Although the details of the discussions are still mostly unknown, Madbouly <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5915c925-ff5d-404b-85af-3d657f921b3c\/government-to-unveil-revamped-privatization-program-before-december\" style=\"\" rel=\"noopener\">said in a presser<\/a> near the end of last year that the two sides were negotiating \u201chow we can postpone some of the targets so that we do not put pressure on the citizens in the coming period.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Subsidy cut slowdown or not, we shouldn\u2019t see any more fuel price hikes for the next six<\/strong><strong> months<\/strong>, the Oil Ministry confirmed.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But shouldn\u2019t a decrease in global oil prices be reflected at the pumps? <\/strong>Although Brent crude futures are currently at USD 64.76 per barrel, down 13.4% over the month, the decision to hike prices will help the government avoid budget strain from previous oil import contracts signed before the current dip in global prices, two government officials told EnterpriseAM. The government moved quickly to secure new low-price contracts, anticipating US-China trade tensions and other global uncertainties to impact markets.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Analysts we spoke to all agreed that the move will add to inflationary pressures <\/strong>\u2014 and even push up the headline figure. Banking expert Mohamed Abdel Aal forecast the move to have direct and indirect impact that could see headline inflation reaching 15.5%, while Zilla Capital\u2019s Aya Zoheir expects the decision to push April\u2019s inflation to reading to the 14% mark. Some, including economist Mona Bedair, argued that although the \u201cphased adjustment of domestic energy prices may introduce mild inflationary pressures ahead, these factors do not overshadow the broader trend of easing domestic inflation.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Unlike most other goods or commodities, an increase in fuel prices doesn\u2019t just increase <\/strong><strong>the price at the gas station<\/strong>, but also in the souq, the supermarket, and for any goods that need to be transported. HC Brokerage\u2019s Equity Research Head Nemat Choucri told us that the diesel price hike would increase food transportation costs and in turn food and beverage prices, while the mazut price increases \u201cwould increase the production cost for the industrial sector and hence would lead to higher prices of industrial products.\u201d<\/p>\n<p href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f1e5afc1-03a1-4322-8aeb-8e6d57650068\/egypt%e2%80%99s-inflation-slips-to-its-lowest-level-in-nearly-3-years-in-february\" style=\"\" rel=\"noopener\">February<\/a>, according to data from state statistics agency Capmas. This figure ends a four month-long downward trend. On a monthly basis, inflation edged up by 0.2 percentage points to 1.6%.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Food and beverage price inflation drove the trend<\/strong>, with segment \u2014 the largest component of the basket of goods and services used to calculate headline inflation \u2014 rising 2.9 percentage points to 6.6% in March. \u201cThis came on the back of rises in bread and cereals, vegetables, and in particular fruits inflation which surged to a record high of 88.0% y-o-y,\u201d Capital Economics\u2019 James Swanston <a target=\"_blank\" href=\"https:\/\/www.capitaleconomics.com\/publications\/middle-east-north-africa-rapid-response\/egypt-consumer-prices-mar-2025?id_mc=607091508&amp;salesforce_campaign_id=\" style=\"\" rel=\"noopener\">wrote<\/a>. Economist Hany Abou El Fotouh, economist Mona Bedair, and HC Securities\u2019 Heba Mounir similarly highlighted fruit prices during Ramadan as a driver of the increase in comments to EnterpriseAM.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>While headline inflation was up, annual core inflation fell in March<\/strong>, with the reading \u2014 which excludes volatile items like food and fuel \u2014 dropping 0.8 percentage points from the month before to 9.4% y-o-y, according to <a target=\"_blank\" href=\"https:\/\/www.cbe.org.eg\/en\/economic-research\/statistics\/inflation-rates\" style=\"\" rel=\"noopener\">data<\/a> from the Central Bank of Egypt. On a monthly basis, core inflation stood at 0.9%, down from 1.6% the month before.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The fall in core inflation gives \u201chope that these pressures are temporary<\/strong>,\u201d Abou El Fotouh told us. Bedair also highlighted the importance of the dip in core inflation, telling us that the core inflation dipping below 10% for the first time since February 2022 is \u201ca clear signal that underlying pressures are moderating.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Most analysts told us that they expect inflation to continue rising modestly into April<\/strong>, including Al Ahly Pharos Senior Economist Esraa Ahmed, who pencilled a provisional 14.5% headline rate for the month, while others were yet to settle on a number they were willing to share. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Zooming out, inflation still seems to be on a broadly downward trajectory<\/strong>, with upcoming mild inflationary pressures ahead \u2014 be it fuel price hikes or related to currency exchange depreciation \u2014 not able to \u201covershadow the broader trend of easing domestic inflation,\u201d Bedair said. \u201cHowever, global fluctuations remain a gateway to inflationary risks and currency fluctuations,\u201d Ahmed and other analysts warned.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>So, what does this mean for interest rates? <\/strong>With the Central Bank of Egypt\u2019s Monetary Policy Committee meeting to decide interest rates set to take place this week, economists, analysts and members of the business community are trying to get a read on how March\u2019s inflation data could influence their decision. Afterwards, it <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5e07bfd6-16ad-4072-ba35-fbd1863c1e13\/%253cmark%253es&amp;p%253c%2Fmark%253e-maintains-egypt%25e2%2580%2599s-positive-credit-outlook-and-rating\" style=\"\" rel=\"noopener\">maintained<\/a> the positive outlook and rating in October. Fitch ratings on the other hand <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/42d85537-672f-4b27-b3df-0a70e3232317\/fitch-upgrades-our-credit-rating-to-%E2%80%98b%E2%80%99-citing-greater-confidence-in-structural-reforms\" style=\"\" rel=\"noopener\">upgraded our credit rating from \u2018B-\u2019 to \u2018B\u2019<\/a> with a stable outlook last November \u2014 for the first time since 2019 \u2014 citing FX inflows from the <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b0b97fcf-95b0-4d39-86ae-0a4989221520\/adq-acquires-development-rights-to-ras-el-hekma-for-usd-24-bn,-will-invest-a-further-usd-11-bn-in-real-estate-and-other-prime-projects\" style=\"\" rel=\"noopener\">USD 35 bn<\/a> Ras El Hekma agreement, our expanded <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/033d5dd6-d417-4ad7-8154-b113a19b96a7\/madbouly-sounded-the-right-notes-as-he-unveiled-a-super-sized-usd-8-bn-imf-package\" style=\"\" rel=\"noopener\">USD 8 bn<\/a> IMF program, and the EU\u2019s <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/183954ef-4dc7-49c8-9499-743e77de1e74\/eu-pledges-eur-7.4-bn-aid-package-for-egypt\" style=\"\" rel=\"noopener\">EUR 7.4 bn<\/a> aid package, alongside better structural reforms. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What changed:<\/strong> S&amp;P\u2019s revision reflects persistent fiscal and external deficits, elevated borrowing needs, and high debt-sevicing costs \u2014 government interest payments are projected to consume 58% of revenues in the fiscal year 2024-2025, declining only gradually to 45% by FY 2027-28 \u2014 all of which exacerbated by US President Donald Trump\u2019s sweeping tariffs. Although keeping its assessment the same, Fitch echoed the same concern, projecting that \u201cgovernment debt interest\/revenue will peak near 61% in FY26, before falling to 38% in FY29.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The concern isn\u2019t just fiscal:<\/strong> S&amp;P flagged a potential pullback by foreign portfolio investors amid tightening global financial conditions, warning that \u201crisk-off positions\u201d could pressure the EGP bond market. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>ICYMI- <\/strong>Debt markets <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/481c302f-655a-4a4e-9028-c57687d436f2\/%25e2%2580%25a6or-how-i-learned-to-stop-worrying-and-love-fx-volatility\" style=\"\" rel=\"noopener\">saw outflows<\/a> last week after the scope of the Trump tariff war became clear \u2014 as some investors opted to lock in gains and move to cash or other less-risky assets in a time of uncertainty.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Still, both agencies acknowledged progress on structural reforms: <\/strong>While the global financial context remains turbulent, S&amp;P noted Egypt has pushed ahead with meaningful policy shifts throughout the previous year, saying \u201cthe foreign currency market has largely been driven by market forces, supporting competitiveness and an improvement in economic growth.\u201d Fitch echoed this sentiment, stating that \u201cgreater exchange rate flexibility has been maintained since the March 2024 depreciation of the official rate, with no re-emergence of FX backlogs or a significant differential with the parallel market rate.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The two were in agreement that the 10% US tariff on Egyptian exports is unlikely to <\/strong><strong>cause major disruption:<\/strong> \u201cEgypt\u2019s goods export exposure to the US is relatively low,\u201d S&amp;P said, with exports making up \u201cless than 6% of goods exports and less than 0.5% of GDP\u201d in 2023. A dip in global energy prices should provide some relief though, given Egypt\u2019s position as a net energy importer.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>An upgrade could still be in the cards:<\/strong> S&amp;P said it could raise Egypt\u2019s rating if \u201cnet government or external debt positions improve faster than we currently expect,\u201d naming higher FDI, state asset sales, and robust growth as some of the ways the Madbouly government could improve its debt position. Fitch also said it could upgrade our rating if there is \u201cfurther reduction in external vulnerabilities\u201d and \u201clower debt issuance costs and fiscal consolidation.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A downgrade is also very much possible if reform momentum slips:<\/strong> Both agencies warned that any sign the government is backtracking on macroeconomic reforms \u2014 especially exchange rate flexibility \u2014 or allowing foreign currency shortages to re-emerge could trigger a negative rating action. The two zones are expected to bring in some USD 3 bn in local and foreign investment. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The projects will be developed in partnership with the private sector<\/strong>, with each zone \u2014 each covering 5.5 mn sqm \u2014 to be developed through the industrial developer system, which allows private companies to develop land for industrial use and take care of its management, operations, and marketing.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The zone in Minya will be the first specialized textile hub in Upper Egypt,<\/strong> coming in with an investment cost of EGP 12 bn and set to create around 250k direct and indirect jobs. It is expected to bring in USD 1.5 bn in domestic and foreign investment once fully operational. El Wazir said that the zone will revive Minya\u2019s textile industry. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Investors are already lining up for the Minya project<\/strong>, with Garment Export Council Chairman and Giza Spinning and Weaving CEO Fadel Marzouk <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d31268ce-8334-49ef-817b-5c63dc6875e3\/unhcr-stops-support-to-refugees-in-egypt\" style=\"\" rel=\"noopener\">previously telling Al Arabiya<\/a> before the zone was properly announced that it had already attracted the interest of more than ten Chinese and Turkish companies willing to commit investments to the project this year.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What about the Fayoum zone? <\/strong>The Northern Fayoum zone will cost EGP 15 bn and aims to create 150k jobs and attract USD 1.5 bn in investment when fully operational.
