This year\u2019s event, the largest ever, will see international officials and central bank governors from 95 countries taking part along with leading local finance institutions. <strong>President Abdel Fattah El Sisi, Prime Minister Sherif Ismail, and CBE Governor Tarek Amer<\/strong> will all be attending.<\/p><p>The theme sounds like the usual development pabulum (\u201cExploring Diversity, Promoting Inclusion\u201d), but look for it to have a long-term impact on the nation\u2019s banking sector: <strong>The central bank has made financial inclusion its new refrain going forward<\/strong>, and has been rolling out policies designed to enhance access to the system.<\/p><p><strong>Already, we know that more Egyptians than previously thought have access to the banking system <\/strong>\u2014 about one in three, not the one in 10 (or so) most of us thought was the case. We have more on that in Speed Round, below.<\/p><p>The gathering is expected to see the announcement of the <strong>Sharm El Sheikh Accord on <\/strong><strong>financial inclusion and climate change<\/strong>, said AFI Executive Director Alfred Hannig. An Arab region strategy that also address refugees and migrants is also expected to be announced. Amer spoke yesterday on the state of financial inclusion and the economy on the whole yesterday (the highlights of which are covered in the Speed Round). <a href=\"http:\/\/www.afi-global.org\/sites\/default\/files\/inline-files\/Draft%202017%20GPF%20Program_External_v26.pdf\">You can catch the forum\u2019s agenda here (pdf)<\/a>.<\/p><p>Meanwhile, <strong>seven banks will meet with more than 40 fund managers today at the Pharos <\/strong><strong>Holding <\/strong><a href=\"https:\/\/enterprise.press\/wp-content\/uploads\/2017\/09\/Final-News-Flash-Ar-Eng.pdf\"><strong>\u201cEgypt Banking Day\u201d<\/strong><\/a><strong> event<\/strong>.<\/p><p><strong>Prime Minister Sherif Ismail met with Vice President of the European Investment Bank <\/strong><strong>(EIB) Dario Scannapieco <\/strong>to discuss strengthening ties with the bank<strong>, <\/strong><a href=\"http:\/\/www.cabinet.gov.eg\/Arabic\/MediaCenter\/CabinetNews\/Pages\/Interview-Vice-President-of-the-European-Investment-Ban.aspx\">according to a cabinet statement<\/a>. Ismail pointed out the aggressive set of reforms Egypt has undertaken to improve the environment for investments and economic growth. <strong>The talks came ahead of today\u2019s EIB MED conference<\/strong>,where it is expected that the EIB will ink agreements for <a href=\"https:\/\/enterprise.press\/stories\/2017\/09\/06\/on-the-horizon-187\/\">a loan of EUR 172 mn<\/a> for wastewater treatment projects.<\/p><p><strong>Foreign Minister Sameh Shoukry is in London today for a six-party Arab League<\/strong><strong> ministerial meeting on the situation in Libya<\/strong>. \u201cThe meeting will tackle coordinating regional and international efforts to end the division in Libya as well as to achieve national reconciliation \u2026 Foreign ministers of the United States, Britain, France, Italy, the United Arab Emirates, in addition to UN Secretary General's special envoy for Libya Ghassan Salama, will take part.\u201d Ministry Spokesperson Ahmed Abu Zeid says, <a href=\"http:\/\/news.xinhuanet.com\/english\/2017-09\/12\/c_136603971.htm\">according to Xinhua<\/a>. Shoukry met yesterday with his <a href=\"https:\/\/www.facebook.com\/MFAEgypt\/photos\/a.401053443299941.93782.130027683735853\/1678470712224868\/?type=3&amp;theater\">Libyan<\/a>, <a href=\"https:\/\/www.facebook.com\/MFAEgypt\/photos\/a.401053443299941.93782.130027683735853\/1678383772233562\/?type=3\">Emirati<\/a>, and <a href=\"https:\/\/www.facebook.com\/MFAEgypt\/photos\/a.401053443299941.93782.130027683735853\/1678385582233381\/?type=3&amp;theater\">Jordanian<\/a> counterparts to discuss their countries\u2019 visions on the crisis and other regional issues.<\/p><p><strong>Italy\u2019s Foreign Minister Angelino Alfano is set to meet with Shoukry <\/strong>tomorrow on the sidelines of the meeting, <a href=\"http:\/\/www.ansamed.info\/ansamed\/en\/news\/sections\/politics\/2017\/09\/12\/alfano-to-meet-egyptian-counterpart-on-sept.-14-in-london_316aa7e4-9ba9-4ebf-91f2-820be0fbf34a.html\">ANSAmed reports<\/a>. \u201cAlfano will reportedly discuss with his Egyptian counterpart, among other things, the <a href=\"http:\/\/www.telegraph.co.uk\/news\/2017\/09\/12\/lawyer-cambridge-student-killed-egypt-disappears-attempts-leave\/\">recent disappearance of Ibrahim Metwaly<\/a>, the lawyer representing the family of Giulio Regeni, the Italian student tortured and murdered in Egypt last year.\u201d This comes as <strong>new Italian ambassador Giampaolo Cantini will present his credentials to the Foreign Ministry today, <\/strong><a href=\"http:\/\/www.shorouknews.com\/news\/view.aspx?cdate=12092017&amp;id=d3ad1ebb-73b4-45a2-bb4d-2fffea511ea9\">according to Al Shorouk<\/a>. He will also meet President Abdel Fattah El Sisi.<\/p><p><strong>Israel names Egypt in travel warning: <\/strong>Meanwhile, Israeli counter-terrorism officials have reportedly issued a travel warning advising citizens to steer clear of certain destinations, <strong>including Egypt, Jordan and Turkey<\/strong>, if they plan to travel abroad during upcoming Jewish holidays, <a href=\"https:\/\/www.i24news.tv\/en\/news\/international\/middle-east\/155252-170912-israel-warns-citizens-against-travel-to-turkey-jordan-egypt\">i24News reports<\/a>. The Israeli National Security Council's Counterterrorism Bureau has Sinai on a \u201cLevel 1\u201d warning, the highest designation, and it is recommended that Israelis avoid all travel to the area due to the \u201cvery high concrete threat, <a href=\"http:\/\/www.jpost.com\/Israel-News\/Israel-warns-of-Europe-terror-threat-in-holiday-travel-advisory-504874\">according to JPost<\/a>. The bureau also warned Israelis against travelling to western and northern European countries.<\/p><p><strong>Brazilian Foreign Minister Aloysio Nunes arrived yesterday with a high-level delegation <\/strong><strong>for bilateral talks. <\/strong>The diplomat is going to meet with a number of officials to discuss economic cooperation, investment and trade, renewable energy, tourism and regional He added that delegations from the CBE had been sent to places such the UK to examine regulatory best practices and legislation in drafting the amendments. Amer struck a sharp tone, saying he would not kowtow to pressure on the amendments, but said he did welcome diverging opinions. The CBE has received notes and suggestions from the Federation of Egyptian Banks, which had <a href=\"http:\/\/press.us9.list-manage.com\/track\/click?u=3f7bc576715ca1a70edef2788&id=e8ef032187&e=c276a2f3e8\">objected to a number of proposed amendments<\/a>, including those on setting term limits for bank managing directors and suggesting that banks kick in 5% of their bottom lines annually for an industry development fund.<\/p>\n<p><strong>IPO of state banks will follow Enppi:<\/strong> Amer, speaking at the Alliance for Financial Inclusion\u2019s (AFI) ninth annual Global Policy Forum in Sharm El Sheikh, which the CBE is hosting, also revealed that the central bank is awaiting the results of Enppi\u2019s listing of 24% of its shares in 4Q2017 before moving forward with the IPO of state-owned banks \u2014 the first of which will be Banque du Caire.<\/p>\n<p><strong>As for the sale of United Bank<\/strong>, Amer said the institution, which is now reportedly profitable, is currently being restructured ahead of a sale to a strategic investor.<\/p>\n<p>And speaking of state-owned banks, <strong>Prime Minister Sherif Ismail signed off on the shakeup <\/strong><strong>of state-owned bank<\/strong> <strong>managing directors<\/strong>, including the National Bank of Egypt, Banque Misr, Banque du Caire, Amer said. Graham Stock, the head of emerging-market sovereign research in London at BlueBay Asset Management, supports Grehan\u2019s view, saying \u201cif we\u2019re confident that a country is going to reach an agreement with the IMF and the policies underpinning that agreement are going to be sound, then that is a very favorable backdrop.\u201d Stock bought Egyptian and Mongolian bonds on the strength of the Fund\u2019s support. Allianz Global Investors had also made Egypt one of its top bond holdings after its reform program and IMF agreement.<\/p>\n<p><strong>\u2026Emerging market debt in general is winning record inflows and strong investor <\/strong><strong>demand,<\/strong> according to <a href=\"https:\/\/enterprise.press\/wp-content\/uploads\/2017\/09\/BNP-Paribas_Africa-DCM-newsletter_11092017.pdf\">BNP Paribas\u2019 Africa Weekly DCM Market Update<\/a>. For Egypt, debt yields have fallen to record lows with the five-year bonds yielding 4.897%, dropping below 5% for the first time since issuance in January 2017. Strong post-summer secondary investor demand drove credit spreads down by 10-15 bps. Also on the lineup were the <a href=\"https:\/\/www.apple.com\/apple-watch-series-3\/\">Apple Watch Series 3<\/a>, a very cool piece of kit that includes ridiculously interesting heart monitoring tech \u2014 and that will come with an electronic SIM card to allow it to make calls using your main iPhone telephone number without it being around (the only catch is that it will likely be some time before it arrives in Egypt, as it requires carrier-specific agreements). He was last heard from on Sunday morning; reports suggest he may have been arrested at Cairo International before boarding the plane to Switzerland. The AP has picked up the story.<\/p>\n<p><strong>Also getting extensive play:<\/strong> A report that Egypt has effectively cut ties with North Korea, as <a href=\"https:\/\/www.thestar.com\/news\/world\/2017\/09\/12\/egypt-cuts-military-ties-with-north-korea-report-says.html\">the Associated Press<\/a>\u2019 take on a piece originally by <a href=\"https:\/\/enterprise.press\/stories\/2017\/09\/12\/egypt-to-cooperate-with-south-korea-on-dprk-to-open-defense-attache-office-in-seoul\/\">South Korea\u2019s Yonhap<\/a> news agency got wide circulation.<\/p>\n<p><strong>Elsewhere: Egypt\u2019s bid to take part in<\/strong><strong>the reconstruction of Syria<\/strong> got coverage in <a href=\"http:\/\/www.al-monitor.com\/pulse\/originals\/2017\/09\/egypt-invest-reconstruction-process-syria-iraq.html#ixzz4sVXZpoRT\">Al Monitor<\/a>. Egypt had already made a pitch for its public and private sectors to participate in Syria's reconstruction. A delegation from the Federation of Egyptian Chambers of Commerce met with Syrian Deputy Prime Minister Walid Moallem.
