Output from the Western Desert has been stable since November at 763 mcf\/d \u2014 a multi-decade low \u2014 while output from the onshore Nile Delta region fell to its lowest level since mid-2014 to 332 mcf\/d.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER- We had big energy plans for the year<\/strong>, with unconfirmed reports last year saying that the government is <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ee4b1467-0ed1-4911-a578-312de9fb0bd0\/egypt-has-paid-78%2525-of-its-arrears-to-foreign-oil-and-gas-companies-since-march\" style=\"\" rel=\"noopener\">looking to see<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ee4b1467-0ed1-4911-a578-312de9fb0bd0\/egypt-has-paid-78%2525-of-its-arrears-to-foreign-oil-and-gas-companies-since-march\" style=\"\" rel=\"noopener\">domestic production rise by 30%<\/a> to 6 bcf\/d by the end of 2025. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>While recent activity could help improve output, it\u2019s not enough.<\/strong> Global energy giant BP kicked off production from the second development phase of its Raven natural gas field in its North Alexandria offshore concession <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ff499c68-c936-4613-8b6a-24917615878c\/gov%25e2%2580%2599t-set-to-pay-usd-1-bn-in-arrears-to-foreign-energy-firms-next-month\" style=\"\" rel=\"noopener\">last month<\/a>, which is expected to produce some 220 bcf\/d of gas, but Mees calls the figure \u201coptimistic.\u201d <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Another sign that recovery is imminent:<\/strong> Dana Gas \u2014 one of the key producers in the Nile Delta \u2014 plans <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8fd53fdc-ed59-4219-9f14-e3ab535b0640\/oil-ministry-gets-the-ball-rolling-on-usd-530-mn-sustainable-aviation-fuel-project\" style=\"\" rel=\"noopener\">to launch a USD 100 mn<\/a> project to develop production after receiving the rest of its outstanding dues. The investment includes the drilling of 11 new wells and is expected to add 80 bcf\/d of gas reserves. The Emirati oil and gas giant saw its output halve to 80 mcf\/d over the past seven years, according to Mees. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>AND- <\/strong>US oil producer Apache is \u201chopeful of gas output gains over the coming months as it steps up gas-focused drilling having secured higher prices for new output.\u201d Apache last month <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b720c4c5-8cb9-4d2a-b825-85410105583d\/int%25e2%2580%2599l-energy-players-to-invest-usd-130-mn-in-oil-and-gas-drilling\" style=\"\" rel=\"noopener\">announced plans<\/a> to kick off a USD 60 mn drilling program in its Western Desert blocks this month as it looks to ramp up natural gas production by a daily 80 mcf\/d. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The outlook is even worse for oil production: <\/strong>\u201cWhilst there are some positive signs for Egypt\u2019s gas output trajectory in 2025 \u2014 though, given steep underlying decline rates, the smart money is on slower decline rather than overall gains \u2014 for oil there are few if any positive signs,\u201d Mees wrote. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The figures: <\/strong>National oil production dropped to 523k barrels per day (bbl \/ d) in January, marking the lowest monthly figure in over 40 years. The draft law got the green light from the Senate in December. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Why it matters: <\/strong>The draft law provides a clear legal definition for gross medical error, establishing a Higher Medical Liability Committee that will act as the technical authority in investigations and trials related to medical liability. In addition, the bill would set up a government-backed ins. fund to help cover damages resulting from medical errors.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Revised definition of gross medical error:<\/strong> MPs approved a proposal to replace vague words from the definition, including \u201cnegligence,\u201d \u201ccarelessness,\u201d and \u201clack of caution.\u201d The updated definition for gross medical error is \u201ca mistake of such severity that it results in certain harm. This includes, in particular, committing an error while under the influence of intoxicants or psychoactive substances, or failing to assist the affected patient or to seek help for them, despite being able to do so at the time of the incident.\u201d The changes, lawmakers said, aim to address the syndicate\u2019s concerns that the initial language was too broad and subjective for medical professionals.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The revised law addresses the syndicate\u2019s concerns:<\/strong> Lawmakers amended several articles to better distinguish between standard medical mistakes and negligent misconduct. The Medical Syndicate had objected to Article 27 of the original draft, which failed to distinguish between a medical error made by a qualified doctor in a licensed facility \u2014 which is punishable by fines solely \u2014 and medical negligence by an unqualified or intoxicated practitioner \u2014 which could merit jail time. The syndicate has also objected to Article 28 which stipulates imprisonment and\/or fines for any medical provider whose error causes harm or injury, with harsher penalties in case it results in permanent disability. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A long-overdue framework for patients and medical providers\u2019 safety:<\/strong> House speaker Hanafy Gebaly underscored the importance of putting forth legislation that regulates medical liability and provides a framework that protects both healthcare providers and patients. Gebaly emphasized that the bill underwent extensive review and consultations with all relevant medical syndicates. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The Medical Syndicate gave its seal of approval<\/strong>, with syndicate head Osama Abdel Hay saying that the amended law reflects the demands of the medical community, praising the revisions the Health Committee made to the law, particularly to acts that makes the higher committee the official expert witness in medical liability cases. But as the government and the hospitality industry are aware, more tourists means more and better-trained workers to man hotels, lead tour groups, and more.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>On top of this, the needed foreign investment for the sector will only come if a workforce <\/strong><strong>development pathway is clear.<\/strong> \u201cTourism is inherently a people-centered business, making investment in human capital crucial for continued growth,\" the European Bank of Reconstruction and Development\u2019s Theresa Niederle and Klajd Hasimi told EnterpriseAM. \u201cThe strength of Egypt\u2019s workforce is a decisive factor for international investors to expand their footprint in the hospitality and tourism sector, and enhanced national training policies that reflect employers\u2019 perspectives are essential for this.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The public sector has got the memo<\/strong>, with a senior official at the Tourism Ministry telling EnterpriseAM that many local universities are already proactively developing their curriculums to adjust to the changing market. Efforts are also being made to partner with foreign universities to improve their courses \u2014 and their recognition abroad. In addition, partnerships are being made between universities and hotel companies to strengthen the training and hands-on experiences offered to students. However, this isn't the case for all universities, with some courses not keeping up with the market, our source told us.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Mansoura University\u2019s Tourism and Hotels Faculty is moving on three fronts to better <\/strong><strong>connect its academic programs with the job market<\/strong>, faculty head Mohamed Abdel Latif told us. That includes curriculum updates, incorporating new research \u2014 especially in antiquities \u2014 and modernizing teaching approaches. A new tourism marketing department focused on tourism promotion has already seen strong student interest. Similar reforms are reportedly underway at universities in Fayoum, Helwan, and Minya, we were told.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The university is reacting to the industry\u2019s call for more hands-on experience<\/strong>, by launching a practical training program that includes introducing students to tour guiding. Students are taken outside the classroom on visits to archaeological sites and the university has even made its own museum with 76 exact replicas for the students to hone their skills. Four international chefs have also been hired to help culinary students be prepared for the unenviable task of feeding masses of tourists on incredibly tight budgets \u2014 one of the most important and difficult tasks that in large part decides whether all-inclusive hotels can turn a profit. Abdel Latif pointed to 134 undergraduates who recently secured well-paying positions with US hospitality giant Hilton as proof that its efforts are paying off.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>In case you didn\u2019t know, Egyptian universities have been offering degrees in<\/strong><strong> tourism-related subjects for decades<\/strong>, with the country already home to ten colleges at local universities that offer bachelor's degrees in tourism and 18 institutes specializing in the field. There are also plenty of schools up and down the country that offer pre-university certificates. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The Tourism Ministry is also working on a digital platform to prepare workers for the <\/strong><strong>industry<\/strong>, with the ministry planning to launch the training and qualification platform at some point this year. The platform will be a \u201cmajor gateway for training for employment and linking academic studies with employment, given the significant expansion of tourism and hotel activities and the significant development in needs,\" our source told us.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Training and education need to keep up with trends in the industry \u2014 and this is where <\/strong><strong>the private sector comes in.<\/strong> With a rising interest in wellness and eco-conscious tourism at the moment \u2014 and who knows what else in the years to come \u2014 \u201cit can be challenging to reflect such trends in education and training provision, especially when educators lack direct exposure to evolving industry practices,\u201d the EBRD\u2019s Niederle and Hasimi said. \u201cThis is why the engagement of the private sector in skills development is so important \u2014 companies are deeply familiar with their sector and can assess the potential and relevance of new ideas and trends most effectively.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Despite progress, language skills are still a major hurdle the industry needs to <\/strong><strong>overcome. <\/strong>Players in the sector consistently complain about the weak language skills of graduates and the lack of potential employees that speak languages needed by the industry, Supreme Council of Universities\u2019 Tourism and Hotels Sector Committee head Ali Omar told EnterpriseAM. The gap stems partly from poor pre-university training, but also from the cost of university-level language instruction \u2014 which many institutions don\u2019t have the budget for, he added.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>This is especially true for languages other than English<\/strong>, with the government\u2019s ambitious plans since 2023 to bring French, Italian, and German to public school classrooms as second languages in a bid to align Egypt\u2019s education system with global trends not going according to plan, a government source told us. The <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/71d97307-2526-4c7a-962e-43efeda49917\/what-is-the-government-doing-to-keep-pace-with-global-e-learning-trends%3F#:~:text=Will%20digital%20learning%20ease%20the%20teacher%20shortage%3F%20Egypt%20faces%20a%20severe%20teacher%20shortage%2C%20with%20469.9k%20vacancies%2C%20which%20jumped%20to%20665k%20after%20the%20government%20added%2098k%20new%20classrooms%2C%20according%20to%20Education%20Minister%20Mohamed%20Abdel%20Latif.\" style=\"\" rel=\"noopener\">nationwide teachers shortage<\/a> has partly derailed what was supposed to be a big leap forward in public school language education \u2014 bringing it closer to what private and international schools already offer.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>More languages are still on the table <\/strong>\u2014<strong> just not soon. <\/strong>Plans to roll out Chinese, Japanese, Italian, and Russian \u2014 languages that many of Egypt\u2019s tourists speak \u2014 in public schools are still alive, according to our sources. But don\u2019t expect them in classrooms just yet; the rollout needs time to build up the required infrastructure and teaching capacity, we were told.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Another issue facing the industry is that low wages are driving talent away.<\/strong> \u201cLow pay is pushing skilled grads to other sectors, even as hotels demand top-tier talent,\u201d said Omar. The World Sustainable Hospitality Alliance expressed a similar point of view, telling us that \u201cthe biggest challenge is a mix of perception, cost, and job stability\u2026we\u2019re working to change that by linking training to real career growth and industry connections.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Low salaries are in turn lowering admission standards for tourism degrees<\/strong>, a tourism industry insider told EnterpriseAM. Low admission standards and not very well-funded courses at public tourism institutes are dragging down the quality of graduates entering the sector, the source said.
