\u2019 Hany Genena <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/02eabfbe-a45d-4897-bbec-1f561e86ce93\/analysts-agree-annual-inflation-will-accelerate-in-may-%25e2%2580%2594-but-not-by-how-much\" style=\"\" rel=\"noopener\">saw<\/a> headline annual inflation coming in at 15.25% in May, while HC Securities\u2019 Heba Mounir expected inflation to accelerate only 0.3 percentage points to 14.2% y-o-y.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The central bank has been optimistic about the overall trajectory of inflation<\/strong>, <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2a14e89a-ecd2-4279-9309-ff06b2750da5\" style=\"\" rel=\"noopener\">predicting<\/a> last month that inflation would further dip throughout the remainder of 2025 and 2026.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What about core inflation? <\/strong>Annual core inflation \u2014 which excludes volatile items like food and fuel \u2014 rose to 13.1% in May from 10.4% in April, according to <a target=\"_blank\" href=\"https:\/\/www.cbe.org.eg\/en\/news-publications\/news\/2025\/06\/04\/08\/39\/cpi-press-release-may-2025\" style=\"\" rel=\"noopener\">data<\/a> from the Central Bank of Egypt (CBE). On a monthly basis, core inflation stood at 1.6% in May, compared to 1.2% the month before.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Driving the trend:<\/strong> Food and beverage price inflation, the largest component of the basket of goods and services used to calculate headline inflation, rose by 11.0% y-o-y. Fruit inflation saw the steepest annual increase during the month, rising 61.8% y-o-y. \u201cOn a seasonally-adjusted annualised basis, we estimate that prices rose by 24.2% y-o-y, which was the strongest pace since September,\u201d Capital Economics\u2019 James Swanston said in a <a target=\"_blank\" href=\"https:\/\/www.capitaleconomics.com\/publications\/middle-east-north-africa-rapid-response\/egypt-consumer-prices-may-2025\" style=\"\" rel=\"noopener\">note<\/a>. \u201cMeanwhile, our measure of energy inflation increased to a four-month high on the back of the hikes to local fuel prices towards the end of April that continued to filter through in May,\u201d Swanston added.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The effects of the rise in fuel prices may be starting to show: <\/strong>\u201cWe partially attribute the acceleration in inflation to a delayed pass-through effect of the 11 April c.12-15% increase in gasoline and diesel prices since it took place almost mid-month, which may have impacted food and beverage and transportation prices in May,\u201d HC Securities\u2019 Nemat Choucri told EnterpriseAM.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>ICYMI- <\/strong>The Madbouly government <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a9f5df8f-c96f-419c-ad3a-98ea585d16c7\/gov%25e2%2580%2599t-hikes%253cmark%253e-fuel%253c%2Fmark%253e-prices-by-up-to-14.8%2525\" style=\"\" rel=\"noopener\">hiked vehicle fuel prices by up to 14.8% in April<\/a>, a move analysts told us would have a direct and indirect impact on inflation.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>There\u2019s also the base effect: <\/strong>Genena <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/02eabfbe-a45d-4897-bbec-1f561e86ce93\" style=\"\" rel=\"noopener\">previously<\/a> told us that the float of the EGP back in March of last year led to a fall in prices, after it drove the end of the parallel market that had overvalued the USD and undervalued the EGP. This, he said, was bound to be heavily reflected as a base effect on last month\u2019s reading.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Seasonal factors are also at play:<\/strong> The rise in inflation \u201cdoes not reflect extended or primary dynamics that suggest the emergence of new inflationary waves that might require a return to further monetary tightening,\u201d banking expert Mohamed Abdel Aal told EnterpriseAM. \u201cWe see this rise as a result of seasonal increases in the prices of food items in particular, as well as the residual cumulative effect of fuel price hikes,\u201d he said.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER- <\/strong>The CBE <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2a14e89a-ecd2-4279-9309-ff06b2750da5\/cbe-cuts-rates-for-second-time-amid-easing-inflationary-pressures\" style=\"\" rel=\"noopener\">cut<\/a> interest rates by 100 bps in its third meeting of the year in May, in a move that marked the Monetary Policy Committee\u2019s (MPC) second consecutive change to policy rates since March 2024, following seven consecutive meetings where rates were held steady. \u201cThe moderating trend in headline and core inflation, coupled with easing underlying dynamics, suggests an improvement in inflation expectations,\u201d the MPC said last month.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Upcoming price hikes could push inflation up further: <\/strong>Expected hikes to the fuel prices could push inflation up to around 17-18% across June and July, before falling to around 16% by August, Genena told us.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The figure could encourage more caution from the CBE moving forward: <\/strong>\u201cThe latest bump up in inflation coupled with global uncertainty may prompt officials to maintain this cautious approach [to monetary loosening]. We have pencilled in a further 600 bp of interest rate cuts this year, to 18% \u2014 this is more dovish than other analysts expect, although the risks are skewed to the upside,\u201d Swanston wrote. The decision was enacted under a joint decree issued on 22 May by Morocco\u2019s Industry and Trade Ministry and Economy and Finance Ministry. All sums collected under the anti-dumping measure \u2014 including VAT on the applicable amount \u2014 will be held by Moroccan customs authorities until further notice, the circular states.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Rabat already has import restrictions and anti-dumping measures on some Egyptian <\/strong><strong>goods \u2014 and more could be on their way. <\/strong>Our North African neighbor already has restrictions on Egyptian air conditioning units due to a lack of local components, a 35% anti-dumping duty on Egyptian carpets, and a five-year 35% anti-dumping duty on canned tomatoes exported from Egypt. A <a target=\"_blank\" href=\"https:\/\/ent.news\/2025\/6\/390.pdf\" style=\"\" rel=\"noopener\">study (pdf)<\/a> conducted by the UN Environment Programme\u2019s SwitchMed initiative in 2020 found that the country generates 16.2 mn tons of waste annually, with plastic accounting for 6%, or around 970k tons, of which 45% is recycled and 5% is reused.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The breakdown: <\/strong>As of 2015, grocery stores accounted for the largest percentage of plastic bag consumption at 25%. They were followed by fruit and vegetable kiosks (20%), stores (17%), supermarkets (14%), and fast food and restaurant chains (6%). The annual consumption of plastic bags sat at 124 per capita.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The long-term plan:<\/strong> Egypt plans to cut the average annual consumption of plastic bags to 50 per person by 2030, according to <a target=\"_blank\" href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/%D8%B1%D8%A6%D9%8A%D8%B3-%D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1-%D9%8A%D8%B3%D8%AA%D8%B9%D8%B1%D8%B6-%D8%A7%D9%84%D8%A7%D8%B3%D8%AA%D8%B1%D8%A7%D8%AA%D9%8A%D8%AC%D9%8A%D8%A9-%D8%A7%D9%84%D9%88%D8%B7%D9%86%D9%8A%D8%A9-%D9%84%D9%84%D8%AD%D8%AF-%D9%85%D9%86-%D8%A7%D8%B3%D8%AA%D8%AE%D8%AF%D8%A7%D9%85-%D8%A7%D9%84%D8%A3%D9%83%D9%8A%D8%A7%D8%B3-%D8%A7%D9%84%D8%A8%D9%84%D8%A7%D8%B3%D8%AA%D9%8A%D9%83%D9%8A%D8%A9-%D8%A3%D8%AD%D8%A7\/469203231916769\/\" style=\"\" rel=\"noopener\">targets<\/a> set in 2022 per its national strategy to reduce the negative impact of single-use plastic bags\u2019 consumption. The strategy is being carried out by the industry, environment, health, international cooperation, local development, tourism, finance, and supply ministries.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER- <\/strong>The government announced a plan to <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/548df8a6-46d5-4604-89fe-ceac80080b93\/\" style=\"\" rel=\"noopener\">ban single-use plastic bags<\/a> in Sharm El Sheikh back in 2022, resorting instead to environmentally-friendly tote bags.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>And it\u2019s still going strong: <\/strong>Sharm El Sheikh is still pushing on with the <a target=\"_blank\" href=\"https:\/\/english.ahram.org.eg\/NewsContent\/50\/1201\/547457\/AlAhram-Weekly\/Egypt\/Towards-greener-industry.aspx\" style=\"\" rel=\"noopener\">initiative<\/a> to limit plastic use as part of the governorate\u2019s green strategy, aiming to ban single-use plastic in 50 hotels across the city by next fiscal year, foster community-led environmental initiatives, and collaborate with more private sector and international entities.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>El Gouna tackles the issue a little differently: <\/strong>The Red Sea resort town of <a target=\"_blank\" href=\"https:\/\/www.elgouna.com\/blog\/el-gouna-hotels-stay-green\" style=\"\" rel=\"noopener\">El Gouna<\/a> operates a high-efficiency recycling plant that processes various types of waste, achieving 96% efficiency in processing various waste types. Plastic waste is recycled into new plastic bags. All waste is pre-sorted, and color-coded bins are placed across the city to make it easier for residents to contribute.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Other initiatives on the table:<\/strong> Alexandria-based social enterprise <a target=\"_blank\" href=\"https:\/\/banlasticegypt.com\/\" style=\"\" rel=\"noopener\">Banlastic Egypt<\/a> is also working to tackle plastic pollution by supplying eco-friendly alternatives, running clean-up campaigns and workshops, and lobbying policymakers to ban single-use plastics.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Regulations are also being introduced to back this up:<\/strong> Earlier this year, the cabinet <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/899a1e29-2139-4cd2-aec0-2f25c7c30e26\/cabinet-signs-off-on-new-oil-and-gas-agreements-and-more\" style=\"\" rel=\"noopener\">passed<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/899a1e29-2139-4cd2-aec0-2f25c7c30e26\/cabinet-signs-off-on-new-oil-and-gas-agreements-and-more\" style=\"\" rel=\"noopener\">a draft decision<\/a> extending the Extended Producer Responsibility \u2014 a policy that makes producers fully responsible for their products throughout their entire lifecycle \u2014 to plastic shopping bags. The draft decision requires manufacturers and importers of plastic shopping bags to track their sales through the National System for Waste Information and Data Management and enhance safe disposal methods. The draft decision will also introduce incentives for importing and producing eco-friendly alternatives.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Implementation won\u2019t be without hurdles:<\/strong> Single-use plastic bags could be hard to recycle due to their low value and the high cost of recycling them, Executive Director of Greenish Mohamed Kamal told <a target=\"_blank\" href=\"https:\/\/businessmonthlyeg.com\/egypt-tackles-plastic-pollution-with-new-manufacturer-responsibility-regulations\/#:~:text=Kamal%20told%20Business%20Monthly%20that,of%20recycling%2C%E2%80%9D%20Kamal%20explained.\" style=\"\" rel=\"noopener\">Business Monthly<\/a>. Another issue will be ensuring that medium-sized businesses and distributors comply with the regulations, Kamal said, adding that it is essential to ensure compliance through penalties and
